City of Moline City Council met June 9.

Council Meeting: The City Council meeting came to order at 6:00 p.m. The Council met in regular session in the Council Chambers at City Hall.
Remote Attendance: Alderman Moyer, seconded by Alderman Williams, moved to approve the remote electronic attendance of Aldermen Parker, Wendt, Potter, Schoonmaker, Waldron and Berg. Motion passed unanimously.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Parker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.
Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of June 2, 2020.
Second Reading Ordinances 1. Council Bill/General Ordinance 3014-2020 An Ordinance amending Chapter 5, “AMUSEMENTS,” of the Moline Code of Ordinances, Section 5- 1101, “LICENSE REQUIRED,” subsection (c), by enacting one new subsection (1), “Exception to limit requirements of subsection (c).”
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
Items Not on Consent: Resolutions 2. Council Bill/Resolution 1068-2020 A Resolution declaring City-owned property at 2307 6th Avenue, Moline, Illinois, previously acquired by the City of Moline as a residential property, to be surplus; and authorizing the Mayor and City Clerk to execute and attest to an Agreement for Transfer of Real Estate and do all things necessary to convey the City-owned property at 2307 6th Avenue to Moline Community Development Corporation, an Illinois Not-For-Profit Corporation. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1068-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
3. Council Bill/Resolution 1069-2020 A Resolution declaring City-owned property at 3204 15th Street C, Moline, Illinois, previously acquired by the City of Moline as a residential property, to be surplus; and authorizing the Mayor and City Clerk to execute and attest to an Agreement for Transfer of Real Estate and do all things necessary to convey the City-owned property at 3204 15th Street C to Moline Community Development Corporation, an Illinois Not-For-Profit Corporation. Alderman Parker, seconded by Alderman Schoonmaker, moved to approve Council Bill 1069- 2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
Council, Staff and Citizen Comments: Alderman Parker shared that the Annual 12th Street 4th of July Parade has been cancelled. Alderman Waldron stated that Public Works should prioritize mowing in the right-of-way at the same level as mowing of parks. He noted that in some areas the grass is 2-3 feet tall. Mayor Acri thanked Interim City Administrator Marty Vanags for walking the downtown area with her to view the outdoor dining areas. She also thanked Alderman Williams, Alderman Waldron and staff for supporting Moline businesses as they work to offer outdoor dining. Parks Recreation Director Eric Griffith requested that Council allow the hire of independently contracted officials for tournaments at the Green Valley Complex. Mayor Acri indicated that, per the Code of Ordinances, this is a decision of the Park Board. She encouraged Griffith to work with Corporation Counsel.
Executive Session: Alderman Williams, seconded by Alderman Parker, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 8:06 p.m.
Council reconvened in open session at 8:43 p.m.
On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 8:43 p.m.
