Village of Rapids Committee of the Whole met Oct. 10.

Here is the minutes provided by the committee:

President Mire called the meeting of the Committee of the Whole to order at 6:30 pm.

Pledge of Allegiance

Roll Call: Clark, Fowler, Rankin, Robertson, Mire, Schnieder, Fiems

Absent: None.

Others Present: Missy Housenga

President Mire called this Committee of the Whole Meeting to order first addressing amending R-2 zoning Classification. Mire explained interest of adding an Airbnb type of establishment has been expressed by a private party within the Village. Mire noted the Village Attorney assisted in amending the ordinance. Rankin motioned to approve amending Title IX, Chapter 1, Article 1, Section 4 Definition to now state Dwelling - A permanent residential building(s) such as a house or a portion thereof or residential shared housing units such as apartments, condominiums or short term rentals used exclusively for residential occupancy, including one-family dwelling units, two family dwelling units and multiple-family units.; but not including camping trailer, camping truck or bus, house trailers, hotels, mobile homes, tents; Dwelling Unit - A dwelling or portion thereof designed for or occupied exclusively by one or more persons living as a single family housekeeping unit, family or short term rental.; inserting Short Term Rental - A dwelling unit that is rented as, or held out as being used as a shared housing unit or vacation rental for a maximum of 30 days. Also amending Title IX, Chapter 1, Article 2, Section 1 Establishing of Districts, 1.2 R-2 Residential District. A. Uses Permitted. 1. Dwelling, intended for owner occupancy and short term rentals. Robertson seconded. All board members voted yes. Motion carries.

Mire then addressed the matter of public wi-fi and Public Works laptop. Mire explained he had met with a U.S. Census employee to discuss how the census impacts the Village and what the Village can do to help residents to complete their census. It was suggested the Village have a public access computer with access to the internet for residents to complete their census. Mire further explained requests for public access wi-fi during Community Center rentals has been expressed. Discussion took place concerning the Public Works laptop. The old laptop could be used for completing the census while a new laptop could be used for business proposes. Public Works Superintendent Bump only uses the laptop for programming the electronic sign now that he has his tablet. Mire explained a laptop would be an ideal investment for all staff to use while away at seminars, trainings, during board meetings and programming the led sign. A quote from Platinum Information Services was presented for a wireless access point and firewall in the amount of $472.26. Clerk Housenga also received three different quotes for laptops from Platinum; final cost for a used HP Pro Book 840 would be $647.09; a new Dell Latitude 3500 would cost $1,321.99; and a new Dell Latitude E5590 $1,917.91. The board requested Clerk Housenga check with the office’s internet provider to see if they have a wireless router to rent with the service. Mire and Clerk Housenga will visit local stores to see what pricing is available for laptops.

Having no further business to conduct at this time, Fiems motioned to adjourn this October 1st, 2019 Committee of the Whole Meeting, Fowler seconded. President Mire adjourned by consensus of the Board at 7:13pm.
