City of Aledo City Council met April 20.

Here is the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session via video conferencing communication. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.

Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, SANDY BULL, City Treasurer, and JAROD DALE, City Clerk.

The media was represented by Cala Smoldt, Rock Island Argus & Aledo Times Record, and Jim Taylor, WRMJ.

Due to Covid-19 concerns, public attendance at City Council and committee meetings will not be allowed until further notice from the City. Any comments or questions about any matter on the agenda for a meeting may be submitted by email to the City Clerk at cityclerk@aledoil.org.

COMMITTEE OF THE WHOLE

A moment of silence was observed by the Aledo City Council due to the recent emergency events related to the Covid-19 Pandemic.

Public Comment: No Report.

Communication & Correspondence: No Report. Requests & Petitions: No Report.

Public Works Activity Report:

 Streets: mowing; weed spraying; completion of work orders. One (1) seasonal employee has started.

 Water: JULIE’s and finals. Daily communication with ION Environmental; sewer jetting and cleaning on various sewer mains; investigate abnormal readings; assist with sewer lateral on SE 2nd Avenue.

 Gas: JULIE’s; continue working on gas main extension project; read meters; meter set at Meminger’s; assist W/S Division with sewer jetting; and rebuilt meter set at Jail Annex.

 Cemetery: work on equipment; mowing has begun; and three (3) seasonal employees have begun.

 DPW: seasonal employee hiring; IDOT permit for the gas main extension project; newsletter articles; PD door project; assisted the W/S Division with mowing the north lagoon; turkey vultures at south water tower continue to roost on the south- side of the tank. Also, job openings available in public works and announcements have been posted.

Aledo Police Department Activity Report: CITY ADMINISTRATOR/CHIEF Sullivan reported the department is operating on as normal a basis as possible. Illinois drivers cannot renew driver’s licenses, permits, or other driver records. Registration plates cannot be renewed, titles cannot be filed and all documentation related to vehicle ownership is delayed due to the closure of the Secretary of State’s offices and driver’s services facilities across the State.

Firearm Owner Identification Cards are also delayed as is the process for obtaining and renewing Illinois Concealed Carry permits.

Neighborhood Vehicle permit applications continue to be filed with the City. The application forms are now online and the permit fees can be paid over the phone. The Department is not conducting inspections of vehicles at this time, and new or updated registration stickers are not being issued temporarily. As soon as the Governor’s executive order is lifted or amended, officers will contact all of the applicants, perform the inspections, and issue 2020 permit stickers. It should be noted, the basics of verifying insurance and conducting driver’s license checks is ongoing for every applicant. The Department will not be enforcing the permit sticker regulations until the COVID situation changes. We are maintaining a list of persons who have completed applications and paid their fees.

Administration Report: No Report.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch reported he continues to communicate with City Staff regularly during COVID-19. MAYOR noted any City Council member that has questions related to any issue within the City to please reach out to Mayor or Staff with questions.

Committee Report: No Report.

REGULAR COUNCIL SESSION

ACTION ITEMS

APPROVAL OF MINUTES:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN KOPP to approve the meeting minutes of April 06, 2020 with one (1) correction noted on page one (1), first (1st) paragraph to highlight the meeting was attended via video conferencing. A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Dixon, Holmes, Kopp, and Sarabasa. NO: None. Motion carried. 8 yeas, 0 nays.

PUBLIC COMMENT: No Report.

FINANCE: INVOICE LIST:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN DIXON that the Invoice Listing, which has been marked Exhibit “C”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Dixon, Holmes, Sarabasa, and Bertrand. NO: None. ABSTAIN: Kopp. Motion carried. 7 yeas, 0 nays, 1 abstention.

RESOLUTION NO. 15R, SERIES OF 2020; APPROVING AN AGREEMENT BETWEEN THE CITY OF ALEDO, ILLINOIS AND RANDALL L. LOUCK:

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN BERTRAND to approve Resolution No. 15R, Series of 2020; Approving an Agreement between the City of Aledo, Illinois and Randall L. Louck with the term of the separation agreement effective May 1, 2020. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Holmes, Kopp, Sarabasa, Bertrand, and Bewley. NO: None. Motion carried. 8 yeas, 0 nays.

RESOLUTION NO. 16R, SERIES OF 2020; APPROVING PURCHASE OF MATERIALS AND AN AGREEMENT WITH UTILITY SAFETY AND DESIGN, INC. FOR PERFORMANCE OF GAS MAIN EXTENSION:

Motion was made by ALDERMAN BEWLEY and seconded by ALDERMAN DIXON to approve Resolution No. 16R, Series of 2020; Approving Purchase of Materials and an Agreement with Utility Safety & Design Inc. for Performance of Gas Main Extension in the amount of $65,750.00. A Roll call vote was recorded as follows:

YES: Cooper, Dixon, Holmes, Kopp, Sarabasa, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 8 yeas, 0 nays.

STANDING COMMITTEE REPORTS: No Report.

OLD BUSINESS:

ALD. Chausse inquired on the status of the Aledo Fireworks Display scheduled to be held on Saturday, June 27th, 2020. CITY STAFF reported the company has been notified that the event is to be postponed and a new date is being determined.

ALD. Sarabasa inquired on the Mercer County Fair. CITY STAFF reported a determination would be made related to the Fair by the fair board around June 1st.

NEW BUSINESS:

MAYOR Hagloch reported an email was received from the Aledo Exchange Club, noting the Relay for Life event to be held on June 27th has been cancelled.

MAYOR reported Aledo Main Street event “Corona Cruise” held the end of March, 2020 has since ceased. After discussions with the Mercer County Health Department, a determination was made to look at different avenues to adhere to social distancing guidelines and safety precautions issued by the State of Illinois.

MAYOR reported the City is in communication with local businesses during COVID-19. A handful of businesses are applying for SBA Loans and others are working with their local lenders. The PPP program with the SBA ran out of funds but anticipate the U.S Congress to generate additional funding soon. CHIEF Sullivan reported the local businesses are “hanging in there” during the pandemic.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN COOPER that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:48 P.M.
