City of East Moline City Council met June 1.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll.

The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of May 18, 2020.

b. Approval of the Committee-of-the-Whole Minutes of May 18, 2020.

c. Approval of the Special Meeting Minutes of May 7, 2020.

d. Approval of the Special Meeting Minutes of May 13, 2020.

e. Approval of Salaries of May 29, 2020 in the amount of $402,225.36.

f. Approval of Bills in the amount of $148,818.78.

A motion was made by Alderman O’Brien, seconded by Alderman Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Kotoku. Motion carried.

REPORT BY MAYOR

ORDINANCE 20-09: AN ORDINANCE ESTABLISHING TEMPORARY EXECUTIVE POWERS PURSUANT TO CHAPTER 6, ARTICLE 1 OF THE EAST MOLINE MUNICIPAL CODE AND 65 ILCS 5/11-1-6 OF ILLINOIS REVISED STATUTES.

A motion was made by Alderman Rico, seconded by Alderman Kotoku, to approve Ordinance 20-09 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Kotoku. Motion carried.

MAYOR EXECUTIVE ORDER 20-01: AN EXECUTIVE ORDER ADDRESSING THE CIVIL EMERGENCY IN THE CITY OF EAST MOLINE.

A motion was made by Alderman Rico, seconded by Alderman Kotoku, to approve Mayor Executive Order 20-01 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Kotoku. Motion carried.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCE: 1st Reading

ORDINANCE 20-08: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE METRONET NON-EXCLUSIVE FRANCHISE AGREEMENT.

A motion was made by Alderman Kotoku, seconded by Alderman Rico, to forward on to Council for the 1st reading of Ordinance 20-08. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Kotoku. Motion carried.

OTHER: NoDiscussion.

COMMITTEE-OF-THE-WHOLE (Alderman Tapia)

Alderman Tapia had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the Officer that was delayed graduating due to COVID-19 will be Graduating tomorrow June 2, 2020. Due to all the upheaval they will be working with other agencies. Chief Ramsey answered questions regarding if are Police Department is assisting any other Police Departments in the area and if extra staff will be called in.

Mr. Maxeiner, City Administrator – Mr. Maxeiner updated the City Council regarding the Open Meetings Act on the number of Alderman or Elected Officials that are allowed to be in attendance at another meetings.

Chief DeFrance, Fire Department – Chief DeFrance informed the City Council that the Fire Department will provide Mutual Aid to all other Fire Departments within the area.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council that the River has risen to 8.4 feet. In order to be able to get the docks in, the River will need to be 6.4.

Alderman Toppert asked a question regarding Sexual Harassment Training. Mayor Freeman explained that this is the format that was adopted by the State of Illinois and is State supported.

ADJOURNMENT:

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to adjourn the City Council meeting. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Kotoku. Motion carried. 6:50 p.m.
