City of Keithsburg CityCouncil met November 12

City of Keithsburg City Council met Nov. 12.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6.30PM with the Pledge Allegiance.

Aldermen present where Tom Litwiler, Don Truitt, Ron Brock, Jan Occhi, Bill Pinger, Donnie Cox and Treasurer Cindy Diehl.

MSA – Steve Haring gave updates.

Wetland Mitigation- Trees will be planted by end of December. Steve will get with Allen about obligation between the City and Contractor on annual paperwork that needs to be conducted.

Flood Mitigation – Paving is done. Valley will be back next week to work on shoulder areas. Davit crane for pumping station to remove the trash basket from the pump station for cleaning is here and will be installed next week.

Water Tower – Dave Maynard conveyed there are no warranty issues that he knows of. Warranty expires Nov. 29, 2019. Mixer will run 24/7 all winter to keep water from freezing in tower. In summer flip to automatic and mixer will run on a timer from 2AM till 3AM.

Change Order #7 – Dewatering grates (1)24” & (2)36”in diameter where purchased for $4,600.00 is covered by grant.

Change Order #8 – Making adjustments on 5 items. Will be faxed.

Public Comments - Dennis Mulvey just wanted to see if council had any questions on his bid for land that was up for bid.

Minutes – Don made a motion to except and Jan seconded it. All approved.

Cash Receipts – Bill made motion to except and Jan seconded it. All approved.

Cash Disbursements – Donnie made motion to except and Bill seconded it. All approved. Water & Sewer – Total gallons pumped 956,000 with an average of 30,838.

Ron made a motion to give Kelly Parker City Collector a raise from $10.00 to $11.00 an hour, Donnie seconded it and was approved by all.

Jan made a motion to have CCT bore a water line from Jackson to Main to run a new line for three houses at $8.00 a ft. for 2” and $9.00 a ft. for 1” line, Don seconded motion and all aldermen excepted.

Streets and Sidewalks – Larry stated they have been busy trimming trees, worked on sewer & getting everything ready for winter.

Fire Department – Jeremy Malcom was present but nothing to report on.

Police – Allen been talking to a couple officers about helping out part time.

Campground – Nila Carle thanked Larry for doing an awesome job helping her. April 1, 2020 will be opening day.

Zoning – Donnie made a motion to trade property with Shaun Tippie, Jan seconded it and all aldermen approved. Donnie made motion to put 1.10 acre of land out to bid, Bill seconded and all aldermen approved. City has right to take the bid they want. Donnie made a motion to except Dennis Mulvey’s bid on property on Washington St. for $6002.01. No one seconded, so motion was denied. After much discussion Ron made a motion to except Jeff Gilmore’s bid for $6002.00 and Bill seconded. All approved except Donnie with a no vote.

Resolutions and Ordinances – Jan made a motion to except Annual Appropriation of Tax Levy and Tom seconded. Approved by all.

Other – Jan made motion to contract Genesis Ambulance an additional amount, seconded by Bill and all agreed. The weekend before Christmas, Becky Tippie will be judging Christmas lights. Bill made a motion to set amount same as last year 1st. place $100.00 – 2nd. Place $75.00 and 3rd. place $50.00. Jan seconded and all alder agreed.

Adorned Meeting – Jan made motion and Tom seconded all said yes. Time – 7:30
