City of Aledo City Council met Nov. 4.

Here is the agenda provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on November 04, 2019. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman ILA BERTRAND was excused.

Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record & Rock Island Argus, and Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

The meeting was opened in prayer by ALD. Chausse.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Special Event / Parade: Aledo Main Street 14th Annual Electric Parade to be held December 6th beginning at 5:30 o’clock p.m.

Special Event / Race/Walk: 13th Annual Hot Chocolate Hustle 5k Run / Walk to be held December 7th beginning at 9:00 o’clock a.m.

Public Works Activity Report:

 Streets: Prep equipment for winter season; street sweep; mowing; and called in JULIE’s for the PW garage storm drain.

 Water: JULIE’s; repair one (1) water leak; trouble-shoot disabled aerators (new and old) at the S. Lagoon.

 Gas: JULIE’s, Check LP tanks at the WTP; rebuild chart recorder at Big River Resources; light catalytic heaters at the Border Station; assist W/S Division with multiple tasks.

 Cemetery: Four (4) funerals occurred. Mowing and weed-eating continue.

 DPW: Attended budget sessions; assisted W/S Division with mowing; coordinated one (1) water leak & prepped all equipment and buildings for winter; PW garage floor repair project progressing; four (4) properties have been cited for property maintenance code violations; review of code requirements for new occupancy at the Mercer Carnegie Library building; attended monthly ILLOWA meeting; no bids received for the Button Building roof repairs and DPW to contact two (2) contractors to submit a price to complete the project.

Aledo Police Department Activity Report: CHIEF reported Officer LeClere served his last day in uniform for the Aledo Police Department on Thursday, October 24th. He reported to the Illinois State Police Academy on Sunday for the start of his 27-week training. His replacement, Troy Brock, was hired prior to LeClere’s departure. He was already a full-time certified officer. Brock completed his FTO program and is working patrol duty.

Lt. Seefeld has been cleared to return to work, with a light-duty restriction. His return to work date will be November 4th. Seefeld will be restricted to office duty only, with no prisoner or suspect contact and no physical labor or lifting.

Sgt. Baker has completely updated the Bank Alarm Protocol Manual. It is used by the entire county and has been in place for a number of years. The Aledo Police Department, in conjunction with the Mercer County Sheriff’s Department, has developed a training program for employees of financial institutions. The staff at the 1st Community Bank branch in Sherrard were the first to receive the training this year. The training was held on October 28th with the next bank branch scheduled for training to be 1st Community Bank in Aledo.

The DEA sponsored Drug Take Back event was held on Saturday, October 26th. Department employees staffed the event from 10:00 a.m. to 2:00 p.m. The amount of prescription medication turned in was substantially less than in prior years. The Department has been hosting a take back site twice a year since 2016. We will host one (1) take back event next year, tentatively scheduled in mid-October.

Aledo Police Department participated in the Trunk or Treat event at the United Methodist Church. Candy was handed out to children from 5:00 p.m. to 7:00 p.m. in the street and parking areas south of the church. The street was closed for the event.

Administration Report:

CHIEF reported the City of Aledo Christmas party for all employees and elected officials will be held on the evening of Saturday, December 14th at the V.F.W. in Aledo. Cocktails will be at 5:30 p.m., dinner at 6:00 p.m. with entertainment following the meal. All City employees and elected officials are invited and encouraged to attend.

The annual Aledo Employees’ Chili Cook-Off to benefit the “Shop with a Hero” event will be held on Friday, November 22nd, 2019. The doors will open at the Aledo Fire Department at 11:00 a.m., with the luncheon concluding at 2:00 p.m. All Aledo City employees and elected officials are invited and encouraged to both participate in the cook-off and to complete and support the event.

APPROVAL OF MINUTES:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to approve the meeting minutes of October 21, 2019 as presented. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Dixon, Holmes, Kopp, and Sarabasa. 

NO: None.

FINANCE: INVOICE LIST:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN BEWLEY that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Holmes, Kopp, Sarabasa, and Bewley. 

NO: None.

ORDINANCE NO. 44; SERIES OF 2019, AMENDING THE MUNICIPAL BUDGET FOR THE CITY OF ALEDO FISCAL YEAR 2019: (FIRST READING)

That the City of Aledo 2019 Budget is hereby amended by increasing the budgeted amount in the General Fund Operations Line Item #01-5-111-908 (land acquisition) by $120,000.00; funding for the budget increase for land acquisition (E. Hyett property & J. Lower property) shall be from the Unrestricted Fund Balance (i.e. Reserves) in the amount of $120,000.00.

That the City of Aledo 2019 Budget is hereby amended by increasing the budgeted amount in the General Fund Operations Line Item #01-5-211-546 (repair & maintenance – street building) by $150,000.00; funding for the budget increase for public works floor drain shall be from the Unrestricted Fund Balance (i.e. Reserves) in the amount of $150,000.00.

