City of Keithsburg City Council met  Oct. 15.

Here is the agenda provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM Pledge of Allegiance

Alderman Physically Present: Don Truitt, Tom Litwiler, Jan Occhi, Ronnie Brock, and Bill Pinger. Also present: Treasurer-Cindy Diehl, Clerk-Kelly Parker. Absent: Donnie Cox

Rachel Bruce, Bi-State Regional Commission presented the importance of responding to the 2020 Census. Funding for the area can be affected by citizens not being counted. The survey can be completed on-line or through the mail. A postcard will be mailed to each residence around the middle of March. This card allows you to complete the form on-line. A paper form will com about two weeks later for those who do not complete the on-line version.

MSA Grant Project Updates:

Wetland Mitigation: Applied Ecological Services has recently done some weed control and planting of trees will be occurring within the next month.

Flood Mitigation: Grant paperwork for additional funding has been completed. Valley Construction has currently completed the entire storm sewer installation to 10th Street.

Water Tower: MSA will follow up with the City and Dave Maynard to determine I there are nay warranty issues that should be addressed.

Storm Sewer and Pumps:

Open Sealed bids for lots: The City received two sealed bids for the property up for bid. The Mayor will be contacting the high bidder to obtain additional information. Bill made a motion to table for more information, Ronnie seconded. Motion carried with all “Yes” votes.

Public Comments: Janet Larson voiced her concerns about a property on 10th Street. The property needs to be cleaned up. Mayor Henshaw will have the police officer tell the owner that property must be cleaned up or citations may be issued.

1. Minutes from last month’s meeting: Bill made a motion to approve minutes, Jan seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Jan made motion to approve, Don seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Don made a motion to approve, Jan seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped 1,269,000 with an average of 42,300

• MVP has removed one pump from lift station B and is currently being worked on. Pump one lift station

A will be looked at when a service call is set up.

• Reimburse Cargil for portable toilet and sink rental of $125.00 per month due to water main break on 3rd street. Jan made a motion to pay for rental, Bill seconded. Motion carried with all “Yes” votes.

5. Streets and Sidewalks

• No oil and chipping will be done until next summer.

• Purchase snow blade for city truck. Jan made a motion to purchase plow and spreader out of the

Revolving Loan Fund, Tom seconded. Motion carried with all “Yes” votes.

6. Fire Department

• First Responder calls: 4, Fire calls: 0

• Training: Trained new personnel on trucks and river training, Regular meeting and EMS training.

• New Applications: Arthur Royal. Bill made the motion to approve, Jan seconded. Motion carried with all “Yes” votes.

• Request for permission to donate fire truck to Oquawka: Jan made a motion to allow donation, Bill seconded. Motion carried with all “Yes” votes.

• Purchase agreement for 1991 Alexis Pemfab Fire Engine was signed by Mayor Henshaw.

• Modify rules and regulations. Jan made a motion to approve changes, Ronnie seconded. Motion carried with all “Yes” votes.

9. Zoning

• Resignation of Jeremy Malcom from Zoning Board. Ronnie made a motion to accept resignation, Bill seconded. Motion carried with all “Yes” votes.

• Nila Carle appointed Zoning Board Officer. Jan made a motion to approve, Tom seconded. Motion

carried with all “Yes” votes.

• Shaun Tippie would like to address council on trade of property. Mayor Henshaw will speak to City Attorney. Bill made a motion to table until attorney is contacted, Don seconded. Motion carried with all “Yes” votes.

11. Other Business

• Mercer County Sheriff Office is asking all communities in Mercer County to help offset the cost of $11,101 for upgrading the Records Management System/Computer Aided Dispatch Server. Any sum would help and is strictly voluntary. Bill made a motion to donate $200, motion not seconded. No vote.

• Old fire hydrants at City Shed to be advertised and sold. Bill made motion to put hydrants up for bid, Jan seconded. Motion carried with all “Yes” votes.

• Reminder that hours for Trick or Treating are 6:00pm – 8:00pm on October 31st.

12. Adjourn the meeting: Jan made motion to adjourn, Bill seconded. Motion carried with all “Yes” votes. Time: 8:15pm
