ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico. 6:54 p.m.

2021 WATER/WASTEWATER CHEMICAL BIDS (Ms. Huber – Interim Director of Water Filtration)
Each year Bi-State Joint Purchasing Council solicits bids for water treatment chemicals. East Moline, along with other communities in the Illinois Quad-Cities participates in this process to seek discounts and better pricing on larger volumes of chemicals purchased. This process guarantees our chemical prices and our supplies for the next calendar year.
Attached are the results of the prices received for East Moline's chemicals for the next calendar year starting 1 January 2021. As you can see there have been decreases in some chemicals while some have remained relatively stable in price. Adjustments to the 2021 budget were made based on these bid prices.
The lowest responsive bidder is listed in bold for each chemical on the attached sheet.

RECOMMENDATION:
Approve the purchase of chemicals from the lowest responsive bidder, listed in bold on the attached sheet for the 2021 calendar year.
A motion was made by Alderman O’Brien, seconded by Alderman Toppert to concur with the recommendation as presented. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.
AGREEMENTS WITH REPUBLIC SERVICES FOR REFUSE/RECYCLING, LANDFILL HOST, AND SEWER CONSTRUCTION REIMBURSEMENT (Mr. Maxeiner – City Administrator)

RECOMMENDATION:
Staff recommends approval of the agreements to enable the award of bid for sewer construction.
DISCUSSION:
A discussion was held regarding various aspects of this issue and what impact it would have on the City.
A motion was made by Alderman Rico, seconded by Alderman Kotoku to concur with the recommendation as presented. Upon roll call the following voted in favor: Rico, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Abstention: Toppert. Motion carried. 6 – 1 Abstention

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried. 7:05 p.m.
