City of Aledo City Council Met May 3.

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:34 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman TERRY BEWLEY was excused.
Also present was CHRISTOPHER SULLIVAN, City Administrator & Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, SANDY BULL, City Treasurer, and JAROD DALE, City Clerk.
The media was represented by Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
Public Comment: No Report.
Communication & Correspondence: Melvin Bond provided correspondence to the City Council reporting Mercer County had discontinued furnishing Grave Marker Flags to be placed on every veteran’s grave each Memorial Day, several years ago. The American Legion Post 121, in an effort to see to its veterans are honored, continued those efforts by placing flags on every veteran’s grave for Memorial Day. Bond reported, surrounding communities have since contacted the American Legion because those communities purchase flags for their own communities. This has caused a dilemma at the American Legion as they have members from some of these communities. The question is being asked if Post 121 furnishes flags for Aledo why not those for other communities.
Bond has requested City Sponsorship to help furnish the flags at the Aledo Cemetery. They roughly place 700 plus flags at the Cemetery during the holiday. After review, the City Council provided support for the request in the amount of $500 for city sponsorship.

Special Event: Memorial Day Parade and Remembrance Service by Fallerans American Legion Post 121 – May 31, 2021 to begin at 10:45 o’clock a.m.
Special Event: Traveling Vietnam Memorial Wall at Monument Park – June 2 – 7, 2021. Opening Ceremony to be held on June 3rd at 6:00 o’clock p.m. and a Closing Ceremony to be held on June 6th at 2:00 o’clock p.m.
Special Event: Aledo Rhubarb Festival – Downtown Aledo. June 4 – 5, 2021.
Public Works Activity Report:
∙ Streets: Complete first round of weed spraying; mowed; compiled a list of trees for removal; gathered estimates for asphalt patching and sidewalk replacement.
∙ Gas: JULIE’s; gas meter work; removed service from Farmer’s Grain & Coal; installed new service to Blessed by Nature; assisted the W/S Division with multiple work orders and projects; and assisted Street Division with mowing.
∙ Water: JULIE’s; W/S investigation at Farmer’s Grain & Coal; monitor Brookstone lift station; assist in a water leak at Genesis Health Center; met with Hutchison Engineering for SE 8th Ave sewer project; and organized storage building project.
∙ Cemetery: Three (3) Funerals occurred. Fix stones & foundations; mowing.
∙ DPW: Review of building permit applications; inspections; and Rhubarb Festival preparation. Occupancy inspections were completed for the new Casey’s General Store; and the Will Hall building. Two (2) new flagpoles were ordered for Central Park and Monument Park. New LED lights have been ordered for the Central Park Pavilion, along with new security lights and can lights for the bandshell. Summer seasonal workers are close to being finalized. Staff met last week to start discussion on the badger meter replacement project.
∙ Ion Environmental Solutions: Cahoy was onsite at WTP to reinstall high service pump 2 and is back in the automatic rotation with the other two (2) pumps. Began installation of the new chemical tanks and hope to be completed by the 29th. Work has begun on the new lagoon radios and hope to be up and running in the next few weeks. Mississippi Valley Pump came to do their yearly maintenance check on the lift stations. Pump 1 at the pond lift station tested bad. The pump has been pulled and waiting to hear back on repairs or replacement.
Aledo Police Department Activity Report:
ADMINISTRATOR/CHIEF Sullivan reported
Officer Waldrup completed his academy training on April 16, 2021. Waldrup started working on his field training while he was still attending the academy. Waldrup will complete his field training with Sgt. Adam Baker. He is scheduled to be released to solo patrol duties on Monday, May 10, 2021. Officer Mattson has been released to solo patrol. Mattson has been working on his own for a couple of weeks.
We also took a step back on the staffing level front. Officer Andrew Christie has resigned his position with this Department effective May 7, 2021. He is not leaving for another law enforcement related position. He plans to transition to civilian life and will return to his former position with Labor Union Local 309.
The Department is still attempting to recruit and hire two (2) part-time officers. The Basic Police Academy for part-time officers starts in June. There will be an academy session held in Galesburg. We have had two (2) applications submitted. We will also continue to accept applications for full-time employment with the Department.
The part-time records clerk position in the Police Department is being advertised currently. Applications are being accepted until the end of the business day on Friday, June 4, 2021.
Squad cars remain unavailable. The squad car ordered in 2020 is still backordered and there is no estimated delivery date. The Department has been unable to order a squad car so far in 2021. New orders are not even being taken for backorder at this point. It was estimated by one state bid dealership that squad cars will not be available until 2022.
Administration Report:
CITY CLERK Dale reported in mid-April, the final imagery was made available on Connect for Mercer County and the City of Aledo. The imagery has completed the transition and is no longer available in Early Access, it is only available in Connect. As soon as the mosaic is available in Connect, the hard drive will be ready to ship.
CITY CLERK provided reports regarding payroll and utility billing for the month of April.
CITY CLERK reported auditors from Carpentier Mitchell Goddard & Company, LLC were in City Hall beginning Monday, April 26th. The field work was set for five (5) days and was completed in three (3). Finalizing the CAFR is being worked out with the Auditors and Cindy Parchert, Finance Director. City Staff to finalize a date for presentation to the City Council and the City is required to have the CAFR completed and filed by the end of June, 2021. Tentative date is June 7th for the presentation to Council.
Mayor’s Report:
MAYOR Hagloch reported a private tour of the renovations completed by WJ Albertson to be provided for City Council members on May 20th at 5:30 p.m. Plans will be to meet first at City Hall and then move to the first building for a tour. The Downtown Aledo Open House Event to be held on Friday, May 21st from 3:00 p.m. to 7:00 p.m. The open house event will take place at various local businesses and attendee’s will be able to tour some of the newly remodeled buildings. The remodeled Mercer Carnegie Library building, the former Hall’s Shoe Store, and the former Appleton Law Office are apart of the open house event. Other downtown businesses will be open for shopping and dining.
Committee Report:
ALD. Cooper reported the Public Property, Streets & Sidewalks Committee met on April 26th to review two (2) annexations. One (1) being the lot next to the Cemetery that was purchased by the City and the other is for property located at 604 SE 8th Avenue. Also, discussed a potential development request for property located at NE 10th Street, Sponsler’s Manor, with no final recommendations made at this time.
ALD. Chausse reported the Ordinance & Police Committee met on April 26th to recommend approval of an amendment to Title 1, Chapter 5, Section 10 of the City Code regarding the approval of matters at Council meetings of the City Council of the City of Aledo related to Consent Agenda. The ordinance will include a consent agenda to the City Council’s formal procedures related to Council. Also, the Committee discussed the throwing and dumping of waste that is prohibited on city streets by Millennium Waste Inc. The matter is to be addressed with MWI by City Staff.

