City of Aledo City Council met Nov. 15.

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:33 P.M. The roll was called, whereupon the following answered present:
Aldermen MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, ZACH FRICK, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.
Also present was CHRISTOPHER SULLIVAN, City Administrator & Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, CINDY PARCHERT, Finance Director, and JAROD DALE, City Clerk.
The media was represented by Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Pastor Phil Phieper, New Life Assembly Church. Public Comment: No Report.
Public Hearing: Estimated F/Y 2022 Budget & Tax Levy:
MAYOR Hagloch opened the meeting for public hearing of the estimated F/Y 2022 Budget & Tax Levy at 6:16 p.m.
FINANCE DIRECTOR Parchert reported the projected budget is listed in the amount of $11,864,879.00.
FINANCE DIRECTOR Parchert reported the total amount required by the City to be raised by taxation for F/Y 2022 for corporate purposes is listed in the amount of $464,269.00.
MAYOR Hagloch reported there was no public present for public comment.
There being no public comment or further questions, MAYOR Hagloch closed the public hearing at 6:20 p.m.

Public Works Activity Report:
• Streets: Daily checks, tasks, JULIES, and work orders continue. Vac streets; storage building site preparation and winter equipment preparation.
• Gas: JULIE’s; Deliver shut-off notices and work orders.
• Water: JULIE’s; Storage building site preparation; water and sewer investigations and tear out fence at south lagoon west cell.
• Cemetery: Two (2) Funerals occurred. Start winter equipment preparation.
• DPW: Multiple building permits and inspections; budget work; PW Garage bid opening; storage building layout at the south lagoon; attended two webinars on the new 2021 Existing Building Code and Accessibility Code; zoom meeting for the Rebuild Downtown and Main Street Grant application.
Aledo Police Department Activity Report: ADMINISTRATOR/CHIEF Sullivan reported the Department continues to try to recruit officers for full-time positions and part-time positions. CHIEF has spoken with or met with many of the other agency heads in the area. All of them are experiencing unusually great difficulty in recruiting and maintaining people for officer positions.
The new squad were delivered on Friday morning (11/12/2021). The squads will be getting outfitted and having all of the equipment installed over the next few weeks. City Staff is working with Haven Creative to get new logos for the police fleet designed. The old decals have been removed from the 2012 Tahoe we are keeping, and the decals on the two Impalas we are keeping will be removed so all the vehicles will match with the new logo. CHIEF hopes to have a design to present to the Council in the immediate future.
The Department assisted the VFW in conducting the annual Veterans Day parade. The parade began in downtown Aledo and proceed to the VFW at 10:45 o’clock a.m. The Veterans Day event followed at 11:00 o’clock a.m. at the VFW.
Administrative Report: ADMINISTRATOR/CHIEF Sullivan reported the process of getting the paperwork for the Offer of Dedication and Deed of Dedication back from the owners of the Buttonwood Trails property has been a long slow process. City Attorney Walton has been working with the legal staff for the property owners. They have been exchanging emails since August and the signed documents should be ready to present to the Council in the near future.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch recently attended the Illinois Main Street Conference in Jacksonville, Il. Visits were had with other Main Street Directors and discussed how they operate their individual community programs and how they work with other communities. MAYOR noted that partnerships with main street programs and cities are a valuable tool. MAYOR also voiced his opinion that the City should work with Main Street and support a full-time Main Street Director as well.
Committee Report: ALD. Holmes reported the Water, Sewer & Storm Drain Committee met on November 9th. The meeting was held to review the current Water & Sewer Lateral Repair program. Edits to the current program were suggested to allow for additional residents to join the programs. Item to be discussed further by the City Council at a later date.

