City of Moline City Council met June 25.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:44 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg present. Absent: Alderman Waldron

Public Hearing: At 6:15 p.m., Mayor Acri administered a Public Hearing for Annexation of 1519 36th Avenue, Moline, Illinois. There was no public testimony nor discussion.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of June 11, 2019, and the May financial report.

Second Reading Ordinances

1. Council Bill/General Ordinance 3017-2019

An Ordinance amending Chapter 17, “LICENSES AND BUSINESS REGULATIONS,” of the Moline Code of Ordinances, Sections 17-8116 and 17-8120, concerning false alarms, the grounds for suspension and/or revocation of an alarm system permit, and the appeal process, by repealing said sections in their entirety and enacting in lieu thereof new Sections 17-8116 and 17-8120 relating to the same subject matter.

Resolutions

2. Council Bill/Resolution 1074-2019

A Resolution adopting the Interstate-74 Realignment Zone Land Use Study as a policy and development guide for evaluating and making development-related decisions that pertain to the Interstate-74 Realignment Zone area.

3. Council Bill/Resolution 1075-2019

A Resolution authorizing the Mayor and City Clerk to execute an Agreement for Purchase by the City of Moline for computer stored information, specifically, vehicle registration data from the Illinois Secretary of State.

4. Council Bill/Resolution 1076-2019

A Resolution accepting the Comprehensive Annual Financial Report prepared by Baker Tilly Virchow Krause, LLP for the Fiscal Year of January 1, 2018, through December 31, 2018, for all municipal funds.

5. Council Bill/Resolution 1077-2019

A Resolution approving and accepting proposed changes to prior contract language as agreed to by and between the negotiators for the City of Moline and the International Association of Fire Fighters (IAFF), Local 581, relating to wages, hours of work and certain other conditions of employment for the contract term January 1, 2019 - December 31, 2021; and authorizing the Mayor and City Clerk to execute and attest to an agreement incorporating said changes with the International Association of Fire Fighters (IAFF), Local 581, relating to wages, hours of work and certain other conditions of employment.

6. Council Bill/Resolution 1078-2019

A Resolution authorizing the purchase, installation, repair and/or replacement of streetscape elements in an amount up to $30,000 for the Uptown Business District from the FY2019 budget.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg; nays: none.

Items Not on Consent:

First Reading Ordinances

3. Council Bill/General Ordinance 3018-2019

An Ordinance enlarging the corporate limits of the City of Moline by annexing thereto a certain parcel of land in Rock Island County, Illinois, particularly described as 1519 36th Avenue.

Council, Staff and Citizen Comments:

Alderman Parker appealed to Council, staff and media to join in the 25th Avenue Court and 12th Street Neighborhood’s annual Fourth of July Parade at 10:00 a.m.

Alderman Moyer and Parks Recreation Director Lori Wilson shared that the Parks Recreation department, in conjunction with the Library, will offer a themed event for children in Peterson Park at 10:30 a.m. tomorrow.

City Administrator Lisa Kotter thanked Council for bringing questions to staff.

Executive Session:

Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2 (C) (2), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1), Price Setting for Sale or Lease of Real Property-5 ILCS 120/2 (C) (6). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg; nays: none.

City Council convened in Executive Session at 6:53 p.m.

Council reconvened in open session at 8:35 p.m.

On motion of Alderman Wendt, seconded by Alderman Berg, Council adjourned at 8:35 p.m.

The next regularly scheduled City Council meeting is on July 2, 2019.
