City of Moline City Council met Feb. 11.

Council Meeting: The City Council meeting came to order at 8:53 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Committee-of-the-Whole and Council meeting minutes of February 4, 2020, and appointments made during Committee-of-the-Whole on February 11, 2020.
Second Reading Ordinances
1. Council Bill/General Ordinance 3003-2020
An Ordinance amending Chapter 26, “POLICE,” of the Moline Code of Ordinances, Section 26-2318, “UNIFORMS,” subsection (b), to authorize the Chief of Police sole responsibility for decisions pertaining to Moline Police personnel uniforms, with the exception of the uniform allowance set annually by the City Council; and ratifying all prior actions of Chief of Police Darren Gault pertaining to Moline Police personnel uniforms.
2. Council Bill/Special Ordinance 4002-2020
A Special Ordinance providing for financing by the City of Moline, Illinois, for the water main in TIF #7 Airport Business Park, by authorizing issuance of $281,831 in a Revenue Anticipation Note and purchase of same by the Water Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.
3. Council Bill/Special Ordinance 4003-2020
A Special Ordinance providing for financing by the City of Moline, Illinois, for the sewer main in TIF #7 Airport Business Park, by authorizing issuance of $350,077 in a Revenue Anticipation Note and purchase of same by the Water Pollution Control Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.
Resolutions
4. Council Bill/Resolution 1010-2020
A Resolution authorizing the Mayor and City Clerk to execute a contract with Miller Trucking & Excavating Company for Project #1333, 2020 Trenchless Water Main Project, in the amount of $361,008.00.
5. Council Bill/Resolution 1011-2020
A Resolution ratifying the approval of a policy agreement with UnitedHealthcare Insurance Company to provide a fully insured prescription drug plan (Employer Group Waiver Plan – “EGWP”) for Medicare- eligible retirees and retirees’ dependents for a one-year period commencing January 1, 2018, and a one- year renewal period commencing January 1, 2019; and authorizing the Human Resources Manager to formally execute the policy agreement.
6. Council Bill/Resolution 1012-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Federal Signal Corporation for the purchase and installation of equipment for the upfitting of twenty-one (21) 2020 Ford Police Interceptor Utility units in the amount of $235,327.92.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

7. Council Bill/General Ordinance 3004-2020
An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, by enacting one new Division 8, “ADULT USE CANNABIS BUSINESSES;” and by amending Table 35-2200.1, pertaining to non-administrative development review, by adding “Special Use Permit Adult Use Cannabis” to the table’s list of procedures.
Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 3004-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter and Berg; nays: Aldermen Schoonmaker, Waldron and Moyer.
First Reading Ordinances
8. Council Bill/Special Ordinance 4004-2020
A Special Ordinance vacating a 1,100 square foot platted drainage and utility easement at 6041 34th Avenue and 6053 34th Avenue, Moline.
9. Council Bill/Special Ordinance 4005-2020
A Special Ordinance amending Special Ordinance Nos. 4034-2018 and 4001-2019 for financing by the City of Moline, Illinois, by revising the issuance date, principal and source funding for the Revenue Anticipation Note and purchase of same by the Water Pollution Control Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.
Council, Staff and Citizen Comments:
Alderman Parker shared that Augustana Men’s Basketball is on the heels of a 5-game winning streak and will play tomorrow.
Alderman Moyer noted the benefit of the library’s themed reading program. Mayor Acri adjourned the regular Council meeting at 9:01 p.m.
