City of Aledo City Council Met June 21.

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:
Aldermen BARRY COOPER, ZACH FRICK, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman MICHAEL CHAUSSE, DENNIS DIXON, and JAY DOHERTY were excused.
Also present was JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.
The media was represented by Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
Public Comment: No Report.
Communication & Correspondence: No Report.
Requests & Petitions: No Report.
Public Works Activity Report:
• Streets: Rhubarb Festival clean-up; Street Superintendent also completed his Class “C” Water re-certification training; sprayed weeds at both lagoon sites and hydrants along the transmission line.
• Gas: JULIE’s; SW 3rd Avenue Gas Main project is out for bid; Gas Superintendent has been working on the SCADA system with Britton Electronics; complete UB shut-off’s and abnormal meter readings.
• Water: JULIE’s; removed the south fence and brush at the N. Lagoon; dirt work at two (2) water leak sites; met with Hutchison Engineering to complete the sewer project plans for NE 6th Avenue and SE 8th Avenue; and attended IRWA training.
• Cemetery: Three (3) Funerals occurred. Fix stones & foundations; mowing.
Aledo Police Department Activity Report: ADMINISTRATOR/CHIEF Sullivan provided a report noting the Department will be an additional officer short for an unknown period of time. One of the officers is on family medical leave and will be taking sick time and other leave time to assist. The officer is currently scheduled to return to work in July.
There is still no estimated delivery date for the squad cars that were ordered. It is possible they will be delivered in early 2022. There is also some possibility they will be delivered in late 2021.
Administration Report: The fireworks display is currently scheduled to be held on Sunday, July 4th, at the Mercer County Fairgrounds. We do not have a rain date, and this is a much-delayed roll over date from last year. There were no fireworks in 2020, due to the COVID-19 pandemic restrictions and executive orders.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch reported the Rhubarb Festival is in the planning stages for 2022 with the 30th Anniversary celebration. Entertainment has been discussed and the discussions related to the production of additional pies for that Saturday evening should there be music in Central Park. MAYOR reported Farmer’s Grain & Coal project plans have been reviewed and the Mayor is hopeful that equipment would be moved in soon for demolition.
MAYOR reported, a possible Tax Increment Financing (TIF) Committee and Public Property, Streets & Sidewalks Committee meeting could be scheduled for Thursday, July 8th. A final determination on the scheduling of committee meetings to be finalized at a later date.

REGULAR COUNCIL SESSION

CONSENT AGENDA
Motion was made by ALDERMAN FRICK and seconded by ALDERMAN KOPP to approve the following agenda items:
• Approval of Minutes of the Regular Meeting of June 07, 2021
• Approval of Finance: Invoice Listing – AP11.
• Approval of Ordinance No. 14, Series of 2021; An Ordinance designating the establishment of a yield sign at a certain intersection on SE 8th Street and SE 22nd Avenue; for all traffic traveling East on said SE 8th Street. (Second reading)
A Roll Call vote was recorded as follows:
YES: Cooper, Frick, Holmes, Kopp, and Sarabasa.
NO: None. Motion carried. 5 yeas, 0 nays.
PUBLIC COMMENT: No Report.
ACTION ITEMS
No Action taken.
OLD BUSINESS:
ALD. Frick inquired on the status of the work to be completed to the store-front at the Button Building. City staff reported a quote was received from Eric Hoffman and the contractor is scheduled to scrape and re-paint the store-front in the coming weeks. Paint has also been ordered.
NEW BUSINESS:
ALD. Kopp inquired on the status of the intersection of NE 5th Avenue and E. Main Street and potentially making the intersection into a four-way stop. It was noted during discussion this particular intersection is located at Edwards River Library. MAYOR Hagloch reported CHIEF Sullivan is to be completing a traffic study at this particular intersection.
ALD. Cooper asked City staff to contact Doherty Brothers to clean-up the weeds and shrubs at their new commercial property, that is being renovated at 204 SE 6th Avenue.
ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:35 P.M.
