Second Reading Ordinances

1. Council Bill/General Ordinance 3015-2019

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-1203, “DEFINITIONS,” by enacting new subsections (31a) and (112a) for the definitions of “Building Mounted Solar Systems” and “Freestanding Solar Systems,” respectively; and Section 35-3415, “ACCESSORY TRANSPORTATION AND UTILITY LAND USES,” by repealing said section in its entirety and enacting in lieu thereof one new Section 35-3415 dealing with the same subject matter.

Explanation: With recent proposed projects related to solar panels facing hurdles, the Land Development Manager worked with the Historic Preservation and Plan Commissions to find ways to encourage green economic development. The changes also decrease the time needed for City approvals by removing special use permit requirements for projects located in the downtown historic district. Other changes related to flat roof mounted and wall mounted systems have been included since they were not previously discussed and projects of this type have been proposed.

Fiscal Impact: N/A

Public Notice/Recording: Public hearing was held during the April 10, 2019 Plan Commission Meeting and the Plan Commission unanimously approved.

Resolutions

2. Council Bill/Resolution 1061-2019

A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement for the construction and maintenance of an integrated P25 emergency radio tower system in Rock Island County, Illinois; and authorizing all appropriate City of Moline officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to the Intergovernmental Agreement.

Explanation: Explanation: Rock Island County and the municipalities of Moline, East Moline, Rock Island, Silvis and Milan, in conjunction with Scott County, Iowa, put out bids to vendors to build a P25 radio system that would serve the entire Quad Cities area. In order to proceed with the project, an Intergovernmental Agreement was prepared to formalize the relationship of the Illinois agencies and establish a means of financing, paying, managing and completing construction of the project. The total cost of the project is $5,873,956.55. Moline’s share is $1,574,436.92, of which $775,031.00 is payable in 2019. City staff proposes funding the 2019 cost as follows: Unallocated Equipment Replacement Funds $49,465; Unbudgeted New Video Gaming Fee Revenue $163,400; General Fund Reserves $562,166. Fiscal Impact: $775,031 payable in 2019; $468,980 in 2020; $330,426 in 2021

3. Council Bill/Resolution 1062-2019

A Resolution authorizing the Mayor and City Clerk to execute an Agreement with Marco Technologies, LLC for the purchase of cameras, and associated hardware and software to retain surveillance footage, in the amount of $61,453.64, with an annual maintenance fee of up to $4,976.84 for each FY 2019, 2020 and 2021, with funds coming from the information technology reserve fund.

Explanation: The current Police Department cameras were installed in 2006 and are at the end of their useful life, both inside and outside. New technology will allow the City to go from analog to digital cameras; therefore, it is not practical to retain the few cameras that are still working. The existing hardware and software must be upgraded in order to have the capability to retain the desired video surveillance footage. Information Technology Funds will be used for this unbudgeted purchase. Additional documentation attached.

Resolutions

4. Council Bill/Resolution 1063-2019

A Resolution authorizing the Mayor and City Clerk to apply for a State Highway Permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the Micro Brew Mile & 6K Road Race, sponsored by the Children’s Therapy Center of the Quad Cities, scheduled for Saturday, June 15, 2019.

Explanation: This annual event sponsored by the Children’s Therapy Center of the Quad Cities includes areas of the City of Moline and requires temporary lane closures within the City. Section 4-408 of the Illinois Highway Code authorizes the Illinois Department of Transportation (IDOT) to issue permits to local municipalities to temporarily close portions of State highways along event routes for such public purposes. Local approval of use of these routes is necessary before permission can be sought from IDOT. This is the sixth year for this event. The estimated number of persons to attend is 750.

5. Council Bill/Resolution 1064-2019

A Resolution authorizing the Mayor and City Clerk to apply to the Illinois Department of Transportation for a highway permit and to execute the necessary forms in conjunction with the 2019 Komen Quad Cities Race for the Cure 5K and 1.2 Mile Walk/Run scheduled for Saturday, June 8, 2019.

Explanation: This annual event will be held in Moline and requires temporary lane closures within the City. Section 4-408 of the Illinois Highway Code authorizes the Illinois Department of Transportation (IDOT) to issue permits to local municipalities to temporarily close portions of State highways along event routes for such public purposes. Local approval of use of these routes is necessary before permission can be sought from IDOT. The City’s Special Events Committee has reviewed and approved the event application and route information.

Fiscal Impact: To be determined

6. Council Bill/Resolution 1065-2019

A Resolution authorizing the Mayor and City Clerk to apply for a highway permit and execute the necessary forms in conjunction with the TBK Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, scheduled for Sunday, September 22, 2019.

Explanation: This annual event sponsored by the Quad Cities Running Club includes areas of the City of Moline and requires temporary lane closures within the City, including the Third Avenue entrance and exit ramp to the I-74 Bridge and one lane of the I-74 West Bridge (I-74 westbound). Section 4-408 of the Illinois Highway Code authorizes the Illinois Department of Transportation (IDOT) to issue permits to local authorities to temporarily close portions of State highways for such public purposes. Local approval of use of these routes is necessary before permission can be sought from IDOT.
