Village of Carbon Cliff Board of Trustees met Dec. 3.

Here is the minutes provided by the board:

Members President: Todd Cantrell, Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, Larry Scott

Members Absent: None

Others Present:

Hope Hintz, Village Resident; Michelle David, Village Resident; Andrea Pancrazio, Village Resident; Matthew Behnken, Village Resident; Dan Clark, Village Head Maintenance Operator; Brandt Schultz, Village Maintenance Operator; Ben Allen, Deputy Village Clerk / Village Collector; Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); Karen L. Hopkins, Village Clerk; Rock Island County Sheriff’s Deputy Chris Work; and Rock Island County Sheriff’s Deputy David Grafton

Village President Hintz asked Matthew Behnken if he had anything to discuss under the hearing of the citizens. Matthew stated no, he was just here for the Board Meeting.

Village President Hintz asked Andrea Pancrazio if she had anything to discuss under the hearing of the citizens. Andrea stated she did. She lives at 105 1st Avenue and has concerns on reducing staff in maintenance department, safety of roads, by laying off a maintenance worker and only having two maintenance workers to plow snow. With only two maintenance workers to plow, with this endanger the Village Citizens. Village President Hintz insured everyone that there are things in place to make sure the snow plowing is done.

Village President Hintz asked Michelle David if she had anything to discuss under the hearing of the citizens. Michelle answered by saying she had “absolutely nothing to say”.

Village President Hintz asked Hope Hintz, Dan Clark and Brandt Schultz each if they had anything to discuss under the hearing of the citizens. All three stated they did not have anything to discuss under the hearing of the citizens.

Motion 1: Motion by Neels to adjourn to closed session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2(c)(1), as amended by P.A. 101-31. Second by Curry.

Motion carried by the following roll call vote:

Cantrell-yes; Curry-yes; Dreher-yes; Harris-yes; Neels-yes; Scott-yes 6-yes; 0-no; 0-absent

Adjourned to entered closed session at 7:10 p.m. Village President Hintz, Trustees Cantrell, Curry, Dreher, Harris, Neels, and Scott, along with Deputy Village Clerk Ben Allen (to take minutes of the closed session – Trustee at the Board Meeting November 19, 2019 stated they did not want Village Clerk Karen Hopkins in the closed session.)

Returned to Regular Meeting of the Carbon Cliff Board of Trustees at 8:10 pm. (Returned from Closes Session were Village President Hintz; Trustees Cantrell, Curry, Dreher, Harris, Neels, and Scott. Village Deputy Clerk Ben Allen left directly after adjourning in the closed session.) Open session.

No action taken from the Closed Session after returning to the open meeting.

Village President Agenda items discussed:

• TABLED – NO ACTION – on Motion to authorize a staff reduction in the Maintenance Department effective December 31, 2019 at 11:59 p.m.

Correspondence items discussed:

• Letter dated November 21, 2019 from Mediacom Communications Corporation to inform the Village that on December 22, 2019, Mediacom will be implementing the following rate adjustments:

Meetings / Conference items discussed:

• 2020 IAFSM Conference – March 11 & 12, 2020 at the Tinley Park Convention Center – 18451 Convention Center Drive, Tinley Park, Illinois. Registration if $430.00 – Nick Gottwalt, D.O.C.A.S. plans on attending to keep current Floodplain and Stormwater Management regulations.

New Business items discussed:

• Village President Hintz stated Clerk Hopkins gave him a brief update on the condition of the bridge on Mansur Avenue. IMEG has finished the structural engineering report on the bridge, it is in bad shape and will need replaced within two years. Village Engineer Loren Rains has a meeting scheduled with Clerk Hopkins and D.O.C.A.S. Gottwalt later this week on the report for the bridge, road grading and record keeping for ILDOT.

c. Adopt Ordinance No. 2019-33, “An Ordinance Providing For The Levy And Assessment Of Taxes For The Fiscal Year Beginning January 1, 2019, And Ending December 31, 2019, Of The Village of Carbon Cliff, County Of Rock Island And State Of Illinois”.

d. Approve the final change orders added to the 2019 Street Repairs, Seal Coating and Storm Sewer Project at the request of the Village Board.
