The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:58 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman CHRIS KOPP was excused.

Also present was CHRISTOPHER SULLIVAN, City Administrator & Chief of Police, and JAROD DALE, City Clerk.

The media was represented by Jim Taylor, WRMJ and Cala Smoldt, Mercer Co. News. COMMITTEE OF THE WHOLE

Public Comment: No Report.

Presentation: Jeni Bukolt, Haven Creative Agency, provided a presentation regarding the Aledo Branding Project. Bukolt reported Haven Creative has been working with the City and key stakeholders in the community since November, 2020. Families, adventure seekers, entrepreneurs, and those looking to escape the status quo and the routine of life for new opportunities is the target audience for the branding story.

The Brand Story was presented as follows:

Set in the scenic countryside just 30 minutes south of the quad cities, Aledo is an idyllic retreat from routine. In Aledo you’ll find a place to unwind, reconnect with friends and explore the unbeaten path. Discover the history of the eclectic architecture on Main, connect with friends in Central Park at annual festivals, or explore off-road trails on your ATV, you can find it all in Aledo.

The branding story is described as follows:

“The unbeaten path literally speaks to the trails but is also a metaphor for the chance to explore something new, start a new business, escape the “routine” of waking up, sitting in traffic, commuting to work, etc. Aledo offers the unknown chance to create something new. Aledo is opportunity. This story will focus on what makes Aledo special – that it is remote, that it is a retreat from the city, that it has wide open spaces.” – Jeni Bukolt.

Communication & Correspondence: No Report.

Requests & Petitions: Marla Reynolds, Mercer County Family Crisis Center, appeared before the Committee of the Whole to request City Sponsorship in the amount of $5,000 for F/Y 2021.

Public Works Activity Report:

∙ Streets: Clean and organize shop; work at S. Lagoon; fixed suck hole at NW 7th St; changed oil in lawn mowers; patch potholes; and Division began class for spray applicator license.

∙ Gas: JULIE’s; organize shop; change two (2) meters; repair leak at YMCA; training on the new scraper tools and new CGI detector; assist the W/WW and Cemetery Divisions with work; and attended plumbing and gas training.

∙ Water: JULIE’s; NE 6th Avenue sewer; service disconnect form review with office staff; train gas worker on trimble; work on cross connection survey; risk and resilience plan; and repair gas leak at YMCA.

∙ Cemetery: One (1) Funeral. Remove old flowers off grave sites; dirt work at settled foundations; pick-up limbs; clean loader; and assist Gas Division. ∙ DPW: occupancy inspections at YMCA, Skinner Landscaping and Mercer Carnegie Library. Other work consisted of Sponsler Manor Subdivision work; Breezy Acres Subdivision work; branding; property maintenance correspondence; NE 6th Ave sanitary sewer work; SE 8th Ave sanitary sewer project review with Hutchison Engineering; Lower building demolition correspondence; Park District pool building coordination.

Aledo Police Department Activity Report: ADMINISTRATOR/CHIEF Sullivan reported Officer Tyler Mattson graduated from the Southwestern Illinois Police Academy’s basic police officer training course on Friday, March 12, 2021. The examination for certification as a police officer in the State of Illinois on that date was taken as well. Mattson will start his field training on Monday, March 15, 2021 and his field training officer (FTO) will be Sgt. Adam Baker.

Officer Waldrup completes his 9th week of academy training on Friday, March 12. He is scheduled to graduate on Friday, April 16, 2021. He is attending the Macon County Law Enforcement Training Center’s basic police officer course. Waldrup has begun his filed training program on weekends, on his days off between weeks of academy training.

The Department is experiencing issues with vehicle maintenance. The Department’s newest vehicles are 2016 Chevrolet Impalas. Squad #3, one of the Impalas, was down for approximately 2 weeks getting repair work done. It cost over $2,000 for those repairs and within a week it was back out of service. The City ordered a squad car last year (2020) and there were none available. The vehicle is on back order and we still do not have even a tentative delivery date.

The Department is beginning to plan for the yearly National Nights Out event which is traditionally held in August of each year. The event was cancelled last year due to COVID-19 restrictions. The event will be held this year, and a date will be selected in the immediate future. As in past years, we will be using Central Park and the parking lot north of the park. The entire community will be invited to come and interact with the officers, see demonstrations, and check out the material available from the booths of other agencies in Aledo who provide services to the community.