That the City of Aledo 2019 Budget is hereby amended by increasing the budgeted amount in the General Fund Operations Line Item #01-5-211-547 (salt) by $55,000.00; funding for the budget increase for salt shall be from the Unrestricted Fund Balance (i.e. Reserves) in the amount of $55,000.00.

That the City of Aledo 2019 Budget is hereby amended by increasing the budgeted amount in the Tax Increment Financing Fund #23-5-111-222 (professional services) by $103,125.00; funding for the budget increase for 353 consultant contract shall be from the Unrestricted Fund balance (i.e. Reserves) in the amount of $103,125.00.

That the City of Aledo 2019 Budget is hereby amended by increasing the budgeted amount in the CIP Fund #17-5-711-609.36 (City Hall Interior Renovations) by $750,000.00; funding for the budget increase for City Hall Interior Renovations shall be from proceeds of Bank Orion loan in the amount of $750,000.00.

The second reading to be held on Monday, November 18, 2019 at 6:30 o’clock p.m. in the City Council Chambers.

RESOLUTION NO. 33R, SERIES OF 2019; RE-ADOPTING MOTOR FUEL TAX FUND RESOLUTION & RESOLUTION NO. 34R, SERIES OF 2019; A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN KOPP to approve Resolution No. 33R, Series of 2019; Re-Adopting Motor Fuel Tax Fund Resolution (Resolution No. 17R, Series of 2019 and Rescinding Resolutions 31R & 32R) & approving Resolution No. 34R, Series of 2019; A Resolution of Improvement under the Illinois Highway Code in the amount of $65,000. A Roll call vote was recorded as follows:

YES: Cooper, Dixon, Holmes, Kopp, Sarabasa, Bewley, and Chausse. 

NO: None.

RESOLUTION NO. 35R, SERIES OF 2019; APPROVING CHANGE ORDER FOR PUBLIC WORKS BUILDING FLOOR REPLACEMENT PROJECT:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN CHAUSSE to approve Resolution No. 35R, Series of 2019; Approving change order for Public Works Building Floor Replacement Project in an amount not to exceed $22,000. A Roll call vote was recorded as follows:

YES: Dixon, Holmes, Kopp, Sarabasa, Bewley, Chausse, and Cooper. 

NO: None.

RESOLUTION NO. 36R, SERIES OF 2019; APPROVING PURCHASE OF INTERNET COMMUNICATIONS SYSTEM FOR WATER DEPARTMENT:

Motion was made by ALDERMAN HOLMES and seconded by ALDERMAN DIXON to approve Resolution No. 36R, Series of 2019; Approving Purchase of Internet Communications System for Water Department from Britton Electronics & Automation Inc., 290 Derby Street, Pekin, IL., 61554, providing VHF Ethernet Antennas at the Water Tower, the Water Plant and Well #4 in the amount of $23,120.00. A Roll call vote was recorded as follows:

YES: Holmes, Kopp, Sarabasa, Bewley, Chausse, Cooper, and Dixon. 

NO: None. 

Motion carried. 7 yeas, 0 nays.

MOTION TO ACCEPT THE RESIGNATION OF OFFICER CHRISTOPHER LECLERE:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to approve the resignation with regret of Officer Christopher LeClere. A Roll call vote was recorded as follows:

YES: Kopp, Sarabasa, Bewley, Chausse, Cooper, Dixon, and Holmes. 

NO: None.

MOTION APPROVING PAYMENT OF THE COSTS ASSOCIATED WITH REPLACEMENT AND INSTALLATION OF THE PORTION OF THE SERVER USED BY THE ALEDO POLICE DEPARTMENT FOR RECORD MANAGEMENT AND DATA STORAGE IN THE AMOUNT OF $5,675.56:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN BEWLEY to approve payment of the costs associated with replacement and installation of the portion of the server used by the Aledo Police Department for record management and data storage in the amount of $5,675.56 to the Mercer County Sheriff’s Department. A Roll call vote was recorded as follows:

YES: Sarabasa, Bewley, Chausse, Cooper, Dixon, Holmes, and Kopp. 

NO: None.

SPECIAL EVENT – PARADE: ALEDO MAIN STREET 14TH ANNUAL ELECTRIC PARADE TO BE HELD DECEMBER 6TH BEGINNING AT 5:30 O’CLOCK P.M. & SPECIAL EVENT – RACE/WALK: 13TH ANNUAL HOT CHOCOLATE HUSTLE 5K RUN / WALK TO BE HELD DECEMBER 7TH BEGINNING AT 9:00 O’CLOCK P.M.:

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN BEWLEY to approve the special event(s) as presented. A Unanimous voice vote followed in agreement.

STANDING COMMITTEE REPORTS: An Ordinance & Police Committee meeting to be scheduled during the next regularly scheduled City Council meeting on 11/18 and a Gas Committee meeting to be scheduled soon as well.

OLD BUSINESS: No Report.

NEW BUSINESS: No Report.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN SARABASA that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:49 P.M.
