Second Reading Ordinances
1. Council Bill/General Ordinance 3010-2020
An Ordinance authorizing the issuance of Taxable General Obligation Refunding Bonds, Series 2020A, of the City of Moline, Illinois; and authorizing the Mayor and City Clerk to execute and attest to an agreement disclosure with Robert W. Baird & Co. for underwriting services related to the refinancing of the 2020A bonds.
Explanation: Due to favorable interest rates in the current market and upcoming call dates on the Series 2011A
Taxable General Obligation Corporate Purpose Bonds, it has been determined to be in the best interest of the City of Moline to borrow funds to refund and redeem the City’s 2011A Bonds. The 2011A Bonds were issued with respect to the redevelopment projects within the “Moline Business Park Redevelopment Project Area, TIF #7.”
The Taxable General Obligation Refunding Bonds, Series 2020A, are being issued pursuant to the home rule powers of the City, and the bond proceeds will be used to refund a portion of the City’s outstanding 2011A Bonds and to pay all costs of issuing the bonds. This will be a negotiated sale. The ordinance as attached is being introduced pending the results of the sale on May 5, 2020. Final adoption of this ordinance will occur on May 5, 2020, following the sale.
Fiscal Impact: At current market interest rates, projected gross savings is approximately $350,000

Resolutions
2. Council Bill/Resolution 1049-2020
A Resolution authorizing City staff to complete the remainder of Phase I of Project #1331 and a limited scope of Phase II, Floreciente Streetscape, 7th Street, West of 4th Avenue, by extending the previously approved contract prices from Phase I of said Project in an amount not to exceed $125,000; and authorizing City staff to proceed with a limited Phase II of Project #1331.
Explanation: Approval of this resolution would extend contract bid prices from the previously bid Phase I to Phase II for Project #1331, Floreciente Streetscape, 7th Street, West of 4th Avenue (“Project #1331”). Project #1331 was bid with two phases anticipated. On September 10, 2019, City Council approved the contract for Phase I of Project #1331 via Resolution No. 1117-2019. Sufficient Community Development Block Grant (“CDBG”) funds are available and budgeted for Project #1331. Completing Phase II of Project #1331 at this time would be consistent with project details previously presented to Council. The contractor has acknowledged its availability and has requested to move forward with Project #1331. Additional documentation attached.

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Walter D. Laud, Inc. for Project #1336, 38th Street Reconstruction, 10th Avenue to 11th Avenue, in the amount of $1,119,192.75.
Explanation: Bids were opened and publicly read on March 31, 2020, for Project #1336, with the following results:

5. Council Bill/Resolution 1059-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Funding Agreement and Single Family Rehabilitation Conditional Commitment Letter between the City of Moline and the Illinois Housing Development Authority (“IDHA”) for the City’s participation in the Trust Fund Single Family Rehabilitation Program Round 3, with Roof Only Option and Disaster Contingency Award (collectively “SFR”) and acceptance of $416,500 in funding, and to do all things necessary to execute all assurances and certification to IDHA for the SFR; and authorizing the Community and Economic Development Department to begin work upon execution of the Funding Agreement and Single Family Rehabilitation Conditional Commitment Letter between the City of Moline and IDHA for the SFR, and to do all things necessary to implement said program requirements.
Explanation: The City Council previously approved application to the Illinois Housing Development Authority (“IHDA”) for the Trust Fund Single Family Rehabilitation Program Round 3, with Roof Only Option and Disaster Contingency Award (collectively “SFR”). On April 16, 2020, the City received notice that it is eligible for participation in the SFR and $416,500 in funding. The City’s participation in the SFR is contingent upon execution of the SFR Conditional Commitment Letter and the Funding Agreement. The City has a list of households waiting to participate in the Community Housing Services Program and is currently working through forty plus active applications, which demonstrates a need for additional resources for owner-occupied housing rehabilitation in the City. The IHDA’s SFR will assist low-income and very low-income homeowners with repairs to their homes and will also remove health and safety hazards by repairing or replacing costly maintenance items. Under the SFR, forgivable loans for rehabilitation shall not exceed $45,000 each. The Community and Economic Development Department will manage the SFR under IDHA property standards and the City’s local building codes. Additional documentation attached.

6. Council Bill/Resolution 1060-2020
A Resolution authorizing the Moline Police Department, on behalf of the City of Moline, to apply to the U.S. Department of Justice for a Coronavirus Emergency Supplemental Funding Program Grant in the amount of $48,027; and authorizing City staff to do any and all things necessary to apply for and implement said grant funding for COVID-19 response and recovery.
Explanation: As a current recipient of the Edward Byrne Memorial Justice Assistance Grant (JAG), the City of Moline Police Department is eligible for the Coronavirus Emergency Supplemental Funding (CESF) Program Grant to support COVID-19 response and recovery. City staff seeks to submit the grant application in an effort to lessen budgetary concerns related to COVID-19. Of the funds allocated for the FY2020 CESF program, the City’s allocation is $48,027. These funds will be utilized to support response and recovery efforts related to use of personal protective equipment for law enforcement and individuals transported by officers, overtime occurrences as a result of COVID-19, the purchase of the Salamander program to manage resources, the expansion of records management system (RMS) as a resident reporting tool, and supplies and equipment for disinfecting and sanitizing squad cars and areas throughout the Police Department. The application deadline is May 29, 2020; staff requests that this item proceed to allow sufficient time for application submission following Council review.
