Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Gary Almblade, Nancy Mulcahey, Frederic Kotoku, Maria Tapia, and Jose Rico. Absent: Alisa Sallows.

CITY CLERK’S REPORT
City Clerk Holmes informed the City Council that she has received the Abstract of Votes from the Rock Island County Clerk’s Office the and it reads as follows:
We, the undersigned Members of the canvassing Board for Rock Island County do hereby certify that at 10:00a.m. on April 18, 2019, we canvassed the returns for the election held on April 2, 2019 and do proclaim that a total of 4,859, voters requested and received ballots and we do further certify that the candidates received the number of votes recorded for him or her for the office listed.

REPORT BY MAYOR
Mayor Freeman read and presented to Belinda Rusch, Women’s Auxiliary President of American Legion Auxiliary Post 227 a proclamation, proclaiming May as: “Poppy Month” in the City of East Moline.
Ms. Rusch addressed the City Council thanking the Mayor, and Council for the proclamation and their continued support.

A motion was made by Alderman Mulcahey, seconded by Alderman Rico, to approve the use of the Omnibus method of voting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
A motion was made by Alderman Almblade, seconded by Alderman Tapia to approve all City Council Committee Assignments as presented by using the omnibus vote. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion Carried.
Mayor Freeman made the following City Council Committee Assignments:
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve all the Mayors Boards and Committee Appointments as presented by using the omnibus vote. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico.
Motion carried.
Mayor Freeman made the following Boards and Commissions appointments, and they are as follows:
Citizen Advisory Committee, Civic Center, Economic Development Commission, Ethics Committee, Fire & Police Commission, Historic Preservation Committee, Human Relations Committee, Library Board, Parks & Recreation Board, Plan Commission, Police Pension Board, SSA, Standard and Appeals, Storm Water Board of Appeals, and Zoning Appeals.

PUBLIC COMMENTS:
Laura Guthrie invited the City Council and all those in attendance to her Craft Corner Grand Opening that will be held on Friday, May 10, 2019 at 661 15th Avenue, East Moline IL from 4:00 p.m. – 7:00 p.m. Craft Corner is a Respect Abilities Business.
Ms. Belinda Rusch paraprofessional requested that all first responders to be at Glenview School on the first day back to school August 14, 2019 at 7:15 a.m. to welcome the kids back to school.
CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:
ORDINANCE 19-11: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT FOR THE CONSTRUCTION OF AN INTEGRATED P-25 EMERGENCY RADIO TOWER SYSTEM IN ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to waive the reading of Ordinance 19-11. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
Mayor Freeman asked Mr. Maxeiner to provide the City Council with additional background information regarding this Ordinance 19-11.

ORDINANCE 19-12: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, APPROVING A DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS AND TBK BANK, SSB, AN ILLINOIS LIMITED LIABILITY COMPANY.
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to waive the reading of Ordinance 19-12. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Frederic, Tapia, and Rico. Oppose: Mulcahey. Motion carried 6-1.

