City of East Moline City Council met Sept. 16.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLICCOMMENT: 

Mr. John Powell – 316 17 Avenue, East Moline, Illinois. Mr. Powell’s stated that his parking is in the rear of this home on 18th Avenue. Mr. Powell expressed his concerns regarding the water run-off and the holes in the alley on 18th Avenue. Mayor Freeman thanked Mr. Powell for bringing his concerns and will have our Public Works Director, Mr. Lambrecht check on this starting tomorrow.

Ms. Belinda Rusch thanked the Mayor Freeman and Chief of Police for attending the opening day of school on August 14th, 2019. It was a big success, hope to see you next year.

Ms. Rusch thanked Alderman Mulcahey for addressing her issue. Ms. Rusch extended an invitation to everyone in attendance to attend our upcoming events that will be taking place at the American Legion:

• Taco dinner on Wednesday, September 18, 2019 at 4:30 p.m.

• October 4th and 5th, 2019 - Celebrating their 100th Anniversary.

CITY CLERK’S REPORT

City Clerk Arletta Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of September 3, 2019.

b. Approval of the Committee-of-the-Whole Minutes of September 3, 2019.

c. Approval of Salaries for September 3, 2019 in the amount of $415,410.57.

d. Approval of Bills in the amount of $703,763.24.

A motion was made by Alderman Toppert, seconded by Alderman Almblade, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried.

REPORT BY MAYOR

PROCLAMATION:

Mr. Eric Westfal of MidAmerican Energy presented to Chief Reynolds a $10,000 Grant for the purpose of purchasing Mobile Wireless Routers. Mayor Freeman and Chief Reynolds along with the City Council thanked Mr. Westfal.

American Legion – 100 Years Anniversary

Mayor Freeman read and presented to Mr. Michael Gant a Proclamation, Proclaiming the September 16th through 23rd, 2019 as “American Legion Week,” in honor of 100 years of outstanding volunteer service to veterans and their families. Mr. Gant accepted the Proclamation and thanked the Mayor and City Council.

2019 Hispanic Heritage Month; “Hispanic Americans: A History of Serving Our Nation.”

Mayor Freeman read and presented to Sergio Mandoza a Proclamation, Proclaiming the September 15th through October 15th, 2019 as “Hispanic Heritage Month * Mes de la Herencia Hispana.” Mr. Mandoza accepted the Proclamation and thanked the Mayor and City Council.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 19-26: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 3 “BUSINESS REGULATIONS”, CHAPTER 7 “LIQUOR DEALERS”, SECTION 3-7-6 “LICENSE FEES” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS. – Consideration Requested

A motion was made by Alderman Mulcahey, seconded by Alderman O’Brien, to waive the reading of the Amended Ordinance 19-26. Upon roll call the following voted in favor: Almblade, Mulcahey O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried.

RESOLUTION 19-66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CONTRACT WITH IMEG FOR SUPPLEMENTAL CONSTRUCTION INSPECTION.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 19-66. Upon roll call the following voted in favor: Almblade, Mulcahey O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried.

RESOLUTION 19-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT AWARD TO LANGMAN CONSTRUCTION, INC. IN THE AMOUNT OF $550,886.50 FOR THE 15th AVENUE WATER MAIN REPLACEMENT PROJECT FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 19-67. Upon roll call the following voted in favor: Almblade, Mulcahey O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)

Alderman Toppert had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council that the EMPD will be starting tomorrow, September 17, 2019 the Active Shooter training at the Rust Belt.

Mr. Douglas Maxeiner - City Administrator – Mr. Maxeiner informed the City Council that he will be out of the office from Wednesday, September 18, 2019 until Friday, September 20, 2019.

Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the ongoing City projects.

• Street closures and Seal Coating Projects

o Archer Drive and the frontage road – patching is complete, the hot asphalt resurfacing has the bottom lift finished with the top lift still to go.

o Concrete patching continues on 34th Avenue

o 36th Street and Morton Drive will be up next for Concrete patching with lane restrictions. o Seal Coating Project – Alley’s between Morton Drive and 8th Avenue.

Rob DeFrance, EMFD – Chief DeFrance informed the City Council of the following upcoming events. • Annual Rescue training at the Rock Island Fair Grounds

• Will take part in the Active Shooter training at the Rust Belt

• Successful conference at the Hyatt last week from Wednesday, September 11th – Saturday, September 14th. Arson K-9 Conference was well attended.

• The Probationary Fire Fighter who reported to training last Monday, has suffered a minor injury on Friday. He will remain on light duty for approximately two weeks.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council of the following projects:

• Barricade 17th Avenue and Route 92

o Storm Sewer broken under a State Highway.

o Looking at the contracts with the State of Illinois.

Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that the river is rising.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to adjourn the City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried. 7:00 p.m.
