Council Meeting: The City Council meeting came to order at 7:07 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg present. Absent: Alderman Waldron

Approval of Minutes
Committee-of-the-Whole and Council meeting minutes of August 13, 2019, appointments made during Committee-of-the-Whole on August 27, 2019, and the July financial report.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg; nays: none.

Second Reading Ordinances
1. Council Bill/General Ordinance 3021-2019
An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, by amending Section 4-3317 and 4-3324 to allow the presence of companion dogs in outdoor areas of establishments other than Restaurants (Class A or Class AA) holding a valid License and an Option 1 or Option 7 Special Use.
Alderman Parker, seconded by Alderman Berg, moved to adopt Council Bill 3021-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Moyer, Schoonmaker and Berg; nays: Alderman Potter. Alderman Schoonmaker moved to reconsider Council Bill 3021-2019. Seconded by Alderman Wendt. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Moyer, Schoonmaker; nays: Aldermen Williams and Berg. Alderman Wendt, seconded by Alderman Williams, moved to adopt Council Bill 3021-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Moyer and Berg; nays: Aldermen Potter and Schoonmaker.
Resolutions
2. Council Bill/Resolution 1109-2019
A Resolution authorizing the purchase, installation, repair and/or replacement of streetscape elements in an amount up to $30,000 for the Olde Towne Business District from the FY2019 budget.
Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1109-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg; nays: none.
3. Council Bill/Resolution 1110-2019
A Resolution authorizing the Mayor and City Clerk to execute and attest to an application for funding under the Rock Island County Waste Management Agency (RICWMA) for the Solid Waste Assistance Grant (SWAG) Program (FY20) in the amount of $32,612; and authorizing City staff to do all things necessary to complete and submit said application.
Alderman Schoonmaker, seconded by Alderman Berg, moved to approve Council Bill 1110-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Berg; nays: none.
Council, Staff and Citizen Comments:
Alderman Wendt thanked Library Director Bryon Lear and staff for assisting his family at closing time.
Alderman Wendt shared that on Thursday, August 29, 2019, Congresswoman Cheri Bustos’ will hold a breakfast with realtors. He shared that he plans to address flood insurance remapping to reduce the cost of insurance and increase property values within the City, and requested information from staff that would aid in this conversation.
Alderman Berg noted that dogs were being sold by a gentleman at Mercado on Friday evening. There was discussion. Corporate Counsel Derke Price will investigate the issue, and provide a memo of explanation.
Public Works Director J.D. Schulte introduced new Wastewater Operations Treatment Manager Greg Pyles.
Public Works Director J.D. Schulte indicated plans to address the 2019 bridge schedule, and 2020 bridge strategies during the September work session.
Public Works Director Schulte explained that at the recent request of Council, staff has identified unincorporated enclaves, and are prepared to make an annexation presentation. He asked that Council allow the presentation to be pushed to September 24, 2019, because he will be presenting at the APWA conference on September 10, 2019. Alderman Wendt asked that the work product be provided to Council for review as early as possible.
Chief Darren Gault announced the retirement of Captain Trevor Fisk and Executive Coordinator Jody Walker, and indicated that invitations to those parties will be forwarded to Council.
Executive Session:
Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 7:30 p.m.
Council reconvened in open session at 9:03 p.m.
Mayor Acri adjourned the Council meeting at 9:03 p.m.
