Village of Orion Plan Commission and Zoning Board of Appeals met Oct. 28.

Here is the minutes provided by the commission and the board:

The regular meeting of the Plan Commission and Zoning Board of Appeals of the said Village was held at 7:00 p.m. via Zoom electronic means versus at Village Hall, 1202 4th Street, Orion, Henry, Illinois, due to the COVID-19 pandemic. The following members were present: Weber, Peterson, Saunders, Seys, and Thompson. Absent: None.

The meeting was called to order by Chairman Weber.

It was moved by Seys, seconded by Saunders to approve the minutes of the regular meeting held June 24, 2020. Ayes: Weber, Peterson, Saunders, Seys, and Thompson. Noes: None. Absent: None.

Chairman Weber swore in Ryan and Amanda Ferry to testify in their request. Mr. & Mrs. Ferry requested a zoning change from multiple family residential to commercial at 1209 1st Street, Orion, IL in order to operate a beauty salon. Mrs. Ferry plans to move her beauty salon from Andover to Orion. It was noted there will be no on-street parking and the building at 1209 1st Street will be improved from its current state of condition in order to house the salon. There is a rental house on the property along with the building that will house the salon. Mr. Ferry said he spoke with one neighbor about the zoning change request, and Clerk Sampson said proper notice had been given in the newspaper. Only two or three vehicles will be present at one time and salon visits will be by appointment. It was noted the property is across the street from other commercial properties such as Subway, Pizza Hut, and a trucking company. It was moved by Thompson, seconded by Seys to recommend approval of the request by Ryan and Amanda Ferry to change zoning from multiple family residential to commercial at 1209 1st Street, Orion, IL in order to operate a beauty salon. Ayes: Weber, Peterson, Saunders, Seys, and Thompson. Noes: None. Absent: None.

Chairman Weber swore in Brandi Wells to testify in her request. Mrs. Wells, and Mr. & Mrs. Terry Miller, owners of the property at 1002 12th Avenue, Orion, IL requested a special use permit to operate a day care at the property. Mrs. Wells would like to move her existing day care from another property in Orion to 1002 12th Avenue. She is currently licensed at the other address. Member Saunders asked if a fence would be erected. He said the property is located at a busy intersection. Mrs. Wells said the state does not require a fence. She plans to park vehicles along the edge of the property and use them as a buffer to deter children from getting in the street, and she noted day care staff are always present with the children outdoors. The state of Illinois must review the property before Mrs. Wells’ day care license is approved at the new location. Mrs. Wells said she spoke with the neighbors about the special use permit request and they posed no objections. There was brief discussion about whether or not special use permits expire. It was moved by Thompson, seconded by Peterson to recommend approval of the request by Mrs. Brandi Wells and Mr. & Mrs. Terry Miller for a special use permit to operate a day care at 1002 12th Avenue, Orion, IL. Ayes: Weber, Peterson, Saunders, Seys, and Thompson. Noes: None. Absent: None.

There being no further business to come before the board, it was moved by Peterson, seconded by Saunders to adjourn. Ayes: Weber, Nelson, Peterson, Saunders and Coulter. Noes: None. Absent: Thompson.
