East Moline City Council met May 18.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll.

The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of May 4, 2020.

b. Approval of the Committee-of-the-Whole Minutes of May 4, 2020.

c. Approval of Salaries of May 15, 2020 in the amount of $399,654.54.

d. Approval of Bills in the amount of $652,034.37.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

REPORT BY MAYOR

Mayor had no items for discussion.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCE: 1st Reading

ORDINANCE 20-07: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, APPROVING THE FIRST AMENDMENT TO THE DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF EAST MOLINE AND THE CHICAGO REGIONAL COUNCIL OF CARPENTERS – Consideration Requested

A motion was made by Alderman Rico, seconded by Alderman Almblade, to waive the reading of Ordinance 20-07. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Kotoku)

Alderman Kotoku had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the Richard Morton Memorial has been postponed to a later date. Richard Morton was killed in the line of duty on May 25, 1969. Chief Ramsey and several other officers will be making a grave site visit this Friday.

Mr. Maxeiner, City Administrator – Mr. Maxeiner updated the City Council regarding the Carpenter’s Union, 13-year abatement agreement will be generating a little over $400,000.00 within the 13-year period, the City will be also abating $400,000.00 over the same period.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council to visit the Website under the Community Page there is a link to the Build Grant. We welcome you to look at all the documents that are there regarding the Build Grant.

Chief DeFrance, Fire Department – Chief DeFrance informed the City Council that the Fire Academy stopped operating in mid-April 2020 due to the COVID-19. They resumed operating yesterday with two of our students reporting back. They will continue for approximately 5 weeks. There will not be a formal Graduation this year. On Friday, May 22, 2020 we submitted a FEMA Fire Grant (Cares Act) they will find out in mid-June if we will be receiving this Grant.

Alderman Mulcahey asked if there had been any promotion regarding the Free Bulky items pick-up coming up in June 2020. Mayor Freeman stated that they will putting additional information regarding the upcoming Free Bulky items pick-up in the newspaper, website and our Facebook page.

ADJOURNMENT:

A motion was made by Alderman O’Brien, seconded by Alderman Rico, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku, and Tapia. Motion carried. 6:44 p.m.
