City of Geneseo Committee of the Whole met Feb. 25.

7.1. Executive Session Minutes have been emailed to the City Council, Mayor, and Attorney for review. During executive session of the March 10th meeting be prepared to discuss approving the most recent minutes and determining which minutes must remain closed and which may be opened.
8. ADMINISTRATION
8.1. Discussion; the City recently purchased 34+ acres for an industrial complex however, that property is not within the City limits and needs to be annexed.
Motion to table this item until more information becomes available, specifically as to possible land purchasers.
8.2. Discussion of Electric Utility Rates.
Motion to Recommend to City Council to raise all rate schedules basic service and monthly charge by $15.00, and the kWh usage rate by 5%. Effective for usage in March billed in April and to put on the consent agenda.
8.3. Discussion of LiveScan Fingerprinting machine
Motion to recommend to the City Council to purchase the TPE-5300-ED Fingerprinting machine and to put this on the consent agenda.
8.4. Discussion of Case #20-003 Planning Commission Preliminary PUD Application for Geneseo Townhomes.
Motion to recommend to the City Council approval of Case #20-003 the preliminary PUD application from Bear Development for the 40 Townhomes and letter for support and letter for zoning compliance and to put on the consent agenda for the City Council meeting on March 10, 2020.
8.5. Discussion of City Bathrooms
Motion to Recommend to City Council for either the demolition of the bathrooms or to sell them to the building owner and to put on the consent agenda.
8.6. Ordinance O-20-05 IEPA Debt Ordinance Revised.
Motion to Recommend to City Council Ordinance #O-20-05 which re-adopts our loan debt authorization ordinance and to put on the consent agenda.
8.7. Discussion of permanent closure of Spring Street at the railroad crossing to accommodate a new train depot and platform which will allow for normal gate operations.
Motion to recommend to City Council to have the City attorney proceed with appropriate procedures to close Spring Street. This is a vote to move forward with the procedures in favor of the closing, but the actual vote for closing Spring Street would be later.
8.8. Discussion of Lionstone Brewery Sale and transfer of TIF and RLF
Motion to recommend to City Council to have the City attorney proceed with appropriate procedures to facilitate the transfer of the TIF agreement and RLF to Robert Schwab subject to the approval of the City Administrator and Mayor.
9. PAYMENT OF CITY AND UTILITY BILLS
9.1. Payment of City Bills
Motion to approve bills as presented.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.
5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
