City of Aledo City Council met Aug. 16.

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:
Aldermen MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, ZACH FRICK, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.
Also present was CHRISTOPHER SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.
The media was represented by Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.

Requests & Petitions: No Report.
Public Works Activity Report:
• Streets: Met with Henderson County Highway Department to review chip sealing of roads at the Aledo Cemetery; installation of flag pole at Central Park; striped pavement markings downtown; and patched streets.
• Gas: JULIE’s; deliver letters; read meters; assist W/WW Division while Superintendent was on leave.
• Water: JULIE’s; flushing hydrants; coordinate two (2) waterline leak repairs. • Cemetery: Four (4) Funerals occurred. Fix stones & foundations; mowing. • DPW: Button Building painting complete; discussed the SE 8th Avenue & NE 6th
Avenue sanitary sewer plans with Hutchison Engineering; complete a storage building bid advertisement; SXS path project; multi-use path RFQ; baseball field backstop poles, seeding and waterline install; farmer’s grain & coal demolition; and Antique Days review.
Aledo Police Department Activity Report: ADMINISTRATOR/CHIEF Sullivan reported the Department is in the process of adjusting the part-time wage to $25.00 an hour and attempting to attract part-time officers to work as many of the open shifts as possible. We will continue to seek trained officers and retiring officers who can be hired as lateral hires at the higher pay rates provided to veteran officers.
Our newest Department employee. Officer Clifford Adam, will be at the Council meeting to be introduced to the aldermen and staff.
There is still no estimated delivery date for the squad cars that were ordered. It is hoped that they will be delivered in early 2022, but there is also some possibility delivery may take place in late 2021.
The Department will continue to service all of the current vehicles and attempt to keep each in good running condition. The Tahoe we currently operate is in good working condition, but has started to get minor rust spots and the wheel rims are deteriorating. The rust spots will be repaired and touched up. The wheel swill be replaced. The current decals will be removed and the new City vehicle logo will be applied to the Tahoe and any future vehicles.
The Department is prepared for the upcoming Antique Days Festival. It will be held on Saturday, August 28th, 2021. We will be working with the event committee, Aledo Main Street, and the Public Works Department to make certain everything is prepared for the festival in Downtown Aledo.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch reported the Mayor and DPW Blaser have both been discussing in prior weeks the demolition at Farmer’s Grain & Coal property. Unfortunately, there has been a delay due to the company working in another community.
Committee Report: No Report.
ALD. Chausse reported the Ordinance & Police Committee met Monday, August 9th at 6:00 o’clock p.m. The committee discussed Title 7, Chapter 3, Section of the City Code: throwing and dumping waste prohibited; the liquor license classification for Dancer’s Creek and the entertainment/dancing permit for liquor license holders; police officer retention; and regulations related to NV permits in Aledo.
ALD. Dixon reported the Personnel Committee meeting met on Monday, August 9th at 6:15 o’clock p.m. The committee discussed hiring full-time employee in the Water Division, Gas Division, and reimplementing the position of Utility Worker. Also, discussed the positions of Cemetery Sexton and Utility Billing Clerk. Also, discussed hiring full-time officers in the Aledo Police Department as well. Various positions to be advertised.
ALD. Sarabasa reported the Tax Increment Financing (TIF) Committee met on Monday, August 9th at 6:30 o’clock p.m. The committee discussed a professional services agreement with Jacob & Klein, Ltd. and a possible establishment of a new Tax Increment Financing (TIF) district after TIF 1 sunsets in December, 2021.

ACTION ITEMS:
ORDINANCE NO. 16, SERIES OF 2021; AMENDING THE CITY CODE OF ALEDO, ILLINOIS TO REPEAL CHAPTER 2, TITLE 3, SECTION 14. (FIRST READING)
Section 3-2-14 of the Aledo City Code entitled “Dancing, Entertainment Permits” is hereby repealed and deleted in its entirety.
Reference to Section 3-2-14 of the Aledo City Code, and reference to the permit fee required by said Section 3-2-14, is hereby deleted from Section 13-1-1 (“Schedule of Fees”) of the Aledo City Code, said Section 13-1-1 (“Schedule of Fees”) to be, in all other respects, unchanged by this Ordinance.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SARABASA to adopt Ordinance No. 16, Series of 2021; Amending the City Code of Aledo, Illinois to Repeal Chapter 2, Title 3, Section 14. A Roll Call vote was recorded as follows:

RESOLUTION NO. 22R, SERIES OF 2021; APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT FOR THE ESTABLISHMENT AND ANNUAL ADMINISTRATION OF ALEDO TAX INCREMENT FINANCING (TIF) DISTRICT – 2022 BY AND BETWEEN THE CITY OF ALEDO, MERCER COUNTY, ILLINOIS AND JACOB & KLEIN, LTD. AND THE ECONOMIC DEVELOPMENT GROUP, LTD:
The Professional Services Agreement for the establishment of the TIF District shall commence immediately and shall continue until the presentation of the TIF District Redevelopment Plan and appropriate Ordinance to the City Council for the establishment of the TIF District. Establishment of the TIF District will be on or before February 21, 2022.
Motion was made by ALDERMAN DIXON and seconded by ALDERMAN FRICK to approve Resolution No. 22R, Series of 2021; Approving and Authorizing the Execution of a Professional Services Agreement for the Establishment and Annual Administration of Aledo Tax Increment Financing (TIF) District – 202 by and between the City of Aledo, Mercer County, Illinois and Jacob & Klein, Ltd. and the Economic Development Group, Ltd. for a total base Professional Fee to paid to J&K and EDG for the Establishment of the TIF District shall be $41,400.00. A Roll Call vote was recorded as follows:

MOTION AUTHORIZING ESTABLISHMENT OF AGREEMENT FOR REIMBURSEMENT OF THE CITY OF ALEDO’S POLICE OFFICER HIRING AND TRAINING EXPENSES FOR ALL NEW POLICE OFFICERS HIRED BY THE CITY OF ALEDO:
Motion was made by ALD. CHAUSSE and seconded by ALD. KOPP to authorize Establishment of Agreement of the City of Aledo’s Police Officer hiring and training expenses for all new Police Officers hired by the City of Aledo. A Roll call vote was recorded as follows:

MOTION APPROVING THE PURCHASE OF COMPUTER EQUIPMENT AND SOFTWARE IN THE AMOUNT OF $11,815.79:
Motion was made by ALD. FRICK and seconded by ALD. CHAUSSE to approve the purchase of Computer Equipment and Software from Platinum Information Services, Inc. in the amount of $11,815.79. A Roll call vote was recorded as follows:

OLD BUSINESS:
ALD. Frick inquired on the status of the new Industrial Park Signage. City Staff reported an RFQ will need to be established and sent out.
ALD. Frick inquired on SXS path to gain access to Aledo Wal-Mart. MAYOR Hagloch reported a particular parcel has been looked at to establish a potential pathway but sale pricing of the property has doubled since what was originally given to the Mayor during discussions. DPW Blaser reported this would be a good option for the City to consider. MAYOR noted original estimates were reportedly to be around $5,000 but with the City interested in the property, those estimates have have increased to $10,000. Easements of ROW would need to be obtained for this particular parcel as well.
ALD. Frick inquired on the employee payrate chart for 2021 and if a copy could be sent to the personnel committee and Council members. City staff noted the request and CHIEF Sullivan reported staff recently met with the Administrative Union Bargaining Unit and received Local 150’s first proposal. FINANCE DIRECTOR Parchert is currently completing an analysis and will report back to Council at a later date.
NEW BUSINESS:
DPW Blaser provided an estimate from Henderson County Highway Department. The quote for oil & seal of roads at the Aledo Cemetery was presented with a cost estimate in the amount of $14,700. DPW reported the HCHD had availability the week of 8/22 but City staff received the quote after the council agenda was finalized. DPW requested City Council provide a consensus to approve the project and ratify the approval at the 9/7 City Council meeting. After review, City Council provided a consensus to proceed and present a formal approval at the September 7th City Council meeting.
CHIEF Sullivan introduced Clifford Adam as a new Aledo Police Officer. Adam’s worked for Oquawka, Il and also with the State of Illinois as a child investigator with family services. The City Council welcomed Officer Adam’s to the Department.
ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN FRICK that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:47 P.M.