RESOLUTION 19-27: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE LOW BID FROM KJD CONCRETE TO INSTALL A CONCRETE FLOOR AT THE WATER FILTRATION PLANT STORAGE BUILDING.
A motion was made by Alderman Tapia, seconded by Alderman Almblade to approve Resolution 19-27. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
RESOLUTION 19-28: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE OF A REPLACEMENT VEHICLE FROM REYNOLDS FORD, IN THE AMOUNT OF $28,473.12.
A motion was made by Alderman Rico, seconded by Alderman Tapia, to approve Resolution 19-28. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
RESOLUTION 19-29: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS,AUTHORIZING APPROVAL OF THE PURCHASE OF A REPLACEMENT BACKHOE FROM MARTIN
EQUIPMENT COMPANY, IN THE AMOUNT OF $81,831.00.
A motion was made by Alderman Tapia, seconded by Alderman Almblade, to approve Resolution 19-29. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapis, and Rico. Motion carried.
RESOLUTION 19-30: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN UNITED TOWNSHIP HIGH SCHOOL DISTRICT #30 AND THE CITY OF EAST MOLINE, ILLINOIS.
Mayor Freeman asked Chief Reynolds to provide the City Council with additional background information regarding this Resolution 19-30.
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 19-30. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
RESOLUTION 19-31: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AGREEMENT FOR REGULATION OF PARKING OF MOTOR VEHICLES AND TRAFFIC BETWEEN EAST MOLINE HOUSING ASSOC. I, LLC AND THE CITY OF EAST MOLINE, ILLINOIS.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 19- 31. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Frederic, Tapia, and Rico. Motion carried.
OTHER:
RECONSIDERATION OF THE PLACES FOR EATING TAX AND AMUSEMENT TAX
The following business owners addressed the City Council not in favor of the Places for Eating Tax and Amusement Tax. The censuses of the business owners felt that the Eating Tax specifically target small businesses. The following business owners expressed there concerns and frustration.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)
Alderman Toppert had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:
Chief Reynolds, EMPD – Chief Reynolds welcomed newly elected Alderman Toppert and O’Brien and returning Alderman Almblade and Tapia.
The Second Annual Youth Fishing Derby will be held Saturday, May 18, 2019 from 9:00 a.m. – Noon at the lower Butterworth Park first 100 fishermen under 16 years old.
Officer Richard Morton Memorial Service will be Friday, May 24, 2019 at 11:00 a.m. At the burial site located at the Riverside Cemetery.
Alderman Mulcahey asked Chief Reynolds if he knew how many pounds was collected for the Drug Take Back. Chief Reynolds stated that they collected 50 pounds. The Police Department will participate again in October 2019.
Douglas Maxeiner - City Administrator – Mr. Maxeiner provided the following information to the City Council:
State of Illinois has issued a Disaster Declaration for Flooding in Rock Island County. This will allow the City to submit our expenses over and above the normal operating procedures. Mr. Maxeiner will keep the City apprised of the situation.
Drainage issue at the Christ United Methodist Church working jointly with them for a solution.
Invited the new Alderman Fredric and Toppert meet with staff on May 20, 2019 at 5:00 p.m. orientation.
Apologized to the Alderman for putting the tax reconsideration vote on the Agenda tonight.
Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the following ongoing City projects.
MidAmerican is relocating a gas main in the alley between 15th Ave and Rail Road between 3rd Street – 9th Street. Ahead of the Water main replacement Langman Construction will be installing.
The 10th and 29th Avenue Utility project will be bid this Wednesday, May 8, 2019.
7th Street up by Glenview School has some issues with the pavement. Investigation is ongoing, but the repairs are being proposed. The State of Illinois is asking for a remedy for that issue and because a part of that issue is an act of god the City will have to share some of the cost.
Alderman Toppert asked if the City would have to pay some of the cost to the 7th Street project? Mr. Kammler stated yes but not sure what the actual cost to the City will be. Mr. Kammler went on to explain the process of installing the pavement.
Rob DeFrance, EMFP – Chief DeFrance updated the City Council about the Rapid Ready Resource Response (RRR) which was conducted at the Arsenal on April 26, 27 and 28, 2019. Started with hazardous material and large-scale collapse went on for 72 hours. All the teams finished all the objectives. This past Saturday, May 4, 2019 was a part of the Sound the Alarm event partnering with the American Red Cross installing smoke detectors in East Moline. If you know of anyone that needs a smoke detector they are installed at no charge.
Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed City Council that Empire park is not protected by the levy. Was covered by the flood we had to move the docks. They will be replacing the mulch as the river goes down. The same at Hereford Park except that was caused by flash flooding. Closed 18th Avenue by 1100 block again for the water rolling off the hill side. There will be a hazardous waste pickup on May 18, 2019, at the Rock Island County Fair Grounds from 9:00 a.m. – 1:00 p.m.
Mayor Freeman asked Mr. Lambrecht how much money has been spent due to the flooding? Mr. Lambrecht stated 12,030 hours for a cost of $39,183.59 as of last Monday. Mayor Freeman asked if this was part of his budget last year. Mr. Lambrecht stated no. Mayor Freeman stated approximately $40,000.00 of unbudgeted expenses.
Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that on because of the high levels the flood gates are closed. Taxing the treatment centers but also the lift stations.
