City of Aledo Ordinance and Police Committee Met April 26.

The Ordinance & Police Committee of the City of Aledo met in Open Session via video communications. Chairman MICHAEL CHAUSSE called the meeting to order at 6:25 P.M. The roll was called, whereupon the following committee members answered present:
Aldermen ILA BERTRAND, MICHAEL CHAUSSE, and CHRIS KOPP. Mayor CHRISTOPHER HAGLOCH. Alderman TERRY BEWLEY was excused.
Also present were BARRY COOPER, Alderman, DENNIS DIXON, Alderman, JIM HOLMES, Alderman, LINDA SARABASA, Alderman, CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.
Approval of Committee Minutes: Motion was made by ALD. BERTRAND and seconded by ALD. KOPP to approve the Ordinance & Police Committee meeting minutes of 03/29/21 as presented. A Unanimous voice vote followed in agreement.

New Business –
Discussion Amending Title 1, Chapter 5, Section 10 of the City Code regarding the Approval of Matters at Council Meetings of the City Council of the City of Aledo:
A Consent Agenda contains routine items which are not controversial in nature and which do not need further discussion. Early in the Council meeting, the whole group of items may be approved with one motion and one roll call vote.
Generally, the Consent Agenda portion of the printed Agenda is preceded by an explanatory note to the public, such as the following:
“All matters listed under Consent Agenda, are considered to be routine by the City Council and will be enacted by one motion in the form listed below. There will be no separate discussion on these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.”
A draft ordinance has been created for discussion purposes. The City Clerk’s office would like to include a Consent Agenda to our procedures.
65 ILCS – 3/11 – 17 allows: The Corporate Authorities by unanimous consent to take a single vote by yeas and nays on the several questions of the passage of any 2 or more of the designated ordinances, orders, resolutions or motions placed together for voting purposes in an under the designation “omnibus vote.”
Motion was made by ALD. KOPP and seconded by ALD. CHAUSSE to approve and move the item to the City Council for final approval. A Roll call vote was recorded as follows:
YES: Bertrand, Chausse, and Kopp. NO: None. Motion carried. 3 yeas, 0 nays.
Discussion regarding Title 7, Chapter 3, Section 10 of the City Code: Throwing and Dumping Waste Prohibited:
ALD. Chausse reported there is violation of throwing and dumping waste onto roadways after every weather event regarding rain. Discussion was held if the waste that is spilling onto roadways is resulting from the dumpsters or the trucks that leak water onto the street.
To date, MWI has not renewed their waste hauler license which will expire on April 30th.
Discussion was held if citations would be cited to the driver but was noted that would need to be proved that the driver did in fact allow the waste onto the roadway or would visibly need to be seen.
ALD. Chausse requested a letter be sent to MWI giving a warning to the waste hauler company that a ticket could possibly be issued. City Attorney Walton to draft a letter and send to MWI.
In other discussions, ALD. Chausse reported that with prior issues in obtaining/retaining an School Resource Officer (SRO) in the schools, that it would be advantageous if Aledo could solicit an ex-military or former police officer to fill the position. But, it was noted legislation with the State would need to be obtained. ALD. Chausse and CHIEF Sullivan to contact Aledo’s state representatives in the House and Senate to request change in current legislation.
ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN KOPP that the meeting be adjourned. Unanimous voice vote followed in agreement. Meeting was adjourned at 6:48 P.M.
