Rock Island County Finance & Personnel Committee met Dec. 10.

The Finance and Personnel Committee of the Rock Island County Board met at the above date and time in the Conference Room of the Administration Office on the second floor of the County Building, 1504 Third Ave, Rock Island, IL. Chair, Luis Moreno called the meeting to order at 9:31 AM. Minutes as follows:
Call to order and roll call

Approval of minutes from November 12th, 2019 Meeting

Reports to the Committee
L. Ewert reported that there was a 6th distribution. 47.5 million dollars were distributed to all taxing bodies and are 95% distributed. There will be no December distribution. There will be a final distribution Borrow for Hope Creek use all of 6th distribution.
Chairman Moreno asked how much was borrowed for Hope Creek.
L. Ewert stated it was in the amount of $818,000 from Tax Anticipation Warrant. The credit on the tax anticipation warrant is at 1.9 and is maxed at 2.3.
Member K. Swanson asked month to month how much deeper the operational debt gets for Hope Creek.
A.Palmer stated this is reported on the cash balance report labeled E. She stated that there was 100,000-150,000 a month.
Assessor L Wilson stated the DevNet system will begin next week. 18th of December at 1PM is the annual assessor’s township meeting for the 2020 assessments.
Consider proposed public safety sales tax resolution
County Administrator J. Snider stated this is a resolution March ballot request from the voters to public safety sales tax. One value in insututing such a tax is much less regressive than a pro est. 1 percent sales tax would generatle about 15 million a year. General fund expenses run about 17 mil. This would provide property tax relief and it would fund a 5 year capital improvement plan.
Board member Johnston asked if this was last placed on a general election or a primary.
K. Swanson mentioned that Rock Island County is tied with Kankakee County with lowest sales tax. He mentioned that this is not popular, but
A. Normoyle stated that her concern is that the Board has not done a very good job at communicating progress. She stated for most people. She states she has serious concerns on convincing the voters for this.
S. Noyd was also concern that the time frame for this is very short.

S.Noyd: so we’re sending the same message. The window is short for the March election.
J.Snider stated that he feels the frustration of putting it on the ballot in such a short time frame.
K. Swanson stated that this is simply to put this question with the voters.
Member Cremeens stated that the word “public safety”;
Chairman Moreno asked A. Palmer include all pension costs for elected officials for IMRF;
Consider State of Illinois ISP Consolidation Grant

This is a grant a pass through grant for public safety answering points. This is a reimbursement grant to return costs to municipalities for IT, and will assist in the P25 communications project. This is a 1.9 million grant coming back to the municipalities.
Consideration of Waterproofing project and payment for County Office Building
J. Snider stated that office building has $22,600 to have Treiber Construction on the side. There will have to be a budget amendment. This is an emergency expense to use reserves to pay for it.
