City of Moline City Council met July 7.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:36 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent: 

Approval of Minutes 

Committee-of-the-Whole and Council meeting minutes of June 23, 2020 and appointments made during Committee-of-the-Whole on July 7, 2020.

Second Reading Ordinances 

1. Council Bill/General Ordinance 3015-2020 

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including Twenty- Fifth Street, on the west side from Nineteenth Avenue, north 60 feet; and Twenty-Fifth Street, on the east side from Nineteenth Avenue, south 60 feet.

2. Council Bill/General Ordinance 3016-2020 

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, by enacting an amendment to the Zoning Map, incorporated therein as Section 35-3103 (Wade Investments, 4101 John Deere Road).

3. Council Bill/General Ordinance 3017-2020 

An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” of the Moline Code of Ordinances, by enacting one new Section 8-7500, “CRIME FREE RESIDENTIAL RENTAL PROGRAM.”

Resolutions 

4. Council Bill/Resolution 1073-2020 

A Resolution accepting the Comprehensive Annual Financial Report prepared by Baker Tilly Virchow Krause, LLP for the Fiscal Year of January 1, 2019, through December 31, 2019, for all municipal funds.

5. Council Bill/Resolution 1074-2020 

A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Holmes Murphy & Associates, LLC (“Holmes Murphy”) for health benefit consulting services for a period of three years commencing August 1, 2020.

6. Council Bill/Resolution 1075-2020 

A Resolution authorizing the Mayor and City Clerk to execute and attest to a proposal with MidAmerican Energy Company for installation of electric service to the Oak Glen Water Tank site in the amount of $27,852.26.

Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Potter, Moyer, Schoonmaker, Waldron, Berg, Williams, Parker and Wendt; nays: none.

Items Not on Consent: 

Second Reading Ordinances 

7. Council Bill/General Ordinance 3018-2020 

An Ordinance establishing a temporary zoning moratorium for personal storage facilities, as defined by Section 35-3401(a) of the Moline Code of Ordinances, and as listed in corresponding Table 35-3401.1, Permitted Land Uses.

Alderman Parker, seconded by Alderman Moyer, moved to adopt Council Bill 3018-2020. Motion carried on roll call with the following vote: ayes: Aldermen Potter, Moyer, Schoonmaker, Waldron, Berg, Williams, Parker and Wendt; nays: none.

Resolutions 

8. Council Bill/Resolutions 1076-2020 

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Law Enforcement Agreement and its Order No. 1 with LexisNexis Coplogic Solutions Inc. for use of eCrash, an electronic traffic accident reporting and transmission system.

Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1076-2020. Motion carried on roll call with the following vote: ayes: Aldermen Potter, Moyer, Schoonmaker, Waldron, Berg, Williams, Parker and Wendt; nays: none.

Council, Staff and Citizen Comments: 

Alderman Parker acknowledged the good work of Municipal Services Manager Rodd Schick in resolving a residential misunderstanding. Alderman Wendt asked that staff investigate an amendment to the Code of Ordinances to provide the control or elimination of residential raising and sale of pigeons. Interim City Administrator Marty Vanags indicated that a recent report has been addressed. Staff will provide an update/recommendation at the August 4, 2020 meeting. Mayor Acri suggested following the guidelines used for urban hens, as similar issues exist. Alderman Moyer indicated that many issues have arisen recently in Ward 5 and applauded staff’s professionalism.

Mayor Acri stated that the City has received a $200,000 grant from the Illinois Department of Transportation to support the budgeted form-based code initiative and thanked staff and local partners for their work. On July 6, 2020, Moline received notification of a $1.8 million CURES funding allocation. The funds may be used for COVID-19-related and unbudgeted expenditures through December of this year. The funds are anticipated to be disbursed in October.

Executive Session: 

Alderman Potter, seconded by Alderman Waldron, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2(C)(1), Deliberations Concerning Salary Schedules for One or More Classes of Employees-5 ILCS 120/2(C)(2), Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11) and Review of Executive Session Minutes-5 ILCS 120/2(C)(21). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Council reconvened in open session at 7:39 p.m.

On motion of Alderman Potter, seconded by Alderman Parker, Council adjourned at 7:39 p.m.
