City of Moline City Council met May 12.

Council Meeting: The City Council meeting came to order at 7:49 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.
Items on Consent:
Approval of Minutes
Committee-of-the-Whole and Council meeting minutes of May 5, 2020, and the March financial reports.
Resolutions
1. Council Bill/Resolution 1061-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Sixth Amendment to the Site License Agreement between the City of Moline (“City”) and New Cingular Wireless PCS, LLC (“New Cingular”) to allow New Cingular to install updated communications equipment to the space it leases on the City’s water tower located at 1531 17th Avenue, Moline.
2. Council Bill/Resolution 1062-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Master Services Agreement with Paymentus Corporation for an initial term of five years.
3. Council Bill/Resolution 1063-2020
A Resolution authorizing the Mayor and City Clerk to adopt the updated City of Moline Community Development Block Grant Policies and Procedures Manual with a temporary amendment to include “Appendix J COVID-19 Pandemic – Governor’s Order 2020-07.”
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
Council, Staff and Citizen Comments:
Members of Council expressed appreciation to Mark Peterson for his presentation, and to J.D. Schulte, Carol Barnes and staff for their continued hard work during these difficult times.
Mayor Acri indicated that positive feedback was received on the virtual State of the City Address, and that dphilms was a good partner in the project.
Mayor Acri stated that FORWARD, a business platform to assist local businesses in navigating available COVID-19 assistance, will be launched with a virtual press conference on Thursday, at 2:00 p.m.
Mayor Acri reminded Council that there is no meeting scheduled for May 26, 2020.
Interim City Administrator J.D. Schulte proudly shared that the Illinois Environmental Protection Agency has ranked Moline’s North Slope and South Slope wastewater treatment plants #1 and #4 respectively in energy efficiency.
Chief of Police Darren Gault shared that May 15 is Police Officer Memorial Day, and May 10-16 is National Police Week. On May 13, a virtual candle light vigil will be live streamed at 7:00 p.m., www.policeweek.org.
Executive Session:
Alderman Williams moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1) and Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 7:59 p.m.
Council reconvened in open session at 8:11 p.m.
On motion of Alderman Berg, seconded by Alderman Moyer, Council adjourned at 8:11 p.m.