ORDINANCE NO. 22, SERIES OF 2021; APPROVING AND ADOPTING THE COMPLETION OF THE ALEDO CENTRAL TAX INCREMENT FINANCING (TIF) DISTRICT REDEVELOPMENT PROJECT AREA, PLAN, PROJECTS AND OBLIGATIONS: (FIRST READING)
The Illinois statute referred to as the Tax Increment Allocation Redevelopment Act requires TIF Districts to be formally closed following the receipt and proper use of the final tax increment. on or about December 22, 1986, the City of Aledo, Mercer County, Illinois (the “City”) by its duly elected Mayor and City Council adopted Ordinances to approve the Redevelopment Plan and Projects; designate the Redevelopment Project Area; and adopt Tax Increment Financing pursuant to the TIF Act for the City of Aledo Central Area Tax Increment Financing District Redevelopment Project Area, Plan and Projects
On July 22, 2002, the Aledo Central Area TIF District was legislatively extended for an additional twelve (12) years for a total of thirty-five (35) years pursuant to PA 92-0624. On May 16, 2011, the City by its duly elected Mayor and City Council adopted Ordinance No. 02, Series of 2011; approving the 2011 Further Amendment to the Aledo Central Area Redevelopment Project of Aledo.
Pursuant to Section 74.4-4(q) and prior to December 31, 2022, the City may also utilize property tax growth which will result from the real estate taxes levied during the 35th year of the Aledo Central Area TIF District for eligible costs in any contiguous redevelopment project areas.
The estimated date of completion of the redevelopment projects and retirement of obligations for the Aledo Central Area TIF District is hereby extended to December 31, 2022, in order to utilize the property tax growth resulting from real estate taxes levied in the 35th year of the TIF District and received by the City Treasurer the following year. Said property tax growth resulting from taxes levied in the 35th year and received the following year shall be used to pay TIF eligible public and private costs provided for in the Aledo Central Area TIF District Redevelopment Plan and Projects or eligible redevelopment project costs in a redevelopment project area that is contiguous to the Central Area TIF District. A portion ($600,000.00) of the tax increment from taxes levied in the 35th year has been allocated to fund additional projects under the Downtown Revitalization Program approved by the Mayor and City Council of the City on August 5, 2019, which includes the Downtown Building Stabilization, Upper Story Living Loan Program and Storefront Improvement Program, and the remaining portion of the tax increment from taxes levied in the 35th year is expected to be used to fund redevelopment projects outside the immediate downtown area and ongoing professional services related to implementation of the Redevelopment Plan and Projects.

ORDINANCE NO. 23, SERIES OF 2021; ADOPTING A MUNICPAL BUDGET FOR THE CITY OF ALEDO FISCAL YEAR 2022: (FIRST READING)
A Budget Session was held on Wednesday, October 20th. A draft budget was presented by City Staff. The City Council reviewed the proposal for a tentative budget as well as the City of Aledo Five Year Capital Improvement Program draft. The total amount of the budget is listed in the amount of $11,864,879.00.
The proposed “tentative budget” for the fiscal year beginning January 1, 2022 and ending December 31, 2022 was made available for public inspection by publishing a legal notice in the Aledo Times Record on November 2, 2021. A copy of the tentative budget & tax levy was made available in the City Clerk’s office.

ORDINANCE NO. 24, SERIES OF 2021; LEVYING TAXES IN AND FOR THE CITY OF ALEDO, MERCER COUNTY, AND STATE OF ILLINOIS, FOR THE CORPORATE AND MUNICIPAL PURPOSES OF SAID CITY, FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022: (FIRST READING)
The total amount required by the City to be raised by taxation for F/Y 2022 for the corporate purposes set forth in the ordinance is $464,269. This is an increase of 3.1% from last year and within the 5% truth and taxation. This means the City is below the requirement to hold a public hearing. The current year levy of $464,269 represents an increase of $13,882 from the prior year final extended levy of $450,387.
The rate setting EAV last year was $41,176,391. The certified rate was 1.0938, for a total extension of $450,230. The estimated EAV by the Mercer County Clerk for 2021 is $48,143,630. The proposed rate the City is setting is .964. Total requested extension is $464,269. This represents a decrease in the tax levy rate. For example, a homeowner whose accessed value did not change their property tax portion from the city will decrease slightly as a result of the change in the levy rate. The increase in EAV is $6,967,239 or 16.9% which represents properties that were reassessed at higher values or new property on the tax rolls.

