City of Moline City Council met Oct. 13.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:29 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. 

Invocation: Alderman Schoonmaker gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: Alderman Williams.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and closed session meeting minutes of October 6, 2020.

Second Reading Ordinances

1. Council Bill/General Ordinance 3030-2020

An Ordinance amending Chapter 34, “WATERS AND SEWERS,” Section 34-4100, “Purpose; Intent,” of the Moline Code of Ordinances.”

2. Council Bill/General Ordinance 3031-2020

An Ordinance amending Chapter 31, “TAXATION,” of the Moline Code of Ordinances, by amending Section 31-1100, “Hotel and Vacation Rental Use Tax Imposed.”

Resolutions

3. Council Bill/Resolution 1101-2020

A Resolution amending Budget Resolution 1159-2019 by authorizing various changes to line items in the FY 2020 Budget and authorizing the Finance Director to do all things necessary to complete said changes.

4. Council Bill/Resolution 1102-2020

A Resolution declaring fourteen fleet vehicles and one salt spreader as surplus, and authorizing the Interim Fleet Manager to reutilize vehicles within the Fleet and extend their useful lives in different capacities to help stabilize the vehicle replacement fund balance over the next 5 years.

Omnibus Vote: Alderman Parker, seconded by Alderman Waldron, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

Resolutions

5. Council Bill/Resolution 1103-2020

Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with McClintock Trucking and Excavating Inc., for Project #1341, 2020 Stormwater Improvements, for the amount of $142,650. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1103-2020. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

6. Council Bill/Resolution 1104-2020

A Resolution authorizing the Mayor and City Clerk to accept and attest to the award of $14,603 from the U.S. Department of Justice 2020 Edward Byrne Memorial Justice Assistance Grant Program. Alderman Parker, seconded by Alderman Waldron, moved to approve Council Bill 1104-2020. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

7. Council Bill/Resolution 1105-2020

A Resolution authorizing the Mayor and City Clerk to execute and attest to, and make certain certifications and assurances related to, the Illinois Department of Transportation’s Enhancement Program (ITEP) grant requirements and conditions to design and construct a multi-use trail in the City of Moline and supporting a grant application to the Illinois Department of Transportation for the Enhancement Program grant and authorizing staff to do any and all things necessary to prepare and submit said grant application to the Illinois Department of Transportation for the Enhancement Program grant. Alderman Parker, seconded by Alderman Waldron, moved to approve Council Bill 1105-2020. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

8. Council Bill/Resolution 1106-2020

A Resolution authorizing the creation of the position of Assistant Finance Director, waiving the requirements of Section 24-2202(a), concerning advertisement of the position, and directing the City Administrator to bring forward a candidate for appointment to that position together with any required adjustments to the Classification and Compensation Plan. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1106- 2020. Alderman Waldron expressed concern at waiving the requirements of Section 24-2202(a) for the Assistant Finance Director position and stated that other vacant, critical positions should be filled first, specifically in Utilities. There was discussion. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Berg, Parker, Wendt, and Moyer; nays: Aldermen Waldron and Potter.

9. Council Bill/Resolution 1107-2020

A Resolution authorizing the Mayor and City Clerk to execute and attest to a City Art Work Licensing Agreement (“Agreement”) between the City of Moline (“City”) and the Moline Community Development Corporation (“MCDC”) to accept a sculpture commissioned by the Moline Community Development Corporation for installation by the City on the City’s wall at 12th Avenue. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1107-2020. Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

First Reading Ordinances

10. Council Bill/General Ordinance 3032-2020

An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” Section 8-2101, “Amendments to the Building Code,” paragraphs “w,” and “x;” and Chapter 25, “PLANNING AND DEVELOPMENT,” Section 25-4112.

Council, Staff and Citizen Comments:

Alderman Parker asked Marty Vanags, Interim City Administrator, to be sure that storm debris is removed from Morgan Park before winter.

Alderman Parker asked about 19th Avenue resurfacing, and Joe Kuhlenbeck, Building Official, explained that work from 12th to 16th Street is included in the 2021 Capital Improvement Plan, and staff will investigate grant funding for the area from 12th Street to the Rock Island border.

Alderman Wendt thanked staff for support of area realtors’ annual clean-up effort around SouthPark Mall.

Alderman Wendt acknowledged Buck Wendt, former Moline Mayor, who passed away last weekend.

Alderman Potter praised the work of the Black Hawk College trade apprenticeship program.

Alderman Waldron moved to direct the Interim City Administrator to fill staff vacancies in Water, Sewer and Storm Water Utilities. Seconded by Alderman Potter. There was discussion. Alderman Wendt, seconded by Alderman Berg, moved to amend and direct staff to bring a City-wide priority list of positions to be filled and a timeline for hire. Marty Vanags, Interim City Administrator, explained that at the Council work session scheduled for October 24, 2020, staff will present a City-wide staffing recommendation, including an aggressive plan to quickly fill Utilities vacancies. There was discussion. Vanags stated that he would like the Council to see the entire plan before making a decision. Motion passed on roll call with the following vote: ayes: Aldermen Schoonmaker, Berg, Parker, Wendt, and Moyer; nays: Aldermen Waldron and Potter. The amended motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Berg, Parker, Wendt, and Moyer; nays: Aldermen Waldron and Potter. There was discussion. Alderman Wendt made a motion to direct staff to bring requests for help to the City Council if needed. Seconded by Alderman Parker. Motion passed on roll call with the following vote: ayes: Aldermen Schoonmaker, Berg, Parker, Wendt, and Moyer; nays: Aldermen Waldron and Potter.

Alderman Berg asked staff to resend the list of employees who participated in the early retirement incentive.

Darren Gault, Chief of Police, shared that October 24th is National Prescription Drug Take Back Day. A drive- thru service will be offered at the Moline Police Department from 10:00 a.m. to 2:00 p.m., to collect prescription pills and patches for disposal. Liquids, inhalers and sharps/needles will not be accepted.

Executive Session:

Alderman Moyer, seconded by Alderman Potter, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Schoonmaker, Waldron, Berg, Parker, Wendt, Potter and Moyer; nays: none.

City Council convened in Executive Session at 7:08 p.m.

Council reconvened in open session at 7:27 p.m.

Mayor Acri adjourned the Council meeting at 7:27 p.m.
