City of East Moline City Council met Oct. 21.

Here is the agenda provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT: None CITY CLERK’S REPORT

City Clerk Arletta Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 7, 2019.

b. Approval of the Committee-of-the-Whole Minutes of October 7, 2019. 

c. Approval of Salaries for October 18, 2019 in the amount of $422,804.06. 

d. Approval of Bills in the amount of $488,062.71.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

REPORT BY MAYOR

PROCLAMATION:

Mayor Freeman read and presented a Proclamation, Proclaiming October 24, 2019 – October 31, 2019 as “National Friends of Libraries Week.” The following Board Members Marcia Lintz, James Hoffman, Judy Belan Jim Brumbaugh and Judy Brumbaugh were in attendance to accept the Proclamation.

Mayoral Appointments:

Mayor Freeman appointed Mr. John Stopoulos to the Special Service Area (SSA).

A motion was made by Alderman Rico, seconded by Alderman Almblade to approve the Mayoral Appointment. Upon roll call the following voted in favor: Mulcahey O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 19-28: AN ORDINANCE AMENDING CHAPTER 3 (ZONING TITLE, PURPOSE, DEFINITIONS), CHAPTER 4 (GENERAL ZONING PROVISIONS), CHAPTER 18 (B-3 GENERAL BUSINESS DISTRICT), CHAPTER 19 (B-4 HIGHWAY/INTENSIVE BUSINESS DISTRICT), CHAPTER 21 (I-1 LIGHT INDUSTRIAL DISTRICT) AND CHAPTER 22 (I-2 GENERAL INDUSTRIAL DISTRICT) OF TITLE 10 (ZONING ORDINANCE) OF THE EAST MOLINE MUNICIPAL CODE PERTAINING TO ADULT-USE CANNABIS - Consideration Requested

A motion was made by Alderman Mulcahey seconded by Alderman Rico, to waive the reading of Ordinance 19-28. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

RESOLUTION 19-71: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A ONE YEAR EXTENSION WITH CARPENTIER, MITCHELL, GODDARD & COMPANY FOR THE FY 2019 AUDIT.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 19-71. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

RESOLUTION 19-72: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE 2019 BUDGET AMENDMENTS.

A motion was made by Alderman Almblade, seconded by Alderman Frederic, to approve Resolution 19-72. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

RESOLUTION 19-73: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, DECLARING A 2003 ALEXIS FIRE ENGINE SURPLUS PROPERTY AND AUTHORIZING THE SALE OF SAID FIRE ENGINE.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 19- 73. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Almblade)

Alderman Almblade had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Reynolds, Chief EMPD – Chief Reynolds informed the City Council that the applications for the Citizen’s Police Academy will be available next month, classes start Wednesday, January 22, 2020 through April 1, 2020 time 6:30 p.m. – 9:30 p.m. Halloween trick or treat will be held from 5:00 p.m. – 8:00 p.m.

Ms. Whiting – Finance Director – Draft Budget books were passed out. A Special Budget Meeting will be held on Monday, October 28, 2019, at 5:30 p.m.

Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council regarding ongoing City projects:

• Street closures and Seal Coating Projects

o Water Main 15th Avenue th

o Alley pavement behind 15 Ave will be starting tomorrow.

• The I-92 Corridor survey is available on the East Moline Website.

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that starting today and for the next two weeks the Company will be installing the Diesel Exhaust Removal in all the Fire Stations.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council that the Mississippi River is still up.

Mr. Drake, Director of W&WWTP Facilities – Mr. Drake informed the City Council that the W&WWTP has turned in the paperwork as required by Illinois Environmental Protective Agency (EPA). Once information becomes available the City Council will be updated.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Frederic, Tapia, Rico and Toppert. Motion carried. 6:44 p.m.