RESOLUTION NO. 35R, SERIES OF 2021; APPROVING THE TRADE-IN AND PURCHASE OF THREE POLICE SQUAD VEHICLES IN THE AMOUNT OF $113,414.00:
Miles Chevrolet of Decatur, Illinois (“Miles Chevrolet”) has two 2021 Chevrolet Tahoe’s with remote start available for purchase in the amount of $40,700.00 each and one 2021 Chevrolet Tahoe without remote start available for purchase in the amount of $40,400, for a total of $121,800.00.
the Police Vehicles require outfitting for use by the City’s Police Department, including the disabling of the rear doors (“Disabling”) and Miles Chevrolet has offered to perform the Disabling of the Police Vehicles at cost of $130 per vehicle, for a total of $390.
Miles Chevrolet will be filing title and registration paperwork with the State of Illinois for the titles and registration plates for the three (3) new Police Vehicles at a cost of $474.00.
Miles Chevrolet has offered to accept as trade-ins three (3) separate vehicles (the “Trade In Vehicles”) as follows: (1) 2007 Crown Vic (7X131672); (2) 2016 Impala (G1157487); and (3) 2016 Impala (G1162227), in exchange for a credit against the purchase price for the Police Vehicles and Disabling in the amount of $9,250.
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to approve Resolution No. 35R, Series of 2021; Approving the Trade-in and Purchase of Three (3) Police Squad Vehicles in the amount of $113,414.00 from Miles Chevrolet, 150 West Pershing Rd, PO Box 3160, Decatur, Il, 62524. A Roll Call vote was recorded as follows:

RESOLUTION NO. 36R, SERIES OF 2021; APPROVING THE OUTFITTING OF THREE POLICE SQUAD VEHICLES IN THE AMOUNT OF $17,866.00:
The Police Vehicles require outfitting for use by the City’s Police Department and DataTronics, Inc. has offered to provide and install the necessary lights, sirens, and other equipment for two of the Police Vehicles at a cost of $5,637.00 each, as specified in Quote No. 5596, and one of the Police Vehicles at a cost of $6,592.00 as specified in Quote No. 5595, for a total cost for outfitting all three Police Vehicles of $17,866.00.
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SARABASA to approve Resolution No. 36R, Series of 2021; Approving the Outfitting of Three Police Squad Vehicles in the amount of $17,866.00 from DataTronics, Inc., 7228 Herter Industrial Drive, Godfrey, Il., 62035. A Roll Call vote was recorded as follows:

RESOLUTION NO. 37R, SERIES OF 2021; APPROVING AN AGREEMENT FOR ENGINEERING SERVICES IN THE AMOUNT OF $13,750.00:
The City of Aledo seeks to apply for a State of Illinois grant for the Rebuild Downtown & Main Streets Capital Grant Program. The Director of Public Works has recommended retaining HDR Engineering, Inc. to provide services for preparing the grant application for a cost not to exceed $13,750.00.
Motion was made by ALDERMAN DIXON and seconded by ALDERMAN DOHERTY to approve Resolution No. 37R, Series of 2021; Approving an Agreement for Engineering Services in the amount of $13,750.00 by HDR Engineering, Inc. A Roll Call vote was recorded as follows:

OLD BUSINESS:
Discussion regarding the 2022 Aledo Fireworks Display to be held July 4, 2022: ADMINISTRATOR/CHIEF Sullivan reported he has spoken to the company and has received a verbal confirmation but no final agreement has been received back to date. Notification was provided to the company that Aledo has interest in increasing the size of the show from the display that was held in 2021. Once an agreement is received, CHIEF noted the City can then solicit donations for the event.
NEW BUSINESS:
ALD. Sarabasa inquired when the review of current payrates for City Staff would be discussed by the Council. ADMINISTRATOR/CHIEF Sullivan reported we are waiting to finalize the Administrative Department Union Contract and also find a company to complete the comparative study. ALD. Chausse suggested the City look into the company, “Bushue Human Resources”, out of Effingham, IL. MAYOR Hagloch suggested once the union contract is completed to look at a company after the first of the year. City Clerk to list the item on the agenda for the first meeting in January, 2022.
