City of Moline City Council met December 11.

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 6:15 p.m. The Council met in regular session in the Council Chambers at City Hall.


Public Hearing: 2019 Budget. Finance Manager Keith Verbeke reviewed the budget process and provided a budget overview. There was no public comment. Mayor Acri closed the hearing at 6:18 p.m., and the Committee of the whole meeting reconvened.

The Committee of the Whole meeting adjourned and the City Council meeting reconvened at 8:01 p.m.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron present. Absent: Alderman Berg.

Items on Consent:

Approval of Minutes & Appointments

Committee-of-the-Whole and Council meeting minutes of December 4, 2018.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

Second Reading Ordinances

1. Council Bill/Special Ordinance 4060-2018

A Special Ordinance providing for the temporary financing by the City of Moline, Illinois for a fence for the new dog park by authorizing issuance of $50,000 in a Revenue Anticipation Note and purchase of the same by the General Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents. Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4060-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker and Waldron; nays: Alderman Potter.

First Reading Ordinances

2. Council Bill/General Ordinance 3053-2018

An Ordinance amending Chapter 5, “AMUSEMENTS,” of the Moline Code of Ordinances, Article I, “VIDEO GAMING,” by repealing said article in its entirety and enacting in lieu thereof one new Article I, “VIDEO GAMING,” relating to the same subject matter.

3. Council Bill/General Ordinance 3054-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC” of the Moline Code of Ordinances, Appendix 23 thereof, “OFF-STREET LOTS,” by deleting LEASED LOTS: B-Lot – 1500 block of Seventh Avenue and adding in lieu thereof TWO HOUR LOTS: B-Lot – 1500 block of Seventh Avenue, spaces 26-50 and LEASED LOTS: B-Lot – 1500 block of Seventh Avenue, spaces 1-25 and 51-72.

4. Council Bill/General Ordinance 3055-2018

An Ordinance making Appropriations for Corporate Purposes for the Fiscal Year beginning January 1, 2019 and ending December 31, 2019.

5. Council Bill/Special Ordinance 4061-2018

A Special Ordinance requesting that the County Clerk not extend 2018 taxes for payment of all principal and interest on City of Moline General Obligation Corporate Purpose Bonds.

6. Council Bill/Special Ordinance 4062-2018

A Special Ordinance setting the annual meetings schedule for 2019; and authorizing City staff to do all things necessary to notify the media of the 2019 annual meetings schedule.

Council, Staff and Citizen Comments:

Alderman Wendt noted that there would be some additional changes to the video gaming ordinance amendment on the December 18, 2018 Council Agenda.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

City Council convened in Executive Session at 8:08 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Potter.

Council reconvened in open session at 8:26 p.m.

Mayor Acri adjourned the Council meeting at 8:26 p.m.

The next regularly scheduled City Council meeting is on December 18, 2018.
