City of East Moline City Council met Nov. 18.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Frederic Kotoku, Maria Tapia and Jose Rico. Absent: Jayne O’Brien

PUBLIC COMMENT: None CITY CLERK’S REPORT

City Clerk Arletta Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of November 4, 2019.

b. Approval of Salaries for November 15, 2019 in the amount of $419,507.90.

c. Approval of Bills in the amount of $1,446,866.90.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Frederic, Tapia, Rico, Toppert, Almblade, Mulcahey. Motion carried.

REPORT BY MAYOR

PROCLAMATION:

Mayor Freeman read and presented to Karen Abendroth a Proclamation, committed to join the “Mayors Challenge to End Veteran Homelessness.”

19-42: ORDINANCE PROVIDING FOR THE ABATEMENT OF THE AD VALOREM TAXES LEVIED TO PAY PRINCIPAL OF AND INTEREST ON CERTAIN OF THE OUTSTANDING GENERAL OBLIGATION ALTERNATE BONDS, SERIES 2014, OF THE CITY OF EAST MOLINE, ILLINOIS; AND CONCERNING RELATED M ATTERS.

RESOLUTION 19-76: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF A PRELIMINARY BUDGET MEETING FOR FISCAL YEAR 2020, AND SET THE DATE AND TIME FOR A PUBLIC HEARING ON SAID PRELIMINARY BUDGET FOR THE CITY OF EAST MOLINE.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 19-76. Upon roll call the following voted in favor: Frederic, Tapia, Rico, Toppert, Almblade, and Mulcahey. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)

Alderman Mulcahey had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Reynolds, Chief EMPD – Chief Reynolds informed the City Council that the Police Department will be handing out Thanksgiving Baskets next week.

Ms. Whiting, Finance Director – Ms. Whiting informed the City Council that the Budget Hearing will be December 2, 2019 at 6:30 p.m. before the regular City Council Meeting. Monthly reports for October and the updated Budget will be sent out by the end of the week. Ms. Whiting informed the City Council that she will be on vacation next week.

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council of the following information:

 Illinois General Assembly approved on November 14, 2019 with the expectation that the Governor Pritzker to sign the bill into law.

a. On Line Sales tax. (Starts January of 2021)

b. Pension Bill consolidating the investments for Fire and Police.

 Tax Levy has been set at $6,508,625 which represents 1.9% ($122,539) increase over the prior year’s certified extension. The City’s portion of the property tax is expected to increase from $2.3168 per $100.00 of equalized assessed valuation (EAV) to $2.3230, an increase of 0.3% or approximately 6/10ths of a cent per $100.00 equalized assessed valuation.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council 15th Avenue Watermain Project that all the watermain pipe has been installed from 12th Street to 9th Street. Trying to get all the concrete work done by November 22, 2019.

Chief DeFrance, East Moline Fire Chief – Chief DeFrance informed the City Council that they expect an increase in fires because of the colder weather pertaining to burning candles, cooking more and furnaces. Chief DeFrance reminded the City Council and those in attendance to replace Carbon Monoxide Detectors every 10 years. The Fire Department does offer Smoke Detector replacements for East Moline residents at no charge.

Mr. Drake, Director of W&WWTP Facilities – Mr. Drake informed the City Council that he has received two bids for the replacement of the gen-set at the Waste Water Plant. Rock River Electric with the lowest bid of $139,482.00, his amount does not include any equipment rental of the stand by generator.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to adjourn the City Council meeting. Upon roll call the following voted in favor: Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried. 6:48 p.m.
