City of Moline City Council met Nov. 10.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 10:06 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Williams gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Approval of Minutes

Committee-of-the-Whole, Council and Executive session minutes of the October 27, 2020 meetings.

Resolutions

1. Council Bill/Resolution 1111-2020

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire two firefighters in January 2021, to fill current vacancies and thereafter when practicable based on retirements.

2. Council Bill/Resolution 1112-2020

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Water Plant Manager, Utilities Laboratory Technician and Water Distribution Mechanic to fill current vacancies.

3. Council Bill/Resolution 1113-2020

A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Midland Davis Corporation, for Storm Debris Removal, for the amount of $22,985.

4. Council Bill/Resolution 1114-2020

A Resolution authorizing and ratifying, Nunc Pro Tunc, the Action of the Interim City Administrator posting and advertising for the position of Community and Economic Development Director with an annual salary of $127,149.

5. Council Bill/Resolution 1115-2020

A Resolution authorizing and ratifying, Nunc Pro Tunc, the Action of the Interim City Administrator posting and advertising for the position of Director of Engineering/City Engineer with an annual salary of $127,149.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Resolutions

6. Council Bill/Resolution 1116-2020

A Resolution authorizing the appointment of Lori Ulloa to the position of Assistant Finance Director and ratifying, Nunc Pro Tunc, the actions of the Interim City Administrator in connection therewith. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1116-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Moyer, Schoonmaker and Berg; nays: Aldermen Potter and Waldron.

7. Council Bill/Resolution 1117-2020

A Resolution authorizing an increase in annual salary for Police Captain Brian Johnson. Alderman Parker, seconded by Alderman Williams, moved to approve Council Bill 1117-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

8. Council Bill/Resolution 1118-2020

A Resolution authorizing the promotion of Chris Mathias to Land Development Manager. Alderman Parker, seconded by Alderman Berg, moved to table Council Bill 1118-2020 until which time the position of Director of Community and Economic Development is filled. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: Alderman Potter.

9. Council Bill/Resolution 1119-2020

A Resolution authorizing the promotion of David Rowatt to IT Manager. Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1119-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

10. Council Bill/Resolution 1120-2020

A Resolution approving Executive Order 2020-11-5 Instituting Emergency Procurement Program, Bars and Restaurants, Contracting for Implementation Services in Response to Governor Pritzker’s Order of Tier 1 Mitigation Measures for Region 2. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1120-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

11. Council Bill/General Ordinance 3033-2020

An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” of the Moline Code of Ordinances, Section 8-7500, “CRIME FREE RESIDENTIAL RENTAL PROGRAM,” subparagraph (a).

12. Council Bill/General Ordinance 3034-2020

An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, Section 4- 4110, “SALES OF SINGLE SERVINGS OF ALCOHOLIC BEVERAGES,” and Sections 4-3302, 4-3303, 4- 3304, 4-3305, 4-3306, 4-3307, 4-3309, 4-3310, 4-3315 concerning the sale of package goods, and deleting Section 4-3208, “LICENSE FEES,” subparagraph (g) in its entirety.

Council, Staff and Citizen Comments:

Alderman Parker expressed his thanks to all veterans for their service, most specifically Aldermen Williams, Moyer and Waldron.

Alderman Wendt shared that the City of Rock Island recently passed an ordinance regarding personal storage whereby a user fee will be implemented, which might be considered by Moline. Alderman Wendt moved to direct staff to bring a plan and revenue projection for Council consideration. Motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: Alderman Potter.

Mayor Acri shared a letter from a resident praising the work of the leaf crew: Bill, Cory and Chris.

Executive Session:

Alderman Williams, seconded by Alderman Waldron, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1) and Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 10:09 p.m.

Council reconvened in open session at 10:25 p.m.

On motion of Alderman Potter, Mayor Acri adjourned the Council meeting at 10:25 p.m.
