City of Aledo City Council and Committee of the Whole met Feb. 4.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on February 04, 2019. MAYOR HAGLOCH called the meeting to order at 6:36 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, JAY DOHERTY, JIM HOLMES, and CHRIS KOPP. Mayor CHRISTOPHER HAGLOCH. Alderman BARRY COOPER was excused.
Also present were CHRIS SULLIVAN, Interim Administrator / Chief of Police, and JAROD DALE, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.
Appearances: No Report.
Communication & Correspondence: No Report.
Requests & Petitions: Chris Whitenack, Mercer County Athletic Boosters, Bear Country Wrestling Tournament, appeared to request City Sponsorship in F/Y 2019 regarding award sponsorship. Mr. Whitenack reported in years past the City has sponsored the event in the amount of $1,500. It was also noted MCAB to also ask local restaurants to participate during the event day in providing an incentive to eat at the establishment if a participant brings in their trophy for proof of participation.
City Budget in F/Y19 includes a total budget item in the amount of $1,500 for city sponsorship regarding Bear Country Wrestling Tournament.
Public Works Activity Report:
Streets: work consisted mainly of snow removal and equipment repairs. Also assisted cemetery division regarding two (2) funerals.
Water: JULIE’s; work consisted mostly of maintaining daily operations during the cold weather and plowing snow.
Gas: JULIE’s; ICC triannual inspection performed; GUA performed the ESRI/GIS training for the digital mapping. Also, worked on inventory and plowing snow.
Cemetery: Two (2) funerals occurred. Assisted street division regarding equipment repairs and plowing snow.
DPW: City Hall preconstruction meeting and SW 9th St. water main preparation; plowed snow and preparation regarding electrical exam.
Aledo Police Department Activity Report: CHIEF Sullivan reported Officer Steinbeck successfully completed the Supervising Liquor & Tobacco Compliance Enforcement training course. Officers must complete that training, and be certified by the State of Illinois, in order to conduct compliance check details.
The Police Department renewed its Nuisance Wildlife Control Permit through the Illinois Department of Natural Resources. The permit is a Class “C” governmental permit. The new permit expires on January 31, 2020.
Officer Bunker successfully completed the Field Training Officer (FTO) program and has been released to solo patrol duties.
Officer McGuire recently attended the Taser Instructor certification training hosted by Taser and MTTU IV. He is now certified by the ILETSB to training, certify, and recertify officers to carry and use Tasers. As soon as classes open up for Firearms Instructor certification, McGuire will be taking the classes necessary to become certified as a firearms instructor.
Administration Report: CITY CLERK Dale reported Economic Interest Statements have been issued to the elected and appointed officials. The item is required to be filed each year with the Mercer County Clerk’s office.
CITY CLERK provided data regarding the month of January regarding utility billing and payroll.
CITY CLERK reported the 2018 tax documents were completed in January, 2019. All W-2’s were issued, as well as, all 1099’s to all vendors who are required to receive tax documents.
The next City Council meeting to be held on Tuesday, February 19, 2019. The date was moved due to the observance of President’s Day on February 18, 2019.
Mayor’s Report: MAYOR Hagloch reviewed a listing of properties provided by Jackson Disposal. It was noted these addresses were possibly not a part of the contract currently. MAYOR requested City staff review the listing and verify if each address should or should not be included.
Committee Report: ALD. Chausse reported the Ordinance & Police Committee met on January 29, 2019. The Committee reviewed a resolution approving the participation by the City of Aledo Police Department in the Mercer County LEAD Program.
ALD. Bertrand reported the Personnel Committee met on January 29, 2019. The Committee reviewed a request authorizing change in the job title of the Police Department Administrative Assistant to Police Chief’s Administrative Assistant. The Committee also reviewed a request to an amendment to the employment contract for the Director of Public Work’s & Utilities. The amendment is regarding the requirement for commercial electrical and mechanical inspector to residential electrical and mechanical inspector certifications. The Committee reviewed the seasonal six (6) month street maintenance worker job announcement and received updates regarding the water division. Also, the Committee received an update regarding the City Administrator applicant search as well.

