City of Geneseo Committee of the Whole met April 7.

Here is the agenda provided by the committee:

1. PUBLIC INFO

For the duration of the Gubernatorial Disaster Proclamation of March 9, 2020, and any extension thereof, the provision of the Open Meetings Act, 5 ILCS 120/2.01 requiring that public meetings be "held at specified times and places which are convenient and open to the public" be suspended based on the language of Executive Order 2020-10, that "any gathering of more than ten people is prohibited".

2. COVID-19 EXECUTIVE ORDER

Pursuant to Governor Pritzker’s Executive Order No. 2020-07 (COVID-19 Executive Order No. 5), Governor Pritzker has suspended certain rules of the Open Meetings Act – specifically the Executive Order permits remote public meetings. In light of the current COVID-19 public health emergency and the prohibition of public gathering of 10 or more, the City Council has chosen to conduct the board meeting remotely. See below the information to either join the meeting from your computer or phone. If you would like to submit questions or comments during Public Comment please submit those to me at Cadministrator@cityofgeneseo.com or call 309-944-0915 prior to the start of the meeting and your questions and/or comments will be read during the meeting. Within your email please include your name and address.

11.1. Discussion of Ordinance O-20-12 Revised Remote Meeting Attendance.

Motion to recommend to the City Council Ordinance O-20-12 Revised Remote Meeting Attendance and to put on the consent agenda.

11.2. Discussion of renewal of agreement with the Henry County Humane Society for animal control services.

Motion to recommend to the City Council to renew the agreement with the Humane Society and to put on the consent agenda.

11.3. Discussion of farm lease agreement with FFA Geneseo Chapter - Short presentation by FFA Member

Motion to renew the lease with the Geneseo Chapter of the FFA and to put on the consent agenda.

11.4. Discussion of Ordinance O-20-10 concerning business registration.

Motion to recommend to City Council Ordinance O-20-10 concerning business registration and to put on the consent agenda.

11.5. Discussion of amendment to the Enterprise Zone per Ordinance O-20-08 and O-20-09.

Motion to recommend to City Council to amend the Enterprise Zone per Ordinances O-20-08 and O-20-09 and to put on the consent agenda.

11.6. Discussion of ordinance O-20-02 an ordinance annexing territory to the City of Geneseo and amending the zoning designation of the property to the B-4 District.

Motion to recommend to City Council ordinance O-20-002 an ordinance annexing territory to the City of Geneseo and amending the zoning designation of the property to the B-4 District and to put on the consent agenda.

11.7. Discussion of MFT Bid Opening for milling of 1st Street from Stewart to College and Chestnut Street from Congress to Chicago.

Motion to recommend to the City Council to accept the lowest bidder Tri-City Blacktop for the milling project and to put on the consent agenda.

11.8. Discussion of Resolution R-20-05 Personnel Policy Change due to the Families First Coronavirus Response Act (FFCRA).

Motion to recommend to City Council R-20-05 Changing the City's personnel policy due to FFCRA and to put on the consent agenda.

11.9. Discussion of Ordinance O-20-11 Amending chapter 34 of the City Code in relation to violating an executive order during a civil emergency.

Motion to recommend to the City Council Ordinance O-20-11 pertaining to chapter 34 of the City Code and to put on the consent agenda.

11.10. Discussion of appointment of Casey Disterhoft to the position of Coordinator of the City Emergency Services Disaster Agency (ESDA).

Per City Code 34.02 - Agency Coordinator

(A) the Coordinator of the City ESDA shall be appointed by the City Council and shall serve until removed by same. the Coordinator shall have direct responsibility for the organization, administration, training, and operation of the ESDA, subject to the direction and control of the City Council, as provided by statute.

(B) In the event of t he absence, resignation, death, or inability to serve as the Coordinator, the City Council shall be and act as Coordinator until a new appointment is made as provided in the subchapter.

Motion to recommend to the City Council to appoint Casey Disterhoft to the position of Coordinator of the City Emergency Services Disaster Agency (ESDA) and to put on the consent agenda.

11.11. Additional discussion of City Bathrooms.

Motion to rescind previous motion and to Recommend to City Council to sell parcel id# 0821137026 for $100 plus any legal fees and for the purchaser to demolish the bathrooms at their cost; no easements needed and to put on the consent agenda.

11.12.

Discussion of new firewall to replace existing four firewalls. This is the FG 100F HW from TwinState Services.

Motion to recommend to City Council the purchase of the FG 100FHW not to exceed $7500 and to put on the consent agenda.

12.1. Ratification of bills paid on 03 20 2020
