PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, and Maria Tapia. Absent: Jose Rico.
PUBLIC COMMENT:
Andy Waeyaert, 2901 15th Avenue, Moline, Illinois, 61244 - Representing the Indiana, Illinois, Iowa Foundation for Fair Contracting.
Mr. Waeyaert addressed the City Council he is requesting that the City Council consider approving a responsible bidder Ordinance. Mr. Waeyaert believes this Ordinance would allow the City additional resources in attracting more responsible bidders.

PROCLAMATION:
Commemorating the 50th Anniversary of the Stonewall Uprising
Mayor Freeman read a Proclamation, Proclaiming the City’s Recognition and Celebration of the “Stonewall 50th Anniversary”. There was no one in attendance to accept the proclamation.

ORDINANCE 19-18: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 3 “BUSINESS REGULATIONS”, CHAPTER 7 “LIQUOR DEALERS”, SECTION 3-7-6 “LICENSE FEES” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderman O’Brien, seconded by Alderman Tapia, to waive the reading of Ordinance 19-18. Upon roll call the following voted in favor: Frederic, Tapia, Toppert, and O’Brien. Opposed: Almblade and Mulcahey. Motion carried. 4-2

COMMITTEE-OF-THE-WHOLE (Alderman O’Brien)
Alderman O’Brien had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:
John Reynolds, Chief EMPD – Chief Reynolds informed the City Council of the upcoming activities.
Junior Police Academy for the Big Brother/Big Sister Program.
Junior Police Academy will be held July 15 – 19, 2019 from 1:00 p.m. – 5:00 p.m.
Towing contract bids went out today bids are due back by July 29, 2019, effective September 1, 2019 through August 31, 2022.
Annika Whiting, Finance Director – Ms. Whiting informed the City Council that the Auditor’s Carpentier, Mitchell – Goddard and Company LLC. will provide a draft of the 2019 Budget to the City Council next week. This audit will be available on the Website also an Internal review will be done. The Auditor’s will be here at the July 15th City Council meeting to present the Annual Presentation of the budget at the July 15, 2019 Council meeting. Ms. Whiting will be asking for approval at this meeting so that it can be submitted by July 31, 2019 deadline.
Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the ongoing City projects.
7th Street Project working to try to finish the project by Friday, July 5, 2019.
Updated the Water Main project.
Mid-American energy is continuing doing gas replacement work.
Public Hearing will be held on July 9, 2019 at 6:00 p.m. regarding a fast food restaurant in Ridgewood Shopping Center.
Rob DeFrance, EMFD – Chief DeFrance invited everyone to come out on July 4, 2019 to the Fireman’s Annual Pancake Breakfast from 7:00 a.m. until 11:00 a.m. at the American Legion, Post 227 – 829 16th Avenue, East Moline. This event is sponsored by the East Moline Fire Department benefiting MDA (Muscular Dystrophy Association). Chief DeFrance informed the City Council that they are now accepting applications for the Firefighters eligibility list. Orientation and the Agility test will be held on July 13, 2019. Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht stated that the river is rising the flood gates will be going back up at Sugar Creek.
Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council the following information:
Mixer bids will be received the first part of August.
Cell phone companies wanting to add additional attachments the City’s towers.
Mayor Freeman informed the City Council that Governor J.B. Pritzker will be walking in our 4th of July Parade.
