City of Aledo Ordinance & Police Committee met Aug. 9.

The Ordinance & Police Committee of the City of Aledo met in Open Session in the Council Chambers of the City Hall building. Chairman MICHAEL CHAUSSE called the meeting to order at 6:00 P.M. The roll was called, whereupon the following committee members answered present:
Aldermen MICHAEL CHAUSSE, DENNIS DIXON, and JIM HOLMES. Mayor CHRISTOPHER HAGLOCH. Alderman CHRIS KOPP was excused.
Also present were BARRY COOPER, Alderman; JAY DOHERTY, Alderman; ZACH FRICK, Alderman; CHRIS SULLIVAN, City Administrator / Chief of Police, and JAROD DALE, City Clerk.
The media was represented by Jim Taylor, WRMJ.
Approval of Committee Minutes: Motion was made by ALD. CHAUSSE and seconded by ALD. HOLMES to approve the Ordinance & Police Committee meeting minutes of 04/26/21 as presented. A Unanimous voice vote followed in agreement.
Public Comment – No Report.
Old Business –
Discussion Amending Title 7, Chapter 3, Section 1 of the City Code: Throwing and Dumping Waste Prohibited: ALD. Chausse reported on the dumping of waste onto roadways. Josh Hale, Assistant District Manager & Bill Lamar, District Manager, Millennium Waste, Inc. were introduced to the Committee. ALD. Chausse noted the request to appear is due to after it rains there are stains on roads from the waste hauler and also physical garbage on streets as well.
Hale reported there was a hole in the hopper that was noticed and has been repaired. The dumpsters do hold water and when the trucks make a turn, it does sometimes leak out. Hale noted he did notice with the photos that were submitted that they were on corners or at the apartment complex. Suggestion was asked if a hole should be drilled into the bottom of the dumpster but was reported that this would cause it to be poured out onto the properties. This would also be an EPA issue as well. Water that does go into the truck should go all the way to the landfill.
MWI did report that they do not start in Aledo so this water could also be coming from different communities. ALD. Chausse reported we have not seen the issue as much with Jackson Disposal and the roads do have to be sprayed off due to smell. It was requested MWI reach out to their clients and request they make sure their lids are closed and the City could possibly do the same. MWI reported a possible option could be to look at different dumpsters with side-doors to help the renters dispose of their garbage easier.
New Business –
Discussion regarding Dancer’s Creek Liquor License Classification: ADMINISTRATOR Sullivan reported a few complaints had been received for Dancer’s Creek current liquor classification and insurance not being applicable. ADMINISTRATOR noted Dancer’s Creek does have liquor liability and dram shop but the City will need to work with the vendor to reclassify his current use for liquor and also his special-use for zoning.
ALD. Doherty requested the Committee and the City consider eliminating the current $100 fee each year related to dancing & entertainment. It was noted, some of the applicants do have the proper permit for this dancing & entertainment while others who do the same do not have the proper permit. After discussion, the item to be sent over to the City Attorney to draft an ordinance eliminating the current fee and should help resolve this issue.
Discussion of Police Officer Retention: referred to Personnel Committee on 8/9.
Discussion regarding Neighborhood Vehicle Permits: City to generate a monthly social media post to inform residents of how next year’s NV permitting will be handled in 2022. Plans are that all NV permits to be done by County.
ALD. Chausse reported the City really needs to establish a pathway to Walmart. Plans will be to have continued discussions regarding a path at a future Public Property, Streets & Sidewalks Committee. Will also need to discuss acquisition of property to obtain access to new pathway.
CITY ATTORNEY Walton to address the amend the current ordinance to reflect new permitting requirements with the county effective January 1, 2022. It was noted there are no inspections being completed by County. Committee would also like the City to discuss with Mercer Township that Aledo does want a pathway into the City on the MerCo Trails. It was voiced, the vote this past spring was non-binding and suggest Mercer Township take a formal vote on the item.
ADJOURNMENT: There being no further business, motion was made by ALDERMAN DIXON and seconded by ALDERMAN HOLMES that the meeting be adjourned. Unanimous voice vote followed in agreement. Meeting was adjourned at 6:30 P.M.
