City of Moline City Council met Sept. 15.

Council Meeting: The City Council meeting came to order at 9:00 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/General Ordinance 3026-2020
An Ordinance amending Moline Ordinance No. 88-3-2 which established an Enterprise Zone in the County of Rock Island, Illinois, pursuant to an Intergovernmental Agreement with the Cities of East Moline, Illinois; Moline, Illinois; Silvis, Illinois; Rock Island County, Illinois and the Village of Milan, Illinois. This Ordinance revises Section 3, Exhibits “A” and “B” to include new territory within the Quad Cities Enterprise Zone.
Resolutions
2. Council Bill/Resolution 1095-2020
A Resolution authorizing the Mayor to make application, to enter into an agreement, and to execute all necessary assurances and certifications to the U.S. Department of Housing and Urban Development for Community Block Grant entitlement funding under the Housing and Community Development Act of 1974, as amended, for certain projects and programs for fiscal year 2020; and approving projects and program recommendations of the Citizens Advisory Council on Urban Policy for the use of 2020 Community Development Block Grant funds and the 2020 Annual Action Plan, which contains said projects and programs; and authorizing the Mayor to implement those approved projects and programs upon the approval of the City of Moline 2020 Consolidated Plan, which includes the Annual Action Plan, by the U.S. Department of Housing and Urban Development and to exercise any and all powers required to obtain such funding and to implement those approved projects.
3. Council Bill/Resolution 1096-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Jim Giese Commercial Roofing Inc. for the Moline Public Library Roof Replacement for the amount of $633,400.
4. Council Bill/Resolution 1097-2020
A Resolution authorizing the Mayor and City Clerk to approve and attest to an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire three crossing guards and additional alternates.
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Resolutions
5. Council Bill/Resolution 1098-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a City Art Work License Agreement (“Agreement”) between the City of Moline (“City”) and Moline Community Development Corporation (“MCDC”) through which the Moline Community Development Corporation will commission and pay for artists to paint artwork on City owned planters as part of the City’s Floreciente Streetscape project. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1098-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
First Reading Ordinances
6. Council Bill/General Ordinance 3027-2020
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 3 thereof, “PEDESTRIAN CROSSING SIGNALS,” by repealing “Midblock on Sixteenth Street between Twenty-fifth and Twenty-sixth Avenues.”
Council, Staff and Citizen Comments:
 Various members of Council acknowledged the good work done by Public Works in storm debris pick up; Alderman Potter stated that residents have noted the courteousness and efficiency of the crews.
 Alderman Parker applauded the work of the Moline Police Department during an armed robbery chase today.
 Alderman Wendt shared that his son’s cross country team has been running on Sylvan Island; it is a way to be safe and experience the river.
 Alderman Schoonmaker expressed alarm by the comments shared by Corporation Counsel regarding false reports of secret Council meetings, stating that the record should be set straight.
 Mayor Acri indicated a need to better communicate to our community.
 Mayor Acri noted the success and increased participation at River Action’s Taming of the Slough event last weekend.
 Mayor Acri recently visited Public Works and noted the need for replacement of a grapple truck at a cost of $280,000 and repair of a leaf vacuum truck engine at an estimated cost of $15,000-$20,000. Staff was encouraged to bring needs forward for Council direction, so that public services are not impacted. Alderman Parker, seconded by Alderman Wendt, moved to approve repair of the leaf vacuum. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
Mayor Acri adjourned the City Council meeting at 9:21 p.m.
