City of Moline City Council met July 21.

Council Meeting: The City Council meeting came to order at 8:32 p.m. The Council met in regular session in the Council Chambers at City Hall.
Remote Attendance: Alderman Moyer, seconded by Alderman Waldron, moved to approve the remote electronic attendance of Aldermen Williams, Parker, Wendt, Schoonmaker and Berg. Motion passed unanimously.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Committee-of-the-Whole and Council meeting minutes of July 14, 2020, and appointments made at Committee- of-the-Whole on July 21, 2020.
Second Reading Ordinances
1. Council Bill/General Ordinance 3019-2020
An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-5209, “FENCE AND WALL REQUIREMENTS,” by repealing subsection (1) in its entirety and enacting in lieu thereof one new subsection (1) dealing with the same subject matter.
2. Council Bill/Special Ordinance 4007-2020
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Lunda Construction Company and its representatives for use of public right-of-way, as well as certain Park property and City-owned property, in conjunction with the I-74 Bridge construction.
Resolutions 3. Council Bill/Resolution 1079-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Land Lease Agreement between the City of Moline and GTP Acquisition Partners II, LLC for City-owned property located at 4213 16th Avenue, Moline.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

4. Council Bill/Resolution 1080-2020
A Resolution authorizing certain minutes and portions of minutes of Executive Sessions of the City Council to be maintained as confidential until further reviewed by the City Council; and authorizing the remainder of said Executive Session minutes referenced herein to be made available for public inspection. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1080-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
5. Council Bill/Resolution 1081-2020
A Resolution authorizing the Mayor and City Clerk to execute a Sub-Recipient Agreement with Moline- Coal Valley Community Unit School District 40 for Administration of the CARES Act Grant Program. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1081-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
6. Council Bill/Resolution 1082-2020
A Resolution authorizing the Mayor and City Clerk to execute a Sub-Recipient Agreement with Project NOW for Administration of the CARES Act Grant Program. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1082-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
7. Council Bill/Resolution 1083-2020
A Resolution authorizing the Mayor and City Clerk to execute an Agreement with Mediacom for Equipment in furtherance of the Digital Equity component of the CARES Act Grant Program. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1083-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
First Reading Ordinances
8. Council Bill/General Ordinance 3020-2020
An Ordinance authorizing the issuance of Taxable General Obligation Refunding Bonds, Series 2020B, of the City of Moline, Illinois; and authorizing the Mayor and City Clerk to execute and attest to an agreement disclosure with Robert W. Baird & Co. for underwriting services related to the refinancing of the 2020B bonds.
Council, Staff and Citizen Comments:
Alderman Parker indicated to the City Clerk that he would be emailing a Moline Housing Authority video and asked that she forward it to the rest of the City Council. Alderman Waldron praised the Moline School Board for its thoughtful Return-to-Learn Plan. Mayor Acri noted the Plan’s inclusion of learning alternatives to fit the diverse needs of families.
Executive Session:
Alderman Potter, seconded by Alderman Moyer, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees - 5 ILCS 120/2(C)(1) and the Selection of a Person to Fill a Public Office or the Discipline, Performance or Removal of the Occupant of a Public Office - 5 ILCS 120/2(C)(3). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 8:44 p.m.
Council reconvened in open session at 9:19 p.m. Mayor Acri adjourned the City Council meeting at 9:19 p.m.
