Here is the agenda provided by the board:

5. Village President’s Agenda:

a. FYI - The State of Illinois received the first of six Local REBUILD Illinois Bond Funds Municipality Allotment “Grant” on Wednesday, May 13, 2020. The amount of the first deposit was $23,439.83. The village’s Total Bond Series Estimate is $140,638.98. Grant will be allotted based on the regular Motor Fuel Tax formula. Grant must be used for capital projects and for which separate accounting will be required (bond). Grant can only be used for “planning, engineering, acquisition, construction, reconstruction, development, improvement, extension and all construction-related expenses of the public infrastructure and other transportation improvement projects.” Grants are expected to be disbursed twice each year over a period of 3 years.

b. FYI – Village received the “Final Tax Computation Report”. Village Levied $192,330 on the Tax Levy; Final calculation the Village will receive $192,394.47. Which is $64.47 more than what we levied.

c. Motion to adopt Ordinance No. 2020-07 “An Ordinance Granting Emergency Powers To The Village President Of The Village Of Carbon Cliff, Rock Island County, Illinois”

d. FYI – The 2019 Audit is currently underway. Tami with Carpentier, Mitchell, Goddard & Company, LLC contacted the Village to let us know the audit will not be done on site because of COVID-19. They have requested the information they needed to perform the audit and Clerk Hopkins has sent them everything they need thus far.

6. Correspondence:

a. Letter dated May 8, 2020 from the Illinois Department of Transportation regarding Memorial Day Holiday. From Friday, May 22nd at 3:00 p.m. until Monday, May 25th at 11:59 p.m., insofar as possible, traffic hazards should be eliminated on construction work during the same period.

7. Meetings / Conferences:

a. All meetings and conferences have been either canceled or postponed per the Governor’s Executive Order(s).

8. Committee Meetings:

a. Public Properties Committee:

1. Motion to authorize the Maintenance Department to order a load of concrete, not to exceed $1,500.00, to repair the sidewalk at 243 Cherry Court from a watermain break on Feb 18, 2020. Any additional concrete left over will be used to repair village sidewalks throughout town.

2. Next Meeting, Monday, June 8, 2020, 6:00 p.m. at the Village Hall.

b. Public Safety Committee:

1. Next Meeting, Monday, June 8, 2020, 7:00 p.m. at the Village Hall. c. Public Works Committee:

1. Motion to approve a Laboratory Professional Services Agreement from PDC Laboratory in Peoria, Illinois for Chemical and Radiological Testing for one year starting July 1, 2020 through June 30, 2021. Total cost of $3,863.00.

2. Informational – Committee agreed to begin assessing late fees to outstanding Water, Sewer, Garbage and Recycling bills on June 15, 2020. Shut offs will be assessed at a later date.

3. Next Meeting, Tuesday, June 9, 2020, 6:00 p.m. at the Village Hall.

d. Administration Committee:

1. Motion to adopt Ordinance No. 2020-06 “An Ordinance Authorizing The Execution Of An Agreement Proposal Between The Village Of Carbon Cliff And Bi-State Regional Commission To Provide Professional Aerial Mapping Services And Update Zoning Map” (Total cost of agreement is $2,042.00)

11. New Business:

a. A coolant sensor went bad on the village’s new generator at Treatment Facility #1 (Pump House A). When the sensor went bad it caused the coolant level to drop thus causing the generator to shut down. This failsafe is to ensure the generator does not damage itself any further. Cummins has been notified to come and look at the generator, they have ordered a new part and the generator is expected to be fixed by the end of the day on Friday, May 15, 2020.

b. Carbon Cliff Little League – Alma Neels would like to know if the park will open this summer. They are contemplating a little league season, if the Village does not open the park they will not have a season, if they do open the park, Alma would like to know what steps the little league will they need to do in order to keep the area clean.
