Here are the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:38 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and Executive Session minutes of November 16, 2021.

Resolutions

1. Council Bill/Resolution 1225-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Addendum for Professional Engineering Services with Gewalt Hamilton Associates, Inc., (GHA) for 16th Street Corridor Analysis and Design Improvements for an amount not to exceed $24,700.

Omnibus Vote: Alderman Schmidt, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

Resolutions

2. Council Bill/Resolution 1226-2021

A Resolution authorizing the City Administrator to execute an agreement with Strategic Government Resources to provide administrative services to fulfill the interim staffing need for the position of Community and Economic Development Director.

Approved. Alderman Wendt, seconded by Alderman Schmidt, moved to approve Council Bill 1226-2021. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

3. Council Bill/Resolution 1227-2021

A Resolution authorizing the City Administrator to execute an agreement with Strategic Government Resources to provide administrative services to fulfill the interim staffing need for the position of City Engineer.

Approved. Alderman Wendt, seconded by Alderman Macias, moved to approve Council Bill 1227-2021. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

4. Council Bill/Resolution 1228-2021

A Resolution authorizing the City Administrator to execute an agreement with GovTempsUSA, LLC, to provide administrative services to fulfill the interim staffing need for the position of Director of Public Works.

Approved. Alderman O’Brien, seconded by Alderman Wendt, moved to approve Council Bill 1228-2021. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

First Reading Ordinances

5. Council Bill/General Ordinance 3035-2021

An Ordinance amending Council Bill/General Ordinance No. 3031-2021 and assessing taxes for the City of Moline, Illinois, for the tax levy year 2021, collectible in the year 2022, and enacting an ordinance relating to the same subject matter.

Council, Staff and Citizen Comments:

Alderman Timion reported that he attended the Bi-State Regional Commission Transportation meeting today. The Infrastructure Bill would provide funding, in addition to grants, for bikeways, sidewalks, etc., allowing re allocation of funds budgeted for capital improvement projects.

Alderman Moyer requested a status update on a potential cannabis dispensary location and subsequent traffic/parking study. Bob Vitas, City Administrator, explained that he has had meetings with two potential owners and one is looking to locate on Avenue of the Cities. Locating within TIF #7 has been discussed as an attractive location. Staff will review the ordinance and will report back to Council.

Alderman O’Brien shared that he attended the Plastic Pollution Initiative meeting. Moline has a lot of refuse dumped, including cigarette butts and plastic bags. Plastic bags may be banned in Illinois, and he would like to see them banned from our big box stores.

Mayor Rayapati explained that she will be providing an update on the Child Care initiative soon. Working groups have met to discuss environmental solutions as well as Public Works apprenticeships/internships for high school students.

Executive Session:

Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11); Security Procedures for Potential Danger-5 ILCS 120/2(C)(8). Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

City Council convened in Executive Session at 7:50 p.m.

Council reconvened in open session at 8:21 p.m.

On motion of Alderman O’Brien, seconded by Alderman Macias, Council adjourned at 8:21 p.m.
