City of Kewanee City Council met Nov. 8.

Here are the minutes provided by the council:

The Council Meeting was called to order at 7:00 PM. 5 members of the City Council were present in Chambers.

The Consent Agenda included the following items:

Approval of Minutes of the October 25th Meeting.

Payroll for the pay period ending September 25th, 2021, in the amount of $268,597.41

Reports from Police, Community Development

Motion made by Councilmember Colomer to approve consent agenda. A Seconded was made by Councilmember Faber. Discussion: Colomer asked Newton about the Comcast bill and how much longer will we be paying for those bills. Bradley stated that this was still in progress, and we could give an update later next week. Motion Passed 5-0

Bills were presented in the amount of $1,255,155.08.

Councilmember Komnick moved to approve payment of the bills. Councilmember Baker seconded the motion. Discussion: The motion was approved 5-0.

Public Comments: Nancy Sutton wanted to address an alley. 112 Willard there is an alley that is about unpassable. Nancy brought pictures with to hand out to the Council. The ruts are getting very bad and in the past, there was a grader that come through for a pass. There is also an alley behind a business that need addressed behind the Kewanee Quick lube.

New Business:

Swearing in of 2 New Firefighters Brunson and Clark

Consideration of an Ordinance # 4079 providing for the issuance of $298,820 Taxable General Obligation Bonds, Series 2021 of the City of Kewanee, Henry County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds… Councilmember Komnick made the motion, Councilmember Baker seconded. Discussion: Aaron Gold presented the sale of the general obligation sale. Mayor Moore questioned the ability to keep this local and in house. Mr. Gold stated at this point we were too far in the process and need to keep the integrity of the bidding process. We can look at the future process and make changes then. Motion Passed 3 Ayes and 2 Nays

Consideration of an Ordinance #4078 to grant a Special Use Permit to allow an in-home spa/salon to Karen German at 315 Windmont Rd. Councilmember Colomer made the motion, Councilmember Faber seconded. Discussion: Colomer stated this was standard and we have done this before. Edwards stepped up to clarify that the permit acts as an affidavit so the sale can go through. If sale falls through so does the SU permit. Motion passed 5 Ayes 0 Nays.

Consideration of an Ordinance #4080 approving and authorizing the execution of a Tax Increment Financing (TIF) District Redevelopment agreement by and between the City of Kewanee and Raskustro, LLC (End Zone). Councilmember Komnick made the motion, Councilmember Baker seconded. Discussion: Faber confirmed it was the current End Zone. Bradley stated the roof and awning would be replaced and repaired. Colomer asked the limit and if was used in the past. Motion passed 5 Ayes 0 Nays

Consideration of a Resolution #5305 to authorize the City Manager to extend agreements with the State Bank of Toulon and IH Mississippi Valley Credit Union (IHMVCU) for banking services for the city of Kewanee. Councilmember Faber made the motion, Councilmember Baker seconded. Discussion: Mayor Moore explained this extension is necessary to keep the motion forward with working through the books and its only for 1 year. Haley agreed and felt this is the best option. Motion passed 5 Ayes 0 Nays

Consideration of a Resolution #5291 authorizing the City Manager to execute an agreement with Zen City for Professional Services. Councilmember Faber made the motion, Councilmember Baker seconded. Discussion: Colomer was able to have his meeting. He had lots of questions for the presenter and was able to get an idea of what and how it could help the city. Colomer was still not sold on the product. All council members had concerns and questions. There was very good conversation. Motion denied 0 Ayes and 5 Nays

Discussion Only: Cottage 5th-6th . Bradley handed out some information to the council. The road is needed to be widened and after that we will continue to make that road 27 ft wide. This is a perfect example of a road that is never used or rarely used. It would save the city plowing…potholes and general maintenance. I recommend that we abandon this as a street. Mayor Moore also feels this is something that makes sense, and we should entertain.

Mayor’s Communications:

Mayor Moore: Congrats to Stepman 136 placement of the Cross-Country meet. Congrats to Kennedy Anderson at her Cross-country Meet. She had a personal best time. This Thursday please attend at City Hall for the Veterans Day presentation.

Council Communications:

Councilmember Colomer: Congrats to Kewanee High School Football team on their great season. Also, congrats to the Titans. Thank a Veteran this coming week.

Councilmember Baker: Nothing

Councilmember Faber: Maybe check the sidewalk in front of the End Zone if we are going to be doing all this work.

Councilmember Komnick: Congrats to both teams. Remember the Veterans and give them the respect and honor they deserve. Congrats to the new fireman joining the team. The nights get darker quicker…remember the kids that re still riding bike s and walking home after school.

Announcements: Offices will be closed for Veterans Day.

Councilmember Colomer moved to adjourn the meeting. Councilmember Komnick seconded the motion. Motion passed 5-0 The meeting adjourned at 8:01 PM
