Second Reading Ordinances

1. Council Bill/Special Ordinance 4010-2019

A Special Ordinance authorizing the City of Moline to allow Walsh Construction to vary from the requirements of Chapter 21, “NUISANCES IN GENERAL,” of the Moline Code of Ordinances, Section 21-1100(18), to allow I-74 night construction work to proceed, and authorizing the Public Works Director to unilaterally revoke the variance, if necessary.

Explanation: Section 21-1100(18) prohibits the use of heavy equipment for construction purposes within 500’ of residential properties between 9:00 p.m. and 6:00 a.m. The removal of the existing I-74 Bridge structure over 12th Avenue is scheduled to take place intermittently over the next two months. Walsh proposes to perform some of this removal work at night in an effort to meet the tight schedule, and requests permission to vary from the nuisance requirements of Chapter 21.

Resolutions

2. Council Bill/Resolution 1051-2019

A Resolution authorizing the Mayor and City Clerk to apply to the Illinois Department of Transportation for a highway permit and to execute the necessary forms in conjunction with the Quad Cities Distance Classic Half Marathon & 5K Races, sponsored by the Cornbelt Running Club, scheduled for Sunday, May 12, 2019.

Explanation: This annual event sponsored by the Cornbelt Running Club includes areas of the City of Moline and requires temporary lane closures within the City. Section 4-408 of the Illinois Highway Code authorizes the Illinois Department of Transportation (IDOT) to issue permits to local municipalities to temporarily close portions of State highways along event routes for such public purposes. Local approval of use of these routes is necessary before permission can be sought from IDOT.

3. Council Bill/Resolution 1052-2019

A Resolution authorizing the Mayor and City Clerk to execute a contract with Langman Construction Inc., for Project #1298, Airport Pump Station #3 Replacement (75th Avenue).

Explanation: Bids were opened and publicly read on April 9, 2019, for Project #1298, Airport Pump Station #3 Replacement (75th Avenue), with the following results:

$157,435.00

  Langman Construction, Inc.

$184,725.00

Miller Trucking & Excavating

$227,350.00

Brandt Construction Co.

$230,850.00

  Valley Construction Company

Langman Construction Inc., submitted the lowest responsible and responsive bid. Additional documentation attached.

Fiscal Impact: $100,000 is budgeted in 2019 and $70,000 is carried forward from 2018 in Account #320-1840-433.08-30

First Reading Ordinances

4. Council Bill/Special Ordinance 4011-2019

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Mercado on Fifth special event scheduled for 22 consecutive Fridays from May 31, 2019 through September 27, 2019.

Explanation: The City’s Special Events Committee has reviewed and approved the application for this event to be held on the following dates in 2019: May 31; June 7, 14, 21, 28; July 5, 12, 19, 26; August 2, 9, 16, 23, 30; September 6, 13, 20, 27. This will be the fourth year for the event and weekly attendance is estimated to be 500.