ORDINANCE NO. 03, SERIES OF 2019; AMENDING TITLE 3, CHAPTER 2, SECTION 8 OF THE ALEDO CITY CODE FOR THE PURPOSE OF CREATING A NEW CLASS “E” LIQUOR LICENSE CLASSIFICATION WITHIN THE CORPORATE LIMITS OF THE CITY OF ALEDO: (SECOND READING)
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN KOPP to adopt Ordinance No. 03, Series of 2019; Amending Title 3, Chapter 2, Section 8 of the Aledo City Code for the Purpose of Creating a New Class “E” Liquor License Classification within the Corporate Limits of the City of Aledo. ORDINANCE NO. 04, SERIES OF 2019; FOR ACQUISTION OF REAL PROPERTY ON INSTALLMENT PURCHASE CONTRACT: (FIRST READING)
Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN BERTRAND to waive the 2nd reading for Ordinance No. 04, Series of 2019; for Acquisition of Real Property on Installment Purchase Contract. A Roll call vote was recorded as follows:

Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN BERTRAND to adopt Ordinance No. 04, Series of 2019; for Acquisition of Real Property on Installment Purchase Contract; Pin No. 10-10-21-103-006 & 10-10-21-104-011; $1,000 as a cash down payment, and, remaining principal balance of $49,000 plus accrued interest at the rate of 3.00% per annum accruing from and after the 4th day of February, 2019 shall be paid in two (2) installments, the first payment of $24,000 principal plus accrued interest to be on or before the 28th day of February, 2019, and, the second payment of $25,000 principal plus accrued interest to be on or before the 28th day of February, 2020. RESOLUTION NO. 10R, SERIES OF 2019; AUTHORIZING CHANGE IN THE JOB TITLE OF POLICE CHIEF’S ADMINISTRATIVE ASSISTANT:
Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN KOPP to approve Resolution No. 10R, Series of 2019; Authorizing change in the job title of Police Chief’s Administrative Assistant and to be paid an annual salary of $40,000. A Roll call vote was recorded as follows:

RESOLUTION NO. 11R, SERIES OF 2019; APPROVING AMENDMENT TO EMPLOYMENT AGREEMENT FOR DIRECTOR OF PUBLIC WORKS & UTILITIES:
Motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES to approve Resolution No. 11R, Series of 2019; Approving Amendment to Employment Agreement for Director of Public Works & Utilities; paragraph 5-J of the Agreement is hereby amended by substituting “ICC Residential Electrical Inspector” in place of “ICC Commercial Electrical Inspector”, and by substituting “ICC Residential Mechanical Inspector” in place of “ICC Commercial Mechanical Inspector”, it being the intent of the parties that Mr. Blaser obtain Residential Electrical and Residential Mechanical certifications rather than the corresponding Commercial certifications. A Roll call vote was recorded as follows:

Motion was made by ALDERMAN HOLMES and seconded by ALDERMAN BERTRAND to approve Resolution No. 12R, Series of 2019; Accepting Bid and Awarding Contract for SW 9th Street Water Main Replacement Project; from SW 4th Avenue to SW 8th Avenue within the City of Aledo; and, award the contract for the Project to the lowest bidder, Laverdiere Construction of Macomb, Illinois, whose bid was $142,131.00. A Roll call vote was recorded as follows:

MOTION APPROVING CITY SPONSORSHIP – MERCER COUNTY AGRICULTURAL SOCIETY IN THE AMOUNT OF $2,000 AND TO DISBURSE PAYMENT OF UTILITY BILLING STATEMENT DURING THE MONTH OF JULY, 2019:
Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN BEWLEY to approve the motion approving city sponsorship as presented. A Roll call vote was recorded as follows:
