City of Moline City Council met Oct. 15.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:32 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes & 2018 Fire and Police Pension Compliance Reports

Committee-of-the-Whole and Council meeting minutes of October 8, 2019, and the 2018 Fire and Police Pension Compliance Reports.

Second Reading Ordinances

1. Council Bill/General Ordinance 3025-2019

An Ordinance proposing the approval of a Business District Plan for the proposed Marquis Harbor-West Business District and fixing a time and place for a Public Hearing date on the plan and designation of the Business District.

Resolutions

2. Council Bill/Resolution 1135-2019

A Resolution authorizing the purchase of twenty-one (21) 2020 Ford Police Interceptor Utility Hybrid Electric Vehicles (HEV) from Sexton Ford for the amount of $848,883.

3. Council Bill/Resolution 1136-2019

A Resolution authorizing the purchase of a Vactor Compressed Natural Gas (CNG) Jetter-Vacuum Combination unit from Coe Equipment Inc. for the amount of $400,897.38.

4. Council Bill/Resolution 1137-2019

A Resolution authorizing approval of a request for a street light at the intersection of 12th Street and 27th Avenue Court, Moline.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Alderman Parker inquired about Moline’s Trick or Treat hours. Alderman Wendt responded that Moline’s Trick or Treat hours are on October 31, from 5-8 p.m.

Lori Wilson, Parks Recreation Director, shared that a Trunk or Treat event will be held on Saturday, October 26, from 4-6 p.m., at the Greenvalley Sports Complex. This is a new event this year, and City staff are excited about it.

Alderman Potter mentioned that a Trunk or Treat event will be held at the Esperanza Center on Saturday, October 26, from 1-3 p.m.

Executive Session:

Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2 (C) (11). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 7:36 p.m.

Alderman Berg, seconded by Alderman Wendt, moved to adjourn Executive Session. Council reconvened in open session at 7:52 p.m.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 7:52 p.m. The next regularly scheduled City Council meeting is on October 22, 2019.
