City of Moline City Council met July 14.

Council Meeting: The City Council meeting came to order at 7:04 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer and Waldron present. Absent: Aldermen Schoonmaker and Berg.

Resolutions
1. Council Bill/Resolution 1077-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a License and Concession Agreement between the City of Moline and Lil Stevie’s to sell food and beverages from a mobile food unit at the northeast parking lot of Stephens Park from July 17, 2020, through July 16, 2021, as weather permits, at the City’s sole discretion; and authorizing City staff to do any and all things necessary to fulfill the terms of the License and Concession Agreement.
2. Council Bill/Resolution 1078-2020
A Resolution authorizing the Mayor and City Clerk to execute an agreement between the City of Moline and the Board of Education of Moline School District No. 40 setting forth the terms for assignment of four police liaison officers to Moline schools for the 2020-2021 school year.
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer and Waldron; nays: none.

First Reading Ordinances
3. Council Bill/General Ordinance 3019-2020
An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-5209, “FENCE AND WALL REQUIREMENTS,” by repealing subsection (1) in its entirety and enacting in lieu thereof one new subsection (1) dealing with the same subject matter.
4. Council Bill/Special Ordinance 4007-2020
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Lunda Construction Company and its representatives for use of public right-of-way, as well as certain Park property and City-owned property, in conjunction with the I-74 Bridge construction.
Council, Staff and Citizen Comments:
Alderman Potter acknowledged retiring Historic Preservation Commissioner Carm Senatra, noting that Mr. Senatra also served for more than 25 years on the Plan Commission. Potter thanked Senatra for his service to the City.
Mayor Acri discussed challenges faced by many residents due to the COVID-19 pandemic and an inability to reach needed services. The Mayor proposed investing CURES funds in a mobile police unit and partnering with the School District and area social services. The mobile unit would be outfitted with cameras, computers and tables to assist vulnerable populations within the City (e.g. students unable to return to the classroom). Darren Gault, Chief of Police, stated that the unit could travel to various points throughout the City distanced from services. Derke Price, Corporation Counsel, likened the mobile unit to a food truck, stating that the Department of Commerce and Economic Opportunity has encouraged the decentralization of services. Mayor Acri explained that the Moline Community Development Corporation will contribute $5,000 to the estimated $75,000 project. Alderman Parker, seconded by Alderman Wendt, moved to approve the allocation of $70,000 in CURES funding to the project as proposed. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer and Waldron; nays: none.
Executive Session:
Alderman Williams, seconded by Alderman Potter, moved for Executive Session for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer and Waldron; nays: none.
City Council convened in Executive Session at 7:17 p.m.
Council reconvened in open session at 7:28 p.m.
Mayor Acri adjourned the Council meeting at 7:28 p.m.
