1. Council Bill/Special Ordinance 4011-2019
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Mercado on Fifth special event scheduled for 22 consecutive Fridays from May 31, 2019 through September 27, 2019.
Explanation: The City’s Special Events Committee has reviewed and approved the application for this event to be held on the following dates in 2019: May 31; June 7, 14, 21, 28; July 5, 12, 19, 26; August 2, 9, 16, 23, 30; September 6, 13, 20, 27. This will be the fourth year for the event and weekly attendance is estimated to be 500.

A Resolution authorizing the Mayor and City Clerk to execute a contract with Walter D. Laud Inc., for Project #1312, 10th Avenue Reconstruction, for the amount of $1,382,944.45.
Explanation: Bids were opened and publicly read on April 18, 2019, for Project #1312, 10th Avenue Reconstruction, with the following results:
Walter D. Laud Inc. submitted the lowest responsible and responsive bid. Project #1312 was bid as a two-year project. The funds for the 2020 work will be budgeted in the 2020 Infrastructure Improvement Plan. Additional documentation attached.

A Resolution authorizing the Mayor and City Clerk to accept a Deed of Dedication for Street Right-of- Way more particularly described herein, to allow construction to proceed on Project #1311, 33rd Avenue Reconstruction, 41st Street East to Dead End.
Explanation: A Deed of Dedication for Street Right-of-Way is necessary and has been executed by the City of Moline, 3210 41st Street, to allow construction to proceed on Project #1311, 33rd Avenue Reconstruction, 41st Street East to Dead End. Additional documentation attached.

First Reading Ordinances
5. Council Bill/General Ordinance 3014-2019
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by deleting Twenty- seventh Street, on the west side, from Twelfth Avenue north for a distance of 350 feet and adding in lieu thereof Twenty-seventh Street, on the both sides, from Sixth Avenue to Twelfth Avenue.
Explanation: In accordance with recent Committee-of-the-Whole discussions, City staff proposes to prohibit parking on the both sides of 27th Street, between 6th Avenue to 12th Avenue to accommodate the installation of new bike lanes.

6. Council Bill/Special Ordinance 4012-2019
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the Quad Cities Distance Classic Half Marathon & 5K Races, sponsored by the Cornbelt Running Club, scheduled for Sunday, May 12, 2019.
Explanation: This is an annual event and the City’s Special Events Committee has reviewed and approved the Cornbelt Running Club’s application for this year’s event to be held on Sunday, May 12, 2019. The estimated number of persons to attend is 700-800. Consideration is requested due to the timing of the event. CONSIDERATION REQUESTED.
