The meeting was held at the Moline City Hall in the Committee of the Whole meeting room with all participants keeping social distancing and wearing face mask.

Introduction of Guests – Joe Kuhlenbeck

Approval of Meeting Minutes – May 11, 2020 – Motion by Sandberg, seconded by Mizner. Motion approved. Approval of meeting minutes - June 8, 2020 - Motion by Sandberg and seconded by Mizner. Motion approved.

Reports:

• Code revision suggestions by HPC to review buildings over 50 years prior to issuing a demolition permit: Joe Kuhlenbeck and his staff from the Building Inspection Department reviewed the proposal and agreed with the wording of the second draft. He and Jeff Anderson proposed to move it up to City Attorney and the City Administrator. After their approval the document, it will be presented to the City Council at the Committee of the Whole. Jeff Anderson will let the committee know when it goes to Council. Alderman Potter will introduce the proposal to the Council with the help of others on the Commission.

• 92 Corridor Study - Rock Island to Silvis: Jeff Anderson reported that the study was going to the Bi-State Commission along with the long range Transportation Improvement Program. The meeting has been delayed due CORVID 19.

• Former O’Rourke Building at 1202 4th Ave: The new owners wants to move in a commercial business in the building.

• McKinley School and the Manual Arts Building - After our last meeting Barb Sandberg talking Alex Elias from Renew Moline about working together with her on arranging a meeting with Bob Stanley and a possible tour of both facilities. The goal would be to see what the actual condition of the buildings (especially after the fire at the school) and see the possible interest on having the properties redeveloped. This has been put on hold do to the CORVID -19 and Alex’s health.

Old Business:

• List of Moline’s historically and architecturally significant buildings –survey/inventory – No report

• Inventory of salvaged architectural materials. - no report

• John Deere House – Jolene Keeney sent Frank Ege and email stating that the owner was working on getting the water and sewer connected to the house.

• Storage of drawings from Dennis Kelly’s office. At the end of August, his office will be closed and he would like to have drawings of historical structures from area Architects removed from his office. He has offered the drawings to the commission. The drawings require a space about 8ft x 8ft x 3 feet. After the meeting a group toured the basement of the City Hall, and found a spot that could be used, if another location could be located for IT equipment. Jeff Anderson will check with the availability of the space.

• Leedy Building Fire - Blaze Restoration is working with the Insurance company on the restoration of the building. The insurance claim is approximately $1.3 million.

• First Covenant Church Fire - Brad Hauman is working with the owner on this project.

• The Rock Island Courthouse ruling will be announced in a few days.

• The mural in the courtyard on 6th Avenue is completed. The Quad City Arts Summer teens did the design and painted the wall.

• The City staff is working with the City Administrator on vacant buildings.

• The Moline Facade Committee had no new applications to review, so this months meeting has been canceled.

New Business:

• Jeff Anderson stated that the City has received two copies of the Federal Historic Preservation Laws - 2018 “The Official Compilation of U.S. Cultural Heritage Statues”. They are available in his office.

• Discussion was held on possible replacements for Carm Senatra, who has resigned his position on the Commission. Please submit any names of candidates to Frank Ege or Jeff Anderson and they will forward them onto the Mayor. The commission was thankful for all of Carm’s contributions to Historical Preservation Commission and all his past work with the community.