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN KOPP to adopt Ordinance No. 09, Series of 2021; Approving the Acquisition of Property from Farmer’s Grain & Coal Company of Aledo; 110 SE 3rd Avenue, Aledo, IL; purchase price of the property $41,450; Purchaser will pay 50% of the amount by which the actual demolition costs incurred by Seller for demolishing the improvements on the Property exceed $82,900; provided, however, that the total purchase price paid by Purchaser shall not exceed $50,000; the Parties will sign a lease assignment agreement for the cell tower lease between Seller and American Tower, LLC; Seller will retain income for a period of 11 years after the Closing. NEW BUSINESS: ALD. HOLMES inquired on the status of directional signage for the Industrial Park. It was noted, as part of the redevelopment agreement with Twin State, Inc., the City would provide new directional signage in the industrial park area. City Staff reported the signage still needs to be worked on by staff and the new branding would be incorporated into the new signage.
CITY COUNCIL discussed the possibility of a splash park in Aledo and for the community to utilize. This was suggested to be a beneficial economic development tool for Aledo. MAYOR Hagloch reported funding for such a project would need to be established. MCBT to potentially be offering a new round of requests through the Looser-Flake Foundation soon as a potential funding source.
ALD. Doherty noted in the 2020 census Aledo’s population had went down from 2010. It was encouraged the City Council look at ways to attract new residents and visitors to the community.
