City of Moline City Council met Nov. 16.

Here are the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 8:10 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Public Hearing: Mayor Rayapati opening the public hearing at 8:11 p.m. Carol Barnes, Finance Director, presented the 2022 Budget for public input. There was no public testimony. Mayor Rayapati closed the public hearing at 8:16 p.m.

Second Reading Ordinances

1. Council Bill/General Ordinance 3031-2021

An Ordinance levying and assessing taxes for the City of Moline, Illinois, for the tax levy year 2021, collectible in the year 2022, and enacting an ordinance relating to the same subject matter.

2. Council Bill/General Ordinance 3032-2021

An Ordinance levying a Special AD VALOREM TAX within the City of Moline, Illinois, Special Service Area #5, of the City of Moline, Illinois.

3. Council Bill/General Ordinance 3033-2021

An Ordinance levying a Special AD VALOREM TAX within the City of Moline, Illinois, Special Service Area #6, of the City of Moline, Illinois.

Resolutions

4. Council Bill/Resolution 1217-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Sutphen Corporation of Dublin, Ohio, for the purchase of two custom chassis F9 fire pumpers utilizing Sourcewell Contract #022818-SUT for the amount of $1,325,169.48.

5. Council Bill/Resolution 1218-2021

A Resolution authorizing the Human Resources Director to execute a policy with UnitedHealthcare to provide an Employer Group Waiver Plan (EGWP) for Medicare retiree prescription drug benefit coverage for a one year period commencing January 1, 2022.

6. Council Bill/Resolution 1219-2021

A Resolution authorizing the Mayor and City Clerk to execute an agreement with Navitus Health Solutions, LLC (“Navitus”) for pharmacy benefit management services for a two-year period commencing on January 1, 2022

7. Council Bill/Resolution 1220-2021

A Resolution authorizing the Human Resources Director to execute a policy with UnitedHealthcare-BP to provide reinsurance coverage for medical and prescription drug benefit claims for a one-year period commencing January 1, 2022.

8. Council Bill/Resolution 1221-2021

A Resolution authorizing the Mayor and City Clerk to execute an agreement with UMR, Inc. (UMR) to provide administrative services for medical and prescription drug benefit claims and administrative services for dental, vision and flexible claims for a two-year period commencing January 1, 2022.

9. Council Bill/Resolution 1222-2021

A Resolution authorizing the Mayor and City Clerk to amend the current agreement with Mission Square Retirement (formerly International City Management Association Retirement Corporation) to include changes to retiree health insurance benefits implemented for AFSCME employees hired on or after January 1, 2020.

10. Council Bill/Resolution 1223-2021

A Resolution authorizing the Mayor and City Clerk to execute an Addendum to the Intergovernmental Agreement for the estimated ten (10) year ongoing maintenance costs of the integrated P25 emergency radio tower system in Rock Island County, Illinois; and authorizing all appropriate City of Moline officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to the Addendum.

11. Council Bill/Resolution 1224-2021

A Resolution authorizing the Human Resource Director to execute a policy with Insurance Program Managers Group (IPMG) for liability, property and workers’ compensation insurance for a one-year period commencing on December 1, 2021.

Omnibus Vote: Alderman Wendt, seconded by Alderman Timion, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

First Reading Ordinances

12. Council Bill/General Ordinance 3034-2021 (as amended)

An Ordinance making appropriations for corporate purposes for the fiscal year beginning January 1, 2022, and ending December 31, 2022.

13. Council Bill/Special Ordinance 4008-2021

A Special Ordinance requesting the County Clerk not to extend 2021 taxes for payment of principal and interest for the General Obligation Corporate Purpose Bonds, Series 2010A, Refunding; General Obligation Corporate Purpose Bonds, Series 2011B, Refunding; General Obligation Corporate Purpose Bonds, Series 2012H, Refunding; General Obligation Corporate Purpose Bonds, Series 2016, Refunding; Taxable General Obligation Refunding Bonds, Series 2020A; and General Obligation Refunding Bonds, Series 2020B; General Obligation Corporate Purpose Bonds, Series 2021A, Refunding; General Obligation Corporate Bonds, Series 2021B, Refunding; General Obligation Corporate Bonds, Series 2021D.

Council, Staff and Citizen Comments:

Alderman Williams thanked Finance Director Carol Barnes for all of her hard work in the budget.

Alderman Macias reported that the City was Alive! During the annual Holiday Hop event and commended the work of Moline Centre Main Street Manager Geoff Manis.

Alderman Wendt encouraged participation in Saturday’s annual Lighting at the Commons event from 3:00 to 6:00 p.m.

Alderman Waldron provided an update on community recycling since RICWMA made the decision to close the county site. Alderman Waldron asked the Council to keep in mind that many of the same issue that have resulting from video gaming will be seen when cannabis dispensing is offered in Moline.

Alderman O’Brien will represent Mayor Rayapati at a 9:00 a.m. virtual meeting on Friday for the plastic pollution initiative.

Bob Vitas, City Administrator, reminded that the I-74 Bridge Ribbon Cutting is planned for December 1, 2021. He also indicated that a cannabis dispensary may be locating on Avenue of the Cities. Directors are submitting topics for roundtable discussion, and Vitas will be bringing that to Council for input.

Executive Session:

Alderman Williams, seconded by Alderman O’Brien, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

City Council convened in Executive Session at 8:44 p.m.

Council reconvened in open session at 9:07 p.m.

On motion of Alderman Wendt, seconded by Alderman Schmidt, Council adjourned at 9:07 p.m.
