City of Colona City Council met June 10.

Here is the minutes provided by the council:

CALL TO ORDER: 6:30 p.m.

ROLL CALL:

Mayor Lack, Aldermen Hillman, Feliksiak, Swemline, Holman, Shady-Dahl, Jones, Tapscott, Clerk Winegar answered present Alderman King was absent

STAFF PRESENT:

C. Lenth Public Works Director

M. Swemline Police Chief

M. Winters Office Manager

PUBLIC COMMENTS:

MAYOR'S REPORT:

1. Mayor Lack read a letter from Jeffrey Swan resigning as a part-time police officer effective May 31, 2019. He has accepted a position as the Public Safety Manager, Chief of the Fire and Police Departments for the Quad City International Airport. Alderman Hillman made a motion to accept the letter of resignation for Jeffrey Swan from the Colona Police Department, effective May 2019. Alderman Swemline seconded the motion. A voice vote was called and all attendees responded aye. Motion passed. 

2. Alderman Holman made a motion to approve the promotion of Zachary Bollinger as Sergeant of the Colona Police Department. Alderman Swemline seconded. Roll call: Aldermen Hillman, Swemline, Holman, Shady-Dahl, Jones, Tapscott voted yes. Alderman Feliksiak first passed then voted yes. Alderman King was absent. Motion passed with 7 affirmative votes, 1 absent. The Mayor gave the oath of office to Sergeant Bollinger.

APPROVAL OF MINUTES:

► Alderman Feliksiak made a motion to approve the council minutes of May 28, 2019. Alderman Holman seconded. Roll call: Aldermen Feliksiak, Swemline, Holman, Shady-Dahl, Jones, Tapscott, Hillman voted yes. Alderman King was absent. Motion passed with 7 affirmative votes, 1 absent

CONSENT AGENDA: 

Alderman Hillman made the motion to approve consent agenda items:

1. Payment of bills for the period May 29 - June 10, 2019 

2. Payment of manual bills for the period May 29 - June 10, 2019 

3. Payroll for the period May 26 - June 10, 2019 

4. Treasurer's report for May 2019 

Alderman Shady Dahl seconded. Alderman Jones inquired about the $3k+ to Bud's Body Shop to repair a squad car. The Mayor replied that an officer was on a call and had an accident. The Mayor also stated that most of the damage was covered by insurance, the City only paid the deductible. Alderman Jones asked what happened and where did it happen? The Mayor and Chief Swemline replied that the officer lost traction and hit a tree. Roll call: Aldermen Swemline, Holman, Shady-Dahl, Jones, Tapscott, Hillman, Feliksiak voted yes. Aldermen King was absent. Motion passed with 7 affirmative votes, 1 absent.

COMMITTEE REPORTS: 

Public Works Committee: (Alderman Swemline, chair; Aldermen Feliksiak, Jones, members; Chris Lenth, staff): A copy of the minutes of this meeting is available at City Hall and on the City's website. No action items for council.

CLERKS REPORT: None

OLD BUSINESS: None

NEW BUSINESS:

> Alderman Jones inquired about the $50/month the City pays for the camera at the canal. He stated that is $600/year. Mayor Lack replied the $50/month is to pay not for the camera, but to pay for the internet service to allow the camera to be controlled remotely.

ADJOURN: 

Alderman Swemline made a motion to adjourn. Alderman Feliksiak seconded. A voice vote of all ayes was received. Meeting adjourned at 6:43.
