City of Moline City Council met Sept. 4.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:36 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of September 17, 2019, appointments made at Committee-of-the-Whole on September 24, 2019, and the August Financial Report.

Second Reading Ordinances

1. Council Bill/General Ordinance 3024-2019

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10, “PARKING PROHIBITED AT ANY TIME,” by deleting Twenty-third Avenue, on the south side, from Seventh Street west 80 feet and adding in lieu thereof Twenty-third Avenue, on the south side, from Seventh Street west 140 feet.

2. Council Bill/Special Ordinance 4015-2019

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the 2019 Za-Zoom Quad Cities Pizza Festival and 5K scheduled for Saturday, October 5, 2019.

Resolutions

3. Council Bill/Resolution 1121-2019

A Resolution authorizing the City of Moline to request that the Illinois Department of Transportation (IDOT) take all steps necessary with the Federal Highway Administration (FHA) to support the proposed 2020 I-74 Traffic Configuration redirecting eastbound I-74 traffic through the City of Moline on 19th Street.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Resolutions

4. Council Bill/Resolution 1122-2019

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Amendment to a Site Lease Agreement between the City of Moline and GTP Acquisition Partners II, LLC for property located at 2800 48th Avenue, Moline.

Amended: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1122-2019. Property Management Coordinator Chris Mathias explained that the City would like to keep the lease in place for another year, and that it would not interfere with South Slope improvements. Alderman Wendt, seconded by Alderman Parker, moved to direct staff to extend the lease for 12 months rather than five. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none. The amended motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

5. Council Bill/Resolution 1123-2019

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement to Donate a Vehicle to the City of Moline with Crime Stoppers of the Quad Cities Inc.; and declaring the City- owned 2005 Ford F150 Pickup, VIN# 1FTRF14W65NB53650, as surplus property and disposing of it in accordance with said Agreement.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1123-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

6. Council Bill/Resolution 1124-2019

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Proposal for Automated Vehicle Location (AVL) Mapping System from 3SGPLUS, LLC (3SG+).

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1124-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Executive Session:

Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 7:49 p.m. Council reconvened in open session at 8:48 p.m.

7. Council Bill/Resolution 1125-2019

A Resolution authorizing the Mayor and City Clerk to execute an Agreement and General Release between the City of Moline and Lisa Kotter.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1125-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

8. Council Bill/Resolution 1126-2019

A Resolution approving the appointment of J.D. Schulte, Public Works Director, as Interim City Administrator for the City of Moline, effective September 24, 2019; and approving compensation in the amount of a 10% increase to salary to J.D. Schulte, effective September 24, 2019, for the term he serves as Interim City Administrator.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1126-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

9. Council Bill/Special Ordinance 4016-2019

A Special Ordinance approving the appointment of Carol Barnes as Finance Director for the City of Moline, effective September 23, 2019; and authorizing that an exemption to the residency requirements of Section 24-2203 of the Moline Code of Ordinances be granted to Carol Barnes upon her acceptance of the position of Finance Director for the City of Moline at a negotiated salary per the City Council’s directive to the City Administrator.

Miscellaneous Business

10. Other – Road Diet. Alderman Wendt moved to direct staff to draft a letter to be signed by Mayor Acri in support of a Road Diet (4 lanes to three-lane section with one lane in each direction and a shared center turn lane) and an off-street bicycle facility along 4th Avenue (IL-92) from 34th Street to the East Moline border. Seconded by Alderman Waldron. Alderman Wendt explained that the Illinois Department of Transportation (IDOT) is considering a road diet on 4th Avenue/IL-92 from 48th Street to the East Moline Boarder. He is suggesting that the City submit a letter of support early in the process that also asks for the road diet to be extended all the way to 34th Street. Motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

11. Other – Sign Violation Fine. Alderman Wendt moved to direct staff to return to Council on October 8, 2019, with a proposal to amend the Code of Ordinances to limit the proliferation of signs placed in the right-of- way that includes stiff fines for habitual offenders. Seconded by Alderman Berg. Public Works is spending a lot of time picking up signs from the right-of-way. Alderman Schoonmaker asked that staff be directed to update the sign Code. Motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

12. Other – CIP Concerns. Alderman Potter, seconded by Alderman Waldron, moved to direct staff to not use micro surfacing or slurry sealing as methods for road resurfacing. Alderman Waldron stated that he would like the City Engineer’s opinion of the methods. Mayor Acri indicated that best investment per dollar should be the basis for the decision. Micro slurry is very dependent on road condition, and would not be suited for a road with cracks all the way through the pavement. She indicated that an analysis of application cost and lifecycle is important. Motion failed on roll call with the following vote: ayes: Aldermen Waldron, Berg and Potter; nayes: Aldermen Williams, Parker, Wendt, Moyer and Schoonmaker.

Council, Staff and Citizen Comments:

Alderman Parker stated that Moline Housing Authority has received a $2.1 million Family Self-Sufficiency Program Grant from HUD.

Parks Recreation Director Lori Wilson shared that the Echoes from Riverside cemetery tour will take place on Saturday at 1:00 p.m.

Mayor Acri adjourned the Council meeting at 8:58 p.m.

The next regularly scheduled City Council meeting is on October 8, 2019.