Administration Report: No Report.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch proclaimed Thursday, April 1st as Junior Achievement Day in Aledo, Illinois. The proclamation is to recognize and celebrate JA’s mission in our community.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN BEWLEY to approve the meeting minutes of March 01, 2021 as presented. A Roll call vote was recorded as follows:

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN SARABASA that the Invoice Listing, which has been marked Exhibit “C”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Dixon, Holmes, Sarabasa, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 03, SERIES OF 2021; REDUCING THE NUMBER OF CLASS “D” LIQUOR LICENSES WITHIN THE CORPORATE LIMITS OF THE CITY OF ALEDO: (SECOND READING)

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN BERTRAND to adopt Ordinance No. 03, Series of 2021; Reducing the Number of Class “D” Liquor Licenses within the Corporate Limits of the City of Aledo; that Section 3-2-8- D of the City Code shall be amended as follows: That the total number of Class D liquor licenses issued by the City shall not exceed a total of four (4). A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Holmes, Sarabasa, Bertrand, and Bewley. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 04, SERIES OF 2021; CREATING A FIFTH CLASS “C” LIQUOR LICENSE WITHIN THE CORPORATE LIMITS OF THE CITY OF ALEDO: (FIRST READING)

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to waive the 2nd reading for Ordinance No. 04, Series of 2021; Creating a Fifth Class “C” Liquor License within the Corporate Limits of the City of Aledo. A Roll call vote was recorded as follows:

YES: Cooper, Dixon, Holmes, Sarabasa, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to adopt Ordinance No. 04, Series of 2021; Creating a Fifth Class “C” Liquor License within the Corporate Limits of the City of Aledo. A Roll call vote was recorded as follows:

ORDINANCE NO. 05, SERIES OF 2021; APPROVING OFFICIAL ZONING MAP FOR 2021: (FIRST READING)

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN SARABASA to waive the 2nd reading for Ordinance No. 05, Series of 2021; Approving Official Zoning Map for 2021. A Roll call vote was recorded as follows:

YES: Holmes, Sarabasa, Bertrand, Bewley, Chausse, Cooper, and Dixon. NO: None. Motion carried. 7 yeas, 0 nays.

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN CHAUSSE to adopt Ordinance No. 05, Series of 2021; Approving Official Zoning Map for 2021. A Roll call vote was recorded as follows:

YES: Sarabasa, Bertrand, Bewley, Chausse, Cooper, Dixon, and Holmes. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 06, SERIES OF 2021; AMENDING TITLE 1, CHAPTER 10, SECTION 1 OF THE CITY CODE REGARDING THE OFFICIAL SEAL OF THE CITY OF ALEDO: (FIRST READING)

Section 1-10-1 of the Aledo City Code entitled “Seal Established” is hereby stricken in its entirety and replaced as follows:

1-10-1: SEAL ESTABLISHED:

The official seal of the city shall be as follows: A circle with the word ALEDO featured in the center, in a slightly tilted upright angle, set above the word ILLINOIS and below the image of a rhubarb leaf. The top portion of the circle includes text that reads, “The City Of”. The bottom portion of the circle includes text that reads, “Established in 1855”.

The second reading to be held on Monday, April 5th, 2021 at 6:30 o’clock p.m. in the City Council Chambers.

RESOLUTION NO. 09R, SERIES OF 2021; APPROVING PROPOSAL FOR ENGINEERING / DESIGN / BIDDING / CONSTRUCTION CONTRACT / ASBESTOS TESTING SERVICES BY KLINGNER & ASSOCIATES, P.C. FOR EXTERIOR REPAIRS TO THE PUBLIC WORKS BUILDING:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN HOLMES to approve Resolution No. 09R, Series of 2021; Approving Proposal for Engineering / Design / Bidding / Construction Contract / Asbestos Testing Services by Klingner & Associates, P.C. for Exterior Repairs to the Public Works Building; regarding Phase I Project for a lump sum payment of $84,000.00, plus reimbursable expenses. A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Dixon, Holmes, and Sarabasa. NO: None. Motion carried. 7 yeas, 0 nays.

MOTION APPROVING SANITARY SEWER REPAIR AT NE 6TH AVENUE AND NE 4TH STREET:

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN BEWLEY to approve the emergency repairs completed by Craig Zenk Excavating for Sanitary Sewer at NE 6th Avenue and NE 4th Street in an amount not to exceed $9,630.10. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Dixon, Holmes, Sarabasa, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

STANDING COMMITTEE REPORTS: A Joint Ordinance & Police and Personnel Committee meeting to be held on Monday, March 29th at 6:00 o’clock p.m. in the City Council Chambers.

OLD BUSINESS:

ALD. Bertrand reported interviews for W/WW Worker position were conducted recently with no final recommendation to be made back to the Personnel Committee. The Committee will need to discuss if the City should re-open the application process again to solicit additional applications for the position.

NEW BUSINESS:

City Staff reported the Rhubarb Festival Committee is in-favor of holding the festival this year but postponing a final decision until April 13th. The Committee is looking to make sure the Health Department and Governor are open to these types of festivals being held this year with current COVID-19 restrictions.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN HOLMES and seconded by ALDERMAN CHAUSSE that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:23 P.M.
